The villains are always so lame and silly, it's kinda amusing. Meant to be a parody, I guess? Wonder if the cyborg sidekick was actually the one who burned down his village, and his doctor lied to him?

I'm not fully caught up on the webcomic and therefore I'm not completely aware of the story so far, but that's totally possible.

Drive Knight, another S Rank hero, informs Genos (recently elevated to that category), that Metal Knight is his "true enemy". Metal Knight is also an S Rank hero albeit somewhat shady, and nominally all three are allies due to their employment by the Hero Association. It could be the case that Drive Knight is using Genos' antipathy for the mysterious cyborg to their own ends, or that DK is the culprit Genos seeks, but I couldn't say. Perhaps you're right. Who knows?

For those who are up to date, does the webcomic past chapter 65 reveal anything more about Genos' bête noir?

As for Metal Knight...
He rebuilt the city and is keeping an eye on Saitama.

I remember the reconstruction of City A, but surveiling baldy is new. I can't help but wonder if One's making him out to be dodgy when he is in fact on the side of the angels? Have the S-Rankers done anything aside from hunt the Monster Organisation and Garou?

A few things were changed for the official translation, yes. Licenseless Rider is now Mumen Rider, if I recall right, and I know that Carnage Kabuto's previous name was Asura Rhino.

You can hear people say 'Asura Kabuto' in dialogue. Carnage is an unusual way to translate that (by which I mean it's completely arbitrary), but hey, official is as official does.
 
Wonder what Saitama does as a job? We only ever see him do hero stuff or laze about at home. Kinda amusing he wasn't getting recognition due to not having registered with some organization which keeps track of public-eye heroes, though.
