If I remember correctly from browsing the Nanoha threads on SB and here, the point of divergence happens when Reinforce decides not to destroy herself along with the Book at the end of A's thus starting the plot of Battle of Aces where the remnants of the defence program become dark doppelgangers of the three aces. The main plot is about the protagonists defeating said doppelgangers. Also, during the events of the plot, it is revealed that Reinforce is fading away.
Moving along, the Gears of Destiny starts off three months later with Kyrie Florian going travelling back into the past to earth in a attempt to find something that could reverse the decline of their planet. She is followed by her sister Amitie which attempts to stop her. The dark doppelgangers then get revived and we learn that they were servants to something that was sealed off in the book of darkness which held an ungodly amount of power. They unseal said thing which turns out to be a person which then promptly goes on a rampage and the remainder of the story is about snapping her out of said rampage. During the epilogue of the story, after snapping her out of her rampage, the person and her servants leave with Amitie and Kyrie back to their home planet and start the reclamation of it.
It was later learned in supplementary materials to the games that, Reinforce died in the time period between the end of Gears of Destiny and the beginning of StrikerS.
One thing to note about this timeline is that Hayate is very adept at using her magic due to Reinforce teaching her and is capable of beating Nanoha in a 1v1 without being in unison with Reinforce
Also, during the events of the Gears of Destiny, the fight between the protagonists and the person unsealed from the book destabilises time and space thus dragging Vivio and her friend along with some edgy dude back to the past causing general confusion.

Signum and Zafira tense up, as if expecting a fight. Fate and Vita look annoyed. Nanoha appears mildly upset, probably because she was the one who tied you up in the first place. Shamal looks like she wants to be worried, but is too busy being amused by the situation. And Hayate...

It's Shamal who cracks first, joining Hayate in her merriment, followed by Nanoha, and finally the rest. Zafira and Signum are still keeping an eye on you for sudden movements, but the tension in the air has dissipated.
After everyone gets their giggles out of their system, you decide to speak up. "So, what's the verdict?"
Things sober up Hayate's group explain that they'd like to get in touch with the TSAB. Hayate doesn't want Earth to be destroyed any more than we do, and there's a good chance that the TSAB can stop (if not fix) the Book given a chance to study what's wrong with it. It's an incredibly brave thing for them to do, and you can't help but feel a pang of admiration.
Fate, on the other hand, is a bit more wary of going to the TSAB. Not because she's worried about being arrested, but because she's worried about being put into some kind of foster-care system. Memory-check (Luck): 50+20= 70
You admit that your knowledge of what would happen in her (admittedly strange) situation, is somewhat lacking. To be fair, you never really looked into what the rules are for a citizen/wanted criminal who artificially creates a clone of her dead daughter outside the borders of Bureau space, when said-clone/daughter is now happily living on a non-administrated planet with another family. But you've agreed to look it up and talk to Captain Alpine about it.
Nanoha just wants her friends to be happy, although she wouldn't mind a device of her own. Apparently, she's been using an older storage-device that Lynith had made for Fate before Bardiche.
And she still managed to take all of you out with her Starlight Breaker.

"Ms. Majere!" Captain Alpine's face greets you with a smile. "It's good to hear from you, even if it is a bit early in your 'vacation'." he says with a bit of snark.
"Thank you captain," You say with a slightly-strained smile. "but I'm afraid business found me, even out here. It's why I'm calling, in fact."
"Let me guess, you've stumbled into another lost-logia." He comments with an eyeroll. "You know, some of the men have taken to calling you 'The Jinx', due to your luck." Cha+Social: 39+20+(1?)= 60
You sigh. "They'll probably get a kick out of this, then." Then you clear you're throat. "So, there's good news and bad news?"
Now he sighs. "Alright, let's hear the bad news first."
No easy way to explain it. "I've found the current location of the Book of Darkness."
That puts him at high-alert. "The Book of Darkness!? Shit! Where is it!? I can have a team there in five minutes, to-"
You stop him by holding up a hand. "Which leads me to the good news." You say. "It's current master is a wheel-chair-bound nine-year-old orphaned girl, who's one of the sweetest people I've ever met."
At his astonished face, you decide to continue. "She's been treating its Knight program (who it turns out are actually sapient, by the way) like adopted family, and they've all been living a happy domestic life since shortly after Presea was captured."
The look on his face was priceless, but it took a few minutes to convince him that, no; you weren't joking. Achievement Progress: Benign Troll 4/10

Considering where the two of them are assigned, you're pretty sure that means that they're also going to have the Arthra nearby in case this is a trap or something. Sensible of them, really. Luck (again): 76(again?)
Also, there was apparently a reward for the successful sighting and reporting of any information about the Book of Darkness or Wolkenritter.

"Well, Ideally we'd take it and all of you to a secure TSAB facility, where we can keep things under control if something goes wrong." You notice all the wolkenritter tense up at this suggestion. "Alternatively, we can set up a camp on an abandoned world where if something goes wrong no-one will be hurt."
"That said, If you have any suggestions, I'd be happy to hear them."

Seems like getting her a Device which suits her better would work out well, and we've sure got the money for it right now. As for trying to fix or seal the BoD, doing it somewhere that if it explodes and goes rampant won't cause massive damage to people just seems like a smart idea; also doesn't give the impression of being imprisoned that a TSAB facility would.
I really look forward to when we complete this, also reading this makes me realize we could become female!zelretch with all the world hopping(and trolling) we're going to do.

Canonically, there has never been a Midchildan unison device (at least by this point). I'm working under the assumption that they're possible with the Midchildan tech-level, but they're insanely complicated and expensive to make (due to creating both an artificial-mage and an intelligent device in one package). Also, the Bureau doesn't want people experimenting with developing a unison system due to all the things that could go wrong if something doesn't work right.
That said, there's a difference between creating something from scratch, and attempting to fix/hack/debug it. With Hayate's cooperation giving them an 'in', there's a good chance they can 'stop' the device. Actually fixing it is going to be a bit more iffy, though.

Zelretch isn't a troll, that's fanon. The guy's serious and tends towards trying to help humanity survive crisis, but otherwise leaves people alone to do his own thing. Even the kaleidostick, the Mystic Code people use to claim Zelretch is a troll, isn't something he intended to create - the device and its functions, sure, but the personality was way off, to the point he considers it a failure.

Not quite, actually. Due to Zelretch's specific type of Magic he can peer into other potential timelines, making them real if he views them (he thus avoids doing this lest he make a timeline worse than current real), and while he might visit other Fate/ media occasionally (eg; Tsukihime, /Apocrypha, /Grand Order) its all the same person in each.
Ignoring that, the dude's Nasu's author avatar, and so we basically never see him do anything beyond being a plot device to set off some story or other. He doesn't get involved in or attempt to prank/mess with people, basically. And seeing as we're off-topic now, I'm gonna change subjects.
@Jack of Olives you mentioned earlier that Presia had a huge magical potential, right? Was that natural, or did she supplement it with magitech? I vaguely recall hearing she was ranked S in magic power, but only due to getting boosted by that lost logia castle she resided in.
