Steel, like all metals, reflects microwaves, but not 100%. A sufficiently strong microwave will deposit enough energy in the steel to make it radiate energy back out the other end. Since metal is quite conductive, this should not depend much on thickness, though I've found only contradictory sources on further investigation.
