Hearing their survival was contingent on sheer blind luck shocks the colonists, but as members of a military mission they understand the need for temporary secrecy. The announcement of comprehensive colonial expansion plans and a local government goes a long way to suppressing the loss of their homes.
Still, there is question of going home to be addressed, truthfully or not. The flotilla has numerous FTL ships with little to actually do in the colony building phase.
The 'official' plan given to the colonists is:
[] A direct exploration of nearby systems one at a time, possibly leading to more systems to expand to but increasing risk of discovery by hostile powers
[] A long detour before engaging in exploration, following 'official orders' of secrecy but putting in a logistical barrier to expansion to other systems
[] A chain of probes dropped to watch in secrecy, revealing data on multiple nearby systems at a time when collected and processed
[] A network of communication buoys to wait for traffic and call for help, requiring significant industrial expenditure on HPGs for the project
[] A series of automated outposts to resupply and base a number of automated explorers with skeleton crews, requiring a delay as existing jumpships are broken apart to make multiple smaller ships

Of course the mutineers aren't going to actually blow the cover on the colony, so in reality the interstellar operations will be completely controlled by them, with the real purpose being: (Requires appropriate previous option)
[] Establishing secondary colonies for a shadow government, reinforcing control of Elysium
[] Establishing contact with the Inner Sphere in secret, to gain vital resources and technology when most isolated colonies only stagnate
[] Spying on the Inner Sphere with probes, to gain information in absolute secrecy
[] Create a cross-Sphere HPG network, to coordinate operations in the long term over massive distances
[] Building automated fortifications and quick response forces for defense, or possibly even raid the Star League directly as a distraction

But despite duplicity in other matters, the desire to create a democracy was real. The only hope to overcome the Inner Sphere's despotism lay in establishing a robust and truly democratic system that wouldn't be broken like all the others before it. The only question is what 'true' democracy would look like. Debates raged behind closed doors and even in public, but eventually it was decided that:
[] Representative Democracy could work properly if made totally proportional with no thresholds or lost votes, with parties having exactly the number of votes on issues as voters give them, and voters be given the freedom to move their representation to other groups at will, or even vote for themselves
[] Direct Democracy could be modernized and made to work if the actual ideal of knowledgeable individuals was made reality. If any society could do this, it would be the colony as it is now, composed almost entirely of highly educated experts. Future generations must simply be mandated exceedingly high levels of education to carry it forward.
[] Worker's Councils with Democratic Characteristics could gain the advantage of subject-matter experts Worker's Councils excel in while making it more clique resistant via separate and proportional representative and direct democracy elections for most matters.
[] Worker's Council Democracy could work by empowering workers with advanced education and communications to avoid the manipulation of the past
[] Any democracy could be 'guided' to the right outcome if it relies on hacked electronics, but this would surely be a temporary measure until the colony stabilizes
