Beginning of War
Chapter Eight:
I walked up to Grue, right where he was at the building. I wasn't sure what he wanted to talk about. But anytime I could get to talk to him I didn't mind.
"Taking up a side business in extermination?" he asked me. I thought I detected a note of humor in his voice.
"Assisting my people. Some goodwill will help when I'm more firmly in power here." I couldn't help but sound a mite defensive.
"Yep. That guy over there will be singing your praises."
I looked over my shoulder at the 'dad' of the family I helped who'd been giving me a hard time. He was ignoring Sierra and Charlotte, who were talking to the larger group of people. Instead, he watched the bugs cart the dead rats from the infestation down the street, as if he thought I would slack on the job.
"I don't understand people sometimes."
"My guess? When everything went to hell, he told himself he'd be the 'man' for his family. Take charge, provide, protect. He failed. Then some little girl waltzes in and takes care of all that all at once?"
"Little girl?"
"You know what I mean. Look at it from his perspective."
"What if I recruited him? Gave him the opportunity and the power to help others?"
"He'd be intolerable. mean, sure, things would get better in the short-term. But over the long haul? You'd wind up with someone who criticizes every last thing you do, every last call you make, to make himself feel better about the fact that he isn't the one in control, the one calling the shots."
"Fuck," I said. "I thought you said you weren't good with people."
"I'm not good with girls, mainly. Guys? Or 'manly' guys like him? I've met enough people like him in the gyms with my dad, in fighting classes."
"Guys and girls aren't that different."
"Aren't we? Look at our group. Regent and I are going on the offensive. I've got Aisha and me making constant, coordinated attacks against enemies in my territory, terrorizing groups with attacks from the cover of my darkness, or from someone, they can't even remember fighting. Regent's got a squad of Coil's soldiers with him, and he's tracking and kidnapping the leaders of enemy groups and gangs, using his power to control them and then having them sabotage their own operations, or start fights with other groups that leave both almost totally wiped out. Then he cleans up the mess."
"And us girls?"
"Lisa's running the shelter, and she says she's doing it to get more info, but I think she doesn't mind how it connects her to the community there, either. You, too, are almost nurturing in how you're treating the people in your territory. And you're acting like you're getting that aspiring superhero thing out of your system. Or entrenched deeper into it. I can't tell."
I didn't like that he was mentioning that. Sore spot for both of us, "Just following my instincts."
"And maybe pushing yourself a little too hard, too fast in the process."
"Mmm," I offered a noncommittal response. I could have asked how Bitch fit into his interpretation of events, but I already knew the answer. Normal rules didn't apply to her. "I think all this ties more closely into how our individual powers work than it does to gender."
"Maybe. But… no," he changed his mind after thinking for a second. "I think both you and Lisa could be a lot more aggressive. It kind of worries me that you aren't."
"Worries you?"
"If you aren't taking out the other gangs in your territory and turning a profit, why should Coil bother keeping you there?"
"First of all, I'm totally prepared to squash any troublemakers the second they make themselves known around here."
"Assuming you can find them."
"I can. Second of all, Coil didn't say a thing about turning a profit. He has money. Scads."
"He has his own money. Money that he has to devote time and attention to earning. If your territory never starts earning for him and just becomes some black hole that sucks up tens of thousands of dollars of his money each week, you think he's going to be okay with that?"
"What do you want me to do? That doesn't involve taking protection money or peddling drugs?"
"Those would be your biggest revenue streams."
"I'm taking control like he wanted me to. Faster than the rest of you."
"But you're not leaving yourself in a position to do anything with that control."
"I can get all of the people in my territory onto Coil's side. And I have over three hundred and fifty thousand dollars I can put towards infrastructure here."
"That's not as much as you might think it is when you're talking about this much territory."
"No, but it's something. Look, Coil's a proud guy. He said it himself. He'd be upset if he took over the city and it wasn't better than it was before. I've got the old Boardwalk here. I can help set that going again. I've also got the Docks here. A part of it.If I can improve things here, if I can take this place and make it better than it's been in decades, wouldn't that be a feather in his cap?"
"Even if things went smoothly, that's not going to happen fast, and it's not going to be easy."
Not fast. Grue had been pretty merciless in trying to poke holes in my approach, but the realization that he was right on that score was like a punch in the gut. "If I can show Coil I'm making headway…"
Even I wasn't convincing myself. Coil wouldn't give Dinah up for something as minor as a good start. I think Grue noticed my dejection.
"I'm sorry if I'm being hard on you," Grue settled one hand on the armor of my shoulder.
"No. You're right. I've been thinking too short-term. I just...I really want to help everyone that I can. I already had to deny everyone who's not in-or currently not working for me supplies until they worked for me because Coil didn't give me enough. I don't know if I can just start using people. "
"I'm sorry to hear that. And I really did want to come by and talk about less serious things. It's a shame we can't."
"We have time to do that, don't we? We could go back to my lair, hang. I can show you what I've got done on your new costume, and we could talk about the mask," I suggested.
He shook his head. "No. What I meant was that I'd hoped to spend today talking about that stuff. But we're not going to get the chance. Something more serious has come up."
"Oh hell." My initial suspicions had been right. This wasn't a social call.
"The heroes have started giving out supplies to people in settlements."
What?
"I thought Coil said they won't be getting supplies for another month."
"He said they got extra help to move things quicker."
"Oh yeah, I saw All Might. What is he doing here?"
"Apperently," Grue folded his arms. "his Class 1-A is here on a field trip. On the promise that they won't have supervillain attacking them due to the whole 'All Might' situation, whike also making sure they always have a Protectorate member or a teacher protect them."
"That's a lot of information. Where'd he get this?"
"He didn't say. What he DID say, they're giving out supplies.."
"Isn't that a good thing?" I said. Isn't this what I wanted from heroes? To actually help?
Grue tilted his head forward. I could imagine he was giving me a 'you're being stupid' look behind his mask. "No Skitter, it isn't. If they give out supplies, then people in our territories will think about abandoning us to go with the heroes. They might even give supplies and protection to people in our territory. Meaning they will be even more tempted to leave us."
"Maybe they think, or they'll think, that if they can get supplies while inside of our territory. They won't have to leave us. After all, they'll get supplies anyway right?"
"You have to do a little more thinking from their perspective. Cold and ruthless supervillains, vs kind and generous heroes?"
"Most heroes aren't that generous."
"You know what I mean, think about it from their point of view. They love heroes and fear villains. That's how the public works. If they hear the public is getting supplies from heroes, they'll be very tempted to just leave."
I pondered what Grue had said. And he was right. If the heroes were giving supplies as well, then Coil would be even more unlikely to give Dinah. 'Cause the heroes would steal all of my potential workers away. The territory would be even more of a fail. I couldn't afford for that to happen.
"We could scare away all outsiders." I suggested. "Scare away people who...might give information to the other people in our territory. Tell them to go somewhere else."
"We could do that, that'll make people curious as to why we're doing that. After all, a supervillain would want more minions, right?"
"Workers."
"Whatever you want to call them, they'll investigate and eventually leave when they find out. And they will find out and tell everyone. For all we know, we could lose every min...worker...we worked so hard to get."
I didn't want to think about that. Losing everyone? Losing my chance to save Dinah? I felt my stomach drop.
"So, what do you suggest?" I asked.
"Coil said we need to sabotage their efforts, attack their vans, steal their supplies, assault the heroes, bad enough where they'll be scared to even give out supplies."
"He wants US to fight All Might?" I thought about it. Even if I hypothetically didn't like him. Fighting against All Might could be the only thing my life as terrifying as going against the trio. Then again, with All Might speed I doubt I'd have a chance to be afraid.
"He said the chances are good. But he wants us to settle our territories before we go out and attack them."
"And ruin the people's chances of getting supplies, starving them, hurting them, depriving them of essential needs."
"Taylor," He sighed, "we HAVE to do this. Our territories will go into shambles if we fail because to the heroes. We're not asking you to kill any of them, just hurt them badly enough that they won't WANT to give out supplies."
"Don't you think that's a double-edged sword? That causing the heroes to suffer a failure due to us attacking them will just cause them to escalate, and attack us?"
Grue titled his head to the side for a second. "I admit it's not a perfect plan. But...they...we got no other options. It's either this or admitting defeat. we'll just have to band together and handle the heroes when they retaliate."
I had a moment's consideration. "I don't know. I feel like attacking heroes and stealing supplies from civilians so that they can't get any sustenance is a level I'm not willing to go to. I mean, I did attack heroes before, and I feel like now that I know they have a capacity to be as bad as us, it'll be easier. I guess my real problem is with stealing the supplies. How will those people survive?" I shifted. "I'm...I'm not sure I can justify that. I mean, It's not like we can't support our...workers. We can. But even so, doing this is only to stop them from supporting their own side. That's at its core a selfish act."
"Welcome to being a supervillain Skitter."
I stared at him for a second. "You think being a supervillain is selfish?"
"It is for most. I mean, it's what you do to survive sometimes. But doing something to survive is going to be selfish at least 70% of the time."
I looked down. "So you think this is selfish, but it's something we have to do."
"Pretty much. I'm never going to be able to provide for Aisha if we don't do this, Tattletale, Bitch, and Regent will never make enough money to support themselves if we don't do this, The Travelers won't even have a place to call home, and you'll never save Dinah."
I thought about what he said. "Yeah...you're right...we have to do this. We're still protecting people. If they want protection, they could always come to us, and not rely on the fucking heroes."
"So you're in?"
"yeah...I'm in."
"Good. We meet at Coil's base to discuss the plan in an hour. But like I said, Coil wants us to make sure our bases can survive without us before we move out."
"Ok. Good 'cause I have some things I need to do."
"Like what?"
"I have to find a way to make money."
Thirty minutes later.
I used the bugs to spell out 'NEWS' and made arrows pointing towards the outside of my territory.
People saw the message and moved out of the territory and into the outside.
Where was I? I was sitting on a big stack of supplies that was on a truck given to me by Coil. If I wanted to make a profit from this operation and keep people from staying with the heroes. I had to do this.
This would work. The only way people got supplies is from the heroes. The only way they got supplies is from corporations and their farms, and they're ONLY willing to give supplies if they get paid for them.
This means whenever there was an Endbringer attack, the heroes wouldn't have enough supplies for everyone and some people went without supplies for days, sometimes over a week. The companies would defend themselves by saying if they did it without asking for pay, they would lose tens of millions, if not, over a hundred million dollars. Some people bought that, but the majority didn't, which means people would be upset, not just at the companies but at the heroes for not having enough.
So I could use that.
I called everyone in my territory with my bugs. When they all came out, I stood up on my supplies to make my announcement.
"Listen, workers!" I projected. "We were thinking too short term! Only thinking about housing people, helping them, making sure they were safe-"
"What's wrong with that?" One of my workers said.
"What's wrong with it is that it's not enough when you're a supervillain!"
I jumped down from the supplies. "In order to function, we need to make a profit, we need to make money, we need to sell something or offer something to some people."
"Ummmm, Miss Skitter," a woman from the crowd said, "what are you trying to say?"
"Isn't it obvious what I'm trying to say? We need to make a profit."
"How? We can't just sell drugs, can we? We'd be preying on people's addictions and self-imposed needs." A teenage boy said.
"No...We're not doing that."
"Then what?" Another woman said.
Before I could answer, someone else spoke, an older man, "Skitter...you're not going to start pedaling us for protection money, are you?"
"No…"
"Cause if you do, that's it. That's all we need to get us to leave."
"Don't worry, I would never. I don't believe in things like that, even though I'm a supervillain. I have other methods."
The man nodded and gestured at me to continue.
"Instead, we'll be giving them something they desperately need: supplies."
The crowd looked at each other and started murmurs of confusion and concern. "Do not worry. We'll be giving them extra supplies we have on deck from my supplier. We won't be losing any meals due to this new business plan."
"Why don't we just give them supplies for free?" the same teenage boy said.
"We don't get to make money that way."
"It's not about making money, it's about doing the right thing."
Some of the people in the crowd snickered at that, some of them shifted awkwardly, and most stayed still and silent.
I sighed. "Listen, I want to give these people supplies for free as much as you do. It would inspire loyalty and gain me more workers, but we have to make a profit."
"So you'd only do it if it benefits you?" the teenage boy argued.
"I'm doing what benefits all of us. I won't be able to keep getting supplies if I don't make a profit."
"Why? Where or...who do you get them from? And why can't they just give them to us anyway?" He asked.
"I'm afraid that information is classified." I answered. "Things are more complex than they seem."
"No, it's not! It's simple! Help people or we don't help you. That's the way this works."
"Enough!" I shouted, the teenage boy immediately tittered, and slunk back into the depths of the crowd. As if he could hide from me. "You will not question me anymore! You will help me because if I just help the people for nothing, then no one gets anything! Do you understand me?" They all nodded. "This is just the way it has to be done! And they can't get these supplies anywhere else!"
"That's not true!" A teenage girl shouted.
All eyes fell on her. "The superheroes have recently started giving out supplies to the people, you know, like they usually do. Just sooner."
"I thought companies were giving away less supplies at a higher price, and the heroes were getting them less quickly. They said it would take another month to get the supplies, right Miss Skitter?" The same woman from before said.
"Should we really trust a supervillain though?" One man said.
"Listen," I stated, "I really thought there wouldn't be anymore for a month, I got false information."
"Were you planning on telling us we could get supplies from the heroes? Or were you going to dangle food over our heads, so we'd do your bidding?"
I looked away. I probably looked weak, but I couldn't help it. I felt a little guilty.
"That's what I thought. You don't give a shit about us. You only care about your success, or your paycheck, well forget it! We don't have to work with you if the heroes already have supplies!"
I put my head in both of my hands. Which I probably shouldn't have done because of the fact that I'd look even worse. I wasn't even really thinking. My stomach was churning, and my tears were flowing. I didn't want to seem like the bad guy. Even as a villain, I want to do what makes sense and is right. Not vengeful, bloodthirsty things.
So what does it say about me that I'm mistreating my own workers? My own people?"
I had one option.
"Ok then. You can leave." I said, kicking myself as I said it.
The man raised an eyebrow. "We can?"
"Yeah, you can leave if you want. There's no problem."
"You...don't seem serious…"
"Of course not. You can go with the heroes. They will protect you."
"Protect me...from what?"
"From the villains...Y'know," I leaned in. "There are a lot of dangerous supervillains out there...who don't take personal slights very kindly, and will do anything to hurt your friends, family, or even you. Whether you're in a settlement is irrelevant. They can find you anywhere, and hurt you, kill you, or do worse to you before you even notice."
The man looked petrified. Was what I was saying coming off the wrong way?
I changed my tone. "I would hate for it to happen to you..."
The crowd slowly backed away.
"That's why I wanted you all to stay with me, because of the dangers out there. Having a parahuman protecting you is the only way to stay safe."
I finished. "So...just be careful."
The man gulped. "Yes...ma'am."
Shit, this isn't working. They're seeing this in the wrong light. They're acting like I'm going to do something terrible to them. Should I clear it up?
No, maybe this can work. Maybe I can get them to work for me now and inspire loyalty later. No, that was horrible! How could I think like that? Even for a second! I don't want these people to follow only because they think their lives are on the line. Only the worst villain would do that.
But If I clear it up, will it matter? They would still stay out of fear. At least some of them would. At least, not unless I find some way to prove it. Like showing my identity or something. But that has so many things wrong with it, that I couldn't consider them all in one moment.
But if I don't…what does that say about me?
If I keep them on and show them kindness and respect, the fear would fade, the dread would wander. They won't be completely terrified of me if I inspire loyalty. All that matters is how I play it.
"As for the rest of you. If you want to stay with me. Step forward."
There was nothing but silence for a little while. Then one man stepped forward, then another man, then a woman, until the entire crowd moved forward.
I sighed slienty. "Thank you. Nice to know you are all reasonable. Now take these supplies to the people in need of them, for a price." I talked as I stepped down from the boxes of supplies and the truck. "The supplies already have price labels on them, so don't bother asking me. Now get to work! Please."
I walked to the inside of my base as everyone grabbed a box and went out. I grabbed some cookies Sierra made and took a chunk out of one I went to the couch and laid back, my feet in the air.
"You don't really seem like the type to lay down and take a load off Skitter." Sierra said, as she walked into the room with Charlotte.
"Yeah." Charlotte Scratched the back of her head. "It's kinda weird."
"Sorry, you two," I told them. "Yeah, it's probably weird to see a supervillain act so casually. I'm just glad that we found a way to make a profit."
"Do you think it'll work?" Sierra asked.
"It has too. We got no other options. This IS going to work." I said,
"Do you think people are going to be ok with doing your bidding?"
"They're working with a supervillain, I think they'd expected it. At some point."
"Did you have to intimidate them?" Charlotte asked.
I sighed and walked over to her and put one hand on her shoulder. "I didn't want to do it. I don't feel good about doing it. I wasn't even trying to, but I saw an opportunity...and I took it. They were going to leave, destroy everything we built so far. We can't have that happen, so to answer your question...yes, I had to do this."
"But if the heroes are giving supplies, why do they need to stay with you? Just asking."
"I can't divulge everything, just know I have my reasons. And I don't trust the heroes to have a steady flow of supplies. They won't get some eventually when the companies raise their prices. And...I don't trust heroes in general."
"I assume not." Sierra joked. "Considering you're a villain."
"Yeah well-"
"DON'T BE ALARMED!" The voice came from outside.
Sierra and Charlotte whipped their heads around to look behind them. "Who was that!?" they said simultaneously.
"BECAUSE I AM HERE!"
"Is that All Might!?" they said at the same time.
"No," I said. Both of them looked at me. "All Might sounded different. This is...someone else"
"I AM A HERO! AND I AM HERE! TO HELP! I KNOW HOW SCARED YOU ARE! THAT'S WHY I'M HERE!! TO SATISFY YOUR NEEDS!!"
"Could All Might have switched bodies with someone?" Sierra suggested.
Then Charlotte said, "or maybe he was turned into a kid?"
"Voice change?"
"Possession?"
"THE HEROES HAVE SUPPLIES OUT NOW! WE CAN FEED AND HELP YOU! ALL YOU HAVE TO DO IS COME WITH ME! I'LL PROTECT YOU FROM THE BLOODTHIRSTY VILLAIN!!"
Bloodthirsty? I wasn't bloodthirsty. Cold, maybe. Pragmatic, possibly. But not bloodthirsty.
"Whatever is going on," Sierra said, "it's driving away all of our workers most likely."
"You mean Skitter's workers." Charlotte corrected.
Sierra nodded. "Right."
"WE HAVE THE BEST OF THE BEST ON THE HERO TEAM! JUST WALK AWAY FROM THIS SETTLEMENT IN VILLAIN TERRITORY, AND INTO A MORE SAFE ONE, AND WE'LL GIVE YOU ALL THE PROTECTION YOU NEED!! UNTIL WE DEALT WITH THE VILLAIN!!"
The crowd cheered. Shit. not good.
"What are we going to do!?" Charlotte asked.
"I don't know!" Sierra voiced. "they're already listening to him, basically eating out of his hand. I'm not sure we can handle this!"
"I can handle this." I got my bugs ready.
"Are you sure?" Sierra asked. "If It's All Might th-"
"It's not. Trust me." I walked to the front entrance.
"SO WHAT ARE YOU GOING TO DO!? TERRORIZE PEOPLE UNDER A VILLAIN'S NAME! OR HELP EVERYONE ELSE LIKE A...A...a…"
No doubt he stopped because of me.
I gathered my swarm right in front of the door in a big cluster. I didn't bother doing my trick back when I was still making my territory. It wouldn't work. He probably already saw me walk into the building. I was basically doing this for the show.
But I opened a slight curtain to see who I was dealing with and then I saw him.
A freckled boy with green hair.
