Judgement training should be good to counter our lazy trait,if it is not the end of the world ,Nobita alway sleep through problem,maybe judgement can find some gun for Nobita to use in duty?Glue gun or foam gun that don't made it lethal but restraint movement.
So psyker baby is around level 4 form birth and can mass produce...man 22nd century is scary,they have reasonable cause to restrict this tech.
That double 20 is Nobita luck in action ,his luck alway polarize that way.
Can we use upgrade light to e.s.p training gadget?.

I think Nobita can figure more power out form the gadget,he has experience in mind reading and hypnosis after all.

Kuroko has her limit of two people in teleport and range,what is Nobita limit?.
Clairvoyance should help in his teleport here,Usually teleporter limit by their line of sight because teleporter can get struck in the wall of not careful,Clairvoyance is very helpful to avoid that problem.

Nobita actually doesn't know much about time travel. He know a) It is possible, b) You can change the past to change present or future, c) Time Patrol is there to capture time criminal , d) Devil is considered native creature in time dimension. No, actually this Nobita doesn't know it.
Gun is frowned upon in Japan. Legally, Nobita need to pass official gun training so he can request non-lethal gun in Judgement.
If you see the crossover in Great Science Upheaval Era option, there are justified reasons why they do this kind of research.
You can do upgrade E.S.P Training Box from civilian grade to military grade. The benefit will be limited as competent is the limit of military grade one.
You need competent in skill level to start unlocking more psychic power.
Mind reading and hypnosis was never focus of United Nations psychic research. They also don't want irresponsible civilian or soldier with more muscle than brain to start mind reading and hypnosis cluster fuck. No, it is not in the E.S.P Training Box.
Before this, Nobita is level 3 in power but level 0 or 1 in control. Now he is solid in level 3 range. They did test Nobita psychic power individually, it is level 3 each.

Yeah, clairvoyance help. Nobita need to teleport out or use telekinesis to free himself if he get struck in wall. Doraemon esper in this quest is actually closer to Zettai Karen Children esper than To Aru Majutsu no Index/Kagaku no Railgun esper.

Too bad about gun,So E.S.P in current version don't have any use now?.We need to use upgrade light and practice it next time.

Mind reading is interesting power but form game mechanic perspective is very difficult to play so I don't mind we can not practice it.
We have pretty good start with level 3 power,I see it that we will valuable member for Judgement like Konori mii in Clairvoyance combine with Kuroko's teleport.
Konori Mii
being able to transport a total weight of 130.7 kilograms, to a distance of 81.5 meters from herself. It was revealed in Volume 3 of the Toaru Kagaku no Railgun Manga that before she went to Tokiwadai Middle School, she could teleport objects and other people, but not herself. She was eventually able to teleport herself sometime after enrolling in Tokiwadai.
Shirai Kuroko
This is Kuroko description of her teleport power...appearantly we beat her in range.Why we still on level 3 but she is level 4? Nobita still lack in what he can teleport or weight of the mass?.
How much we can lift with telekinesis level 3? In worm quest or fanfic,they need to put limit on this power as directly atatck people with telekinesis is too cheat,I think even mental-out power will have difficulty if try to interfere with other people AIM field.
I am very excite to play Nobita in Academy city.:lol The face of other people who see Nobita is hilarious,Mikoto has excuse of genius and diligent,Nobita is average and lazy.

Well, if SV want, I can give brief background/fluff about 20xx Doraemon since it look like interludes from that era aren't going to win.
It is mass production of Psychic and Magic in 22nd century Doraemon in this quest canon. Majority of human with psychic and magic power in 22nd century are actually on incompetent and basic skill level. They don't actually know much about technical detail of their psychic or magic power. It is more accurate to call them psychic power user or magic power user.
Basic skill level
Psychic power for civilian : Throw them away! I need to GTFO from building/shop/combat area.
Magic power for civilian : Burn it with fire! Fry it with lightning! Barrier! Oh shit, I need medic now.
Progressing to competent, excellent, epic and legendary actually hard. Because majority of human with psychic and magic power are actually user and don't know much about psychic and magic other than they use it for above purposes. Under this system, Dora Med III is actually competent bordering on excellent on his magic skill. While El Wang Kid Nichov Rinyo Emon III is excellent in magic skill.
On Nobita teleport skill, it is not as accurate as Kuroko. On the total weight, Nobita is tapped out at 40-50 kg. It is fine for teleporting himself, but it has limited tactical value of a military force that is requirement of level 4.
On telekinesis, level 3 is where esper can do home chores while they lie in bed. It is the level where they become neet and gain weight because they do minimal psychical activities. Fight wise, treat Nobita level 3 telekinesis as ranged punch or throw that he can do reliably. You need to train to shape your telekinesis power not as blunt attack, it's not instinctual to do telekinesis as piercing or cut attack. On maximal weight, Nobita actually can move up to 40 kg easily, pass that he need to exert himself. Of course, there is still problem of Nobita shoddy telekinesis control.
Nobita can learn/use magic if he study it or someone teach it to him. He need competent in magic skill to actually create spell as opposed of using spell.

That reasonable,Level 3 should have huge gap to change into level 4.
That basic power should have reason turn people into fat Wall-E people,but automatic house in the future already do that.
I see the gap between Kuroko and Nobita power,I think Nobita beat Kuroko at range but still lose in maximum weight he can carry with him.
Doraemon's esper is seem focus on reliable power more than more power,they are civilian use afterall.
With 40-50 kg,then we need a more practice to reliable catch the criminal.
I can't wait for us to gain competent skill and play with combine ability.

I think Academy city has pretty good paid for student that participate in experiment but bad luck will made some of them cripple or something worse,Gensei himself interest in Nobita...I fear for our chance here.

Higher level means more research value and more prioritization towards avoiding damaging the goods.
The difference between a dorm and our own place is how much control we have over the space. A dorm can have the supervisor check in, curfews actually maintained, while our own room...Touma went missing for months, and wasn't noticed since rent was still paid.
Yeah,dorm should have better security by Anti skill or dorm manager that has combat skill too,but that don't help us when magic user or higher rank ability user come to us.:lol
I still find what is the benefit of many bedroom in mechanic term,maybe we can recruit atleast two team mate form magic side or something,or kind of create team like "ITEM" or "SCHOOL".
