I agree with this, yeah.Well the counterpoint I would bring is that Sabrina said that a big part of why she did what she did was to push out the much worse gang that was here before. That combined with her apparent conflicts with neighboring gangs, and how she reacted about the possibility that Herman might "wrap his tendrils back in here" makes me think it was less a one off and more of an ongoing effort.
So the question I guess is, is if Sabrina was a driving force, or a moderating influence. I would point out the only reason why he had a safe access to the drugs was Sabrina, but that there were plenty of unsafe ways to get them. Both before and seemingly after her. Would less people be into drugs without Sabrina, or would more of them just died sooner? Hard to know.
Plus while Sabrina may not have done good, it sounds like she did the best she could with the tools she had.
At the very least even if we agree that Sabrina has done harm she needs to answer for we can still object to turning her over to the authorities. We haven't exactly had the best impression of them, even excluding the interludes the newspaper paints a poor image of them, and we know they have a ton of problems. (Like say, being infiltrated by the UMF. So who knows who else may be too.)

Without her creating a flow of drugs into this part of the district, who knows how many people would not be suffering, now? Without her encouraging criminality and delinquency, who knows how many people would not be walking the streets in fear?

So I would say, switch tracker to Iron-Willed, argue back a little, just to present our position a bit better and maybe add the seeds of doubt for later, and then try to convince her to let us visit Sabrina by playing off her sympathy (and also by not taking no for an answer).

Beginning to be tempted, it seems our flesh is less feral than it was before if it can give this kind of arguments, still wary about the very probable hunger though.
It's always best to be wary when the arguments for why your problems can be solved if you just do this one thing start to get more convincing. The Flesh might well be able to fix this, but instant fixes usually have hidden costs. And that's beyond just consuming Patty.
