Extreme Physical Resilience: Mad Dummy is a ghost monster possessing a training dummy. The combination of ghostly possession and a non-organic vessel has made him all but invulnerable to damage from purely physical sources. Magical sources of damage are fair game, since they disrupt the spiritual link he has with his chosen vessel.
Dummy Magic: Mad Dummy's main form of offense. He can summon up to 20 smaller dummies that can either ram his opponents, shoot balls of magic, and even launch homing rockets targeting anything with a soul.
Poltergeist: Well, how else is he supposed to throw his knives? Telekinesis is about as strong as a particularly fit adult human.
Soul Absorption: In the (highly unlikely) event that Mad Dummy kills a human, he can absorb their soul, granting himself an immense boost in magical power, and granting him the ability to bypass even the strongest of magical barriers.
RPG Awareness: On the meta level, Mad Dummy is aware of the mechanics of RPGs, and can exploit them to screw with the world around him. At his current level of mastery, he can obscure dialogue by covering the dialogue box in cotton, dodge out of the way of attacks that would otherwise be sure to hit, and even trap himself and his opponent in an eternal stalemate by refusing to act.

Personality: Normally the Mad Dummy lives up to his name, by being extremely peeved about everything, and trying to escape the Underground purely for its own selfish ends. However, after the Barrier went down, it calmed down a little, and even apologized to Frisk for "acting like a dummy." He also shows some concern for his cousins, and was fighting Frisk just as much because they somehow hurt the Ruins Dummy's feelings as for his own reasons.
However, this is a self-insert, so he also has to deal with the sarcastic, nerdy voice that's in his head and now calling the shots. Poor guy.

Tashigi has enough control over her Busoshoku Haki to cut Logia-type Devil Fruit users with her sword, though not enough to defend against Trafalgar D. Law's reality-warping Ope Ope no Mi.

The Shimada family was established centuries ago, a clan of assassins whose power grew over the years, enabling them to build a vast criminal empire that profited from lucrative trade in arms and illegal substances. As the eldest son of the family's head, Hanzo was bound by duty to succeed his father and rule the Shimada empire. From a young age, he was trained for that responsibility, displaying a natural aptitude for leadership and possessing an innate understanding of strategy and tactics. He also excelled in more practical areas: he was a prodigy in martial arts, swordplay, and bowmanship.
Upon the death of his father, the clan elders instructed Hanzo to straighten out his wayward younger brother, Genji, so that he, too, might help rule the Shimada empire. When his brother refused, Hanzo was forced to kill him. Unbeknownst to Hanzo, however, Genji narrowly survived the attempt with the help of Overwatch. This act broke Hanzo's heart and drove him to reject his father's legacy, ultimately leading him to abandon the clan and all that he had worked so hard to attain.[2]
That was ten years ago.[3] Now, Hanzo travels the world, perfecting his skills as a warrior, attempting to restore his honor and put the ghosts of his past to rest,[2] honing his murderous skills all the while.[3]

Peak Human Ability: Hanzo has trained his body to the peak of human ability. He is capable of running ~21 Mph for short bursts and equal his cybernetically-enhansed brother in strength.
Assassin's Training: Hanzo has been trained in the art of the Assassin by his family. He can easily kill someone with whatever is at hand.
Swordsman: Hanzo has great skill with swords, specifically katanas. However, as he hasn't used one in around 25 years, his skills are extremely rusty.
Storm Bow: Hanzo's main weapon. A powerful bow crafted using high-durability materials. Fires arrows that Hanzo makes himself. Has a high draw weight. Comes with thirty pre-crafted arrows, five Sonic and five Scatter. Hanzo is capable of making normal arrows with regular materials, although they will not be as powerful or as durable.
Sonic Arrow: A special arrow constructed by Hanzo. Releases a pulse of sound once it hits a solid object. The sound pulse has a disorienting effect on anyone near it. Hanzo has five of them, at the moment.
Scatter Arrow: A special arrow that splits the head into four ricocheting projectiles when they hit a solid surface. Made by Hanzo. At the moment, he only has 5.
Dragonstrike (Ultimate)(Meta Only):"Where the Dragons pass, only death remains." -old Shimadan proverb. The legesy of the Shimada family, the Dragonstrike fires an arrow at the target which then summons a pair of spectral dragons that pass through any barriers or walls. Whenever they touch a living person who Hanzo considers an "enemy" or "target", they sever the bond binding the soul to the body, instantly killing them. These dragons are why the Shimadas are as feared and powerful as they are today.
So, I was playing Overwatch the other day, and I started thinking about Hanzo. I a world where every hero seems to be ridiculously high-tech, Hanzo is just a well-trained guy with a bow and instant-death dragons. I then realized that I could work with that, and made this.
