In the case of the surprise-negating charms, I suspect, they were ineffective because she wasn't in control of the vehicle.

Figuring she'd need Kalamanka's Grace for her travel via vehicle to count for Imperfection of the Silent Wind (though even then, it could be argued that it wouldn't count). Otherwise, dodging a car crash while in the vehicle would have been tricky, even for an Exalted. (Stunt to get past the other troopers, open the top hatch, leap out, slow herself down somehow so not hitting the side of a building without splatting, etc all within the few seconds of air time.)

This of course complicates matters for avoiding things, yes.
 
This too updated? Someone´s on a roll -not that I´m complaining. Also a good show on the nuisance of fighting Oni Lee: no matter how many blows you land, he just won´t stay down. And that´s for capes able to survive his attacks in the first place.

Just need a combat thinker power that predicts likely movements and a knife and he'll go down. Though that type of power is rare.

Or you can be batman.
