Well, you think to yourself, no going back now, so may as well run with it. "What? Did you think I didn't recognize the infamous Wolkenritter?" You ask with an eyeroll. Then you pause, as if in thought. "Although I have to say, your reputation really doesn't do you any justice."

Before her panicking knights can do anything, Hayate decides to interrupt. "I guessed that their previous masters weren't good people," Winces. "But what exactly are they wanted for?"

You do your pseudo-shrug again. "Technically speaking, they're not wanted for anything." This gets you a few confused looks before you elaborate. "The lost logia known as the Book of Darkness is wanted by the TSAB due to all it's previous owners using it to steal the linker cores from magic-users in order to fill it's pages, and tendency to destroy planets once all the pages are filled in."

This gets various horrified looks from everyone in sight save for Elisa. Who would probably be facepalming if she could.

Vita is the first to speak up. "Wait, that's what happens when the book is completed!?"

"Yup, it's a fairly well-documented process." You answer frankly "Anyway, from what information I had access to, the TSAB just assumed that the four of you were automatons that the book used to protect itself while filling its pages. All the Bureau has on you guys is a notice to report any sighting of you to the nearest branch, and a reward/warning thing that anyone who finds the book needs to come in to get it looked at, as a dangerous lost-logia." All technically true, if downplayed a bit. "Oh, and possessing the book in TSAB Space (which Earth isn't) and not reporting it as soon as possible will get you arrested and prosecuted if you're old enough." You add as an afterthought.

"Wait, so none of us are actually wanted by the TSAB?" It's Shamal who speaks up this time.

"Yup."

"What would happen if they find out that we're sapient beings?" Zafira asks.

"From my understanding, the same thing that would happen to any beings bound to serve a criminal master; removal from the master's influence (which really isn't an issue, considering that all your previous masters are dead and Hayate hasn't done anything wrong), and mandatory counseling sessions." Seeing their expressions, you add: "You'd all almost certainly be allowed to stay with Hayate, if that's what you want."

"Does that kind of thing happen a lot?" Nanoha's turn.

After giving another pseudo-shrug (hopefully they'll untie you soon), you answer. "Familiars, intelligent-devices, lost logia, and beings made during the Belkan era" You say, as you tick off on your fingers for each one (a neat trick considering they're currently bound behind your back). "are all things the TSAB deals with regularly. They decided early on that beings that are bound to follow orders or have mental compulsions placed on them aren't responsible for their actions done while fulfilling those actions, barring special circumstances."

"What about Hayate?"

"They'd likely ask for her help in trying to fix whatever is causing it to go haywire. If they can't fix it they'll do their best to separate all of you from it before sealing it away."

There's a moment of quiet after you say this, as everyone turns to look at each-other.

Finally, Hayate once again speaks up. "Family meeting in my bedroom!" She turns to look at Fate and Nanoha, with a grin. "You're welcome to join us."

Any last words before they go?:

While it would be funny to get free and then watch TV, it seems like it might backfire on us.

Actually, I have another question. How many bonus types get added to a typical roll? I was assuming it would only be one, but with both Stats and Skills being a thing, I assume it's closer to two or three. If a middling Stat and a middling Skill typically add to ~70, that's actually not too bad for the luck/ability ratio.
TLDR: no physical ailments/disabilities; body is equivalent to an average healthy/athletic person; physical fitness can improve, but not deteriorate; fiat-backed fertility control
I think you missed something really, really big.
Perfect Memory - You gain a fully eidetic memory, with instant recall, unlimited storage, tamper-proofing, and perfect indexing. This perfect memory is fully retroactive.
The other Basic Jumper Package perks are fairly simple power fantasy things. This is completely posthuman, mostly because of the instant recall - it lets someone have all their goals on their mind at all times. And that sounds difficult to write unless they have very simple priorities.
(On a side note, being able to remember everything from the womb forwards would be pretty weird for most people. Moreso if you've been reincarnated. Cool, though.)

Current Rolling System

The current system I'm using a d100 and usually add two bonuses (attributes + skills), although I reserve the right to add more for other advantages. Disadvantages are added directly to the difficulty.

The roll difficulties work in tiers (generally of 1 to 5): The higher the tier you reach, the better you succeed at your task.

Also, a roll of 96 or higher is an automatic minor-crit, and a roll of a 100 is a major crit. The reverse is true for a roll of 5 or less, and 1, respectively.

Skills go in a progression of: F(+0) -> D(+10) -> C(+25) -> B(+40) -> A(+55) -> S(+70).

'D' is basic Training in the subject, 'C' is the equivalent of early-college level, 'B' is the level that most professionals in their subject get to after years of work, 'A' is the equivalent of a doctorate in the subject and a decade of practice, and finally 'S' is on the level of someone who's dedicated their life to the subject and spends most of their spare time trying to improve on it.

For Attributes, the progression is: D(-15) -> C(0) -> B(+15) -> A (+30) -> S (+45).

In this case 'C' is the human average, 'D' is well below average (and likely indicates that something is wrong), 'B' is above-average, 'A' is well-above average, and S is world-record holder/contender

For both of these, a '+' adds 5 to a skill's bonus, and a '-' subtracts 5.

Note that the 'S' Ranks are almost unheard of in real life. As a Jumper, though, you can both reach and surpass this; especially with a certain Perk you have.

I think you're underestimating Total Efficiency, but yes; it's incredibly powerful.

Also, Jumpchan was nice enough to only make it count for after your birth (something about 'complaints'). Wasn't that nice of her? :D

Mostly just forgetting it, really. It's a case of "you improve real fast" - which I'd say Perfect Memory would already imply.

You take a moment to appreciate the irony of being able to ask a question like that and not being mistaken for being lazy.

Not really your cup of tea, but that's easy enough to fix.

After waiting a minute to make sure the others are out of hearing-distance, you carefully channel your magic into a familiar pattern (making as little magical 'noise' as you can while doing so). Normally you'd just phase out of mundane bindings like this, but Nanoha-verse magic is geared toward dimensional effects like that, so they'd almost certainly be able to detect your attempts. Instead, you settle for cutting the ropes off of you.

You catch a small squawk from Eliza, as you step out of your bindings and straighten out your dress. "Master?" Her face is still red.

After a minute of searching, you settle on a romantic comedy anime. Not really your cup of tea, but better than that stupid game-show.

"I suppose getting rid of this binding would be a bad idea." You hear Eliza asking half-rhetorically, from the tabletop where she was sitting.

"They'd almost certainly be able to sense it." You say apologetically.

She sighs. "That's what my analysis says as well. Being tied up wouldn't be so bad if I wasn't being limited to my 'hardware' like this." You can practically feel her sulk.

Looking at her, you finally get a good look at the binding spell on her (that is: not out of the corner of your eye). It appears to be taking the form of one glowing band around her hands (which were tied up behind her, one around her feet, and one around her upper-chest, just below her shoulders. While it didn't look particularly uncomfortable, you suppose you can understand her position.

As a living 'device' Eliza is used to a whole suite of extra-human senses that where being suppressed by the binding spell.

Hm...
