That's shouting, not speaking. You can CAPS speech by yelling it, but speaking in capitals is a job for the experts.
It's like taking ten in D&D but we use a d100. In D&D if you take a bit of extra time you can just guarantee you get ten on your roll which is in the middle and is really only useful for low skill checks or high skills.
