That's a massive number of assumptions, you could just as easily read it as family member is too rebellious so he kill them. And we are obviously inhuman, are every action has been beyond what a normal human could do.

I assume that 'sanding' and the mention of tattoos were included in the text by MR for a reason. The most famous tattoos in 40k are the Chaos Sigils/Brands/Marks which cultists get, and their removal in order to spare the reputation of the family post-mortem would explain why the governor went the extra mile of mutilating his nephew's skin.

Plus if you check the rest of the text:

Yeah the more I read through the text I think this guy might be a model Imperial. I.E a blueblooded bastard fascist but also someone devoted to the Imperium and against Chaos to the death. Or maybe just a different type of Chaos Cultist (Tzeentch vs Nurgle for example) but I'd expect him to have a higher body count if that were the case.

Look assuming people in power are assholes is a good rule of thumb in the Imperium but if the author mentions something then I tend to think it has a purpose.

Yeah, and this guy counts as an asshole. He killed his nephew with a sanding belt, because he had tattoos he didn't like. If Chaos crops up, we'll shoot them too, but that shouldn't really stop us here, IMHO.

Our dream of Atlantia, of 'No More Dead Children,' just... can't mesh with what the Imperium does, in any way.

I should note here that Director Orthlack is not the governor of Gunmetal City, which itself is not a hive. There isn't actually a governor at all - the fanes share power, or rather each assumes authority over the various mines, foundries and workshops under its financial umbrella, and when combined action is necessary they hash it out on an ad hoc basis. Orthlack are the richest and most well connected of the fanes, but they're not in charge.

(This might sound like a terrible way to run any city, much less a megapolis of four billion souls, and you would be right, it is! Entire regions are effectively lawless and the gangs of the Infernus are so widespread and powerful that many regiments of the Scintillan Fusiliers boast battle honours from Gunmetal City).
 
I have no problems killing the guy, he deserves it ten times over. . . but we have bigger fish to fry, don't we? This Fane can get us off world and the connections we need. If we kill him, we are kinda back at square one, just with more chaos (small c).

But Death is also cool, no complaints about it leading.
