Expand Underground Base; Keeps our base of operation on the down low and allows for hidden factories.
Hybridized Jackbot Weapon; Easy to reach robotics action. We can save the scaling DC ones for when Eggman is free.
Island Hopping; It's what the gang is good at and we can gain a lot.
Chasing Ghosts: Chinese Spooks; It's where we are located, best to know what's around us.
Recruit V.I.R.U.S; Sounds like a good option for Hacking. Put him on the Villain Forum Vengeance and we can even add spoiling things into the vengeance.

Okay, plan breakdown.
Jackbot patrols, secure what little territory we have.
Expand Underground Base, allows for further expansion like the Jackbot factory without costing secrecy, which is pretty important while Jack's building up.
Jackbot weapon, honestly a bit of a filler until we can get Eggman or someone else to assist on Learning Actions. It is useful though and a long term benefit.
Hire a detective for the pollution solution. It's a problem happening right in our backyard. Dealing with it sooner is better than later, but it also costs funding, so...
Island hopping. Potentially very lucrative, should outweigh the costs of hiring the detective and get other resources.
Non-Shen Gong Wu Artifacts, lower DC than investigating Shen Gong Wu, useful resource acquisition.
Recruit V.I.R.U.S., we need people and a hacker could be pretty good.

For personals
Tinker with Jackbots improves the Jackbots once we're able to start producing them en mass.
Research Fellow Evil Scientists, gives more options for recruitment and might get somebody off the bat. Either letting Eggman stay in Stewardship or free him up for Learning collaborations with Jack.
Hiring the NumberNumbers, right now the Hong Kong Gang is our hybrid Martial/Intrigue Unit of choice.
  • Without knowing the details of how Robotgirl's transformation works mechanically (in the show, they couldn't stay transformed for long, so that may lock her to the lower Martial Score for actions, but can temporarily use her super mode in an adventure or something until/unless she gets upgraded). She's also our Diplo hero right now, so...
  • NumberNumbers, as pointed out, are probably martial/intrigue as well, meaning we have both categories covered
  • Alien tech?
  • Have another hybrid martial/intrigue for adventures.
Evil Mime Classes, mooks good.
Rebuild Random Badnik, another robot minion to boost to Eggman's stats or help patrol our territory while we're still building up numbers.
Learn From Mr. Spicer, she needs to learn more about villainy before she gets too involved with work that'll make her quit or rebel. Better to corrupt her personally, especially since Jack is only so evil right now (even if he does canonically have the potential to take over the world). Her learning about villainy that doesn't match Jack's would probably not be great.
Looting Quarry. As a personal, probably not time limited, but I don't want to chance that. More resources for Jack. I'd like to do both looting the temple (please no Sapphire Dragon...) and looking for Circe, but the latter's probably an adventure if she can be retrieved, so I'd like to be ready for that adventure since that might be an urgent situation.

TLDR, I'm going hard on keeping Jack's head down, recruiting, and grabbing resources, so we can get setup ASAP.
 
I've never dealt with DVV. This is actually my first quest, too. I can add thoughts though...

Practice Figure Skating and/or Practice Knife Throwing Skills: Another tiebreakerish because I don't think I can literally do both, again, system unfamiliarity. Practice makes perfect and the Xiaolin losers weren't perfect, but they put in good work and proved the importance of training. Practice, practice, practice.
[X] Host Evil Mime Classes: I'm biased, I like mimes. If they learn mimery before evil, I'm happy.
[On the nature of] Enforce The Mime Language: Sign Language doesn't need to be the only thing spoken around the base, but if everyone can speak a secret language with their hands - even a newly made-up bodge/kludge (like Nicaraguan Sign Language), just for Jack's Pack - that can be a perfect secret communication methodology for bespoke situations.

Generally VV quests like this do use plan format, since the votes are so complicated. You also want to explicitly assign heroes to actions, so that their stats will be added to the action, the way you've written this, it'd just be using Jack's stats.

I'd suggest referencing the other plans to see how to format your own. It's something I'm doing as well.

I'll leave mine as it is...this time. The overhead on the questmaster isn't likely to come to play unless there's draws along the line.
Actually, do draws happen? The type where two plans hit about the same and floater votes or lesser plans make up differences and split the plan?

No. Plan format. Plan with the most votes goes through. In the event of tie a tie breaker is most popular though some QMs do run offs or roll a dice to decide.

Other than the occasional even more complex quest most CK 2 or 3 quests will use plan voting as it's cleaner and easier to actually figure out what is winning than a loose vote like this.

In the future you'll want to avoid writing justifications on the same line in the vote is in. Even in none plan votes most people aren't going to have the same justifications added as you which messes up the website's tally system.
