I write to you with a proposal. I have recently came to an agreement with House Arryn to increase trade relations with Braavosi. More specifically, the construction of a small merchant quarter, financed by myself. With the intention of establishing an easier trade relation between our two realms. As well as giving the Vale as a whole, easier access to the inner Essoi market, at the most competitive prices.

I write to you seeking your approval to go ahead with the plan.

If you were to have any reservations, feel free to ask me, and I'll do my best to respond.
I am not against the idea of it though I must admit to having a few questions, the first of which is how law enforcement will be handled? I trust Vale law shall hold sway there with my City Watch allowed to ensure justice is carried through? I would greatly disdain the idea of this quarter becoming a refuge for pickpockets, thieves and other disreputable sorts from my noble watchmen.

I would also ask if Gulltown merchants might find a similar kind of place in Braavos? If not a quarter than mayhaps use of the Purple Harbor? Should it ease matters only a certain number at a time might be allowed to do so and then only those bearing a certain seal?

To your first concern, I am sure we can come to a nice agreement when it comes to law enforcement. We are more than willing to accommodate local laws, as well as local law enforcement, as long as it doesn't interfere with profit of both Vale and Braavosi folks and merchants.

I am open for well regulated use of the purple harbor. In a very limited fashion.
