Plus I guess the C rank probably holds the most variety in villains with more mundane and legal businesses, simply cause C ranks are relatively small-time for all the self-hype. On the other hand, wouldn't be suprised if there may be members that simply prefer to avoid the attention of the higher rankings, leaving a few heavy hitters amongst their number.
