How did you reach that conclusion?So you say Ami or Sailor Mercury is not Smart Enough to Out Hack Future A.I. and how the Old Net failed due to Rache Bartmoss shenanigans? Can one Magic Supercomputer out compute a World Network? Is Ancient Computer Better or get a Virus?
Do we have any confirmation that Selene (Queen Serenity during the Silver Millennium) is the one who actually arranged the reincarnation of the Senshi?
Because Saturn is the one with a spell named, approximately, "Cycle of Death and Rebirth", and we know she used it or something like it either during or after Metallia's attack.

Act 10, where they go to the moon and you get all the back story from Queen Serenity.
Edit: actually, I stand corrected. I reread it, and Queen Serenity doesn't say a word about sending everyone to be reincarnated. She only mentions putting the cats into deep sleep and saying that part of why Usagi was reborn was to be a normal girl.
Now, Act 33 is where the Outers talk about going to the moon and summoning Saturn, but the only thing they mention about being reincarnated is in Act 32 when they said someone promised them that they would be. They don't say if the Queen said it or if Saturn said it.
So, we don't really know who did the reincarnating in the manga or if the nature of Sailor Crystals is such that reincarnation is just A Thing That They Do, especially knowing about the Galaxy Cauldron.
In general, I lean towards "reincarnation is just a Thing in this setting, especially for Sailor Crystals", but the fact that they all showed up in the 20th century feels like more than coincidence.
So either there's some general law that certain people reincarnate together, or someone intervened.
In the comics, she specifically says that the reason she was unable to seal/destroy Metallia properly was because of her grief over Princess Serenity's death. (Act 10)Sailor Crystals come in groups, but Queen Serenity had to be aware that she didn't use the Silver Crystal at full power when she sealed Metalia. I'm hypothesizing, but maybe she held back on purpose. She could use all of the power at her disposal to defeat Metalia, but assuming it didn't kill her in the process, she might not be able to resurrect anyone. Or she goes easy on Metalia, doesn't die, and has enough power to reincarnate everyone.
I tossed this idea around a while ago and now I might write a chapter or two of it for a contest.I've also randomly now got a strong hankering for a story where Hotaru is the protagonist who has to get people together to fight the Dark Kingdom.
Like, her dad still does crazy science stuff and her mom is dead, but there's no big accident in the past and no Mistress Nine (yet).
One day Hotaru meets this cat, Artemis, who tells her that she is Sailor Saturn, the Guardian of Silence, with the power to pull out negative energy afflicting people and eradicate the youma that are preying on humanity.
Hotaru is basically a quiet loner who doesn't have a lot of friends, but I could buy that she'd totally try to be a super-spy secret agent even if her skills don't really work that way, sneaking into various buildings to check for Dark Kingdom plots before getting shabby with the Silence Glaive.
(There would also be a Sailor Moon running around with Luna, but Moon is really busy because she can teleport from anywhere that the moon is visible in the sky to anywhere that the moon is visible in the sky, so she's handling all the international DK plots and is run off her feet. I haven't decided what Tuxedo Kamen would do, but he and Sailor Moon might be a duo who play Big Sibling Mentor to Hotaru in their spare time.)
Hotaru slowing meeting people and making friends as she fights the youma just seems sort of adorable to me right now.
I can't decide whether I'd age her up to equal the other Inner Senshi or whether I'd keep her younger but make her competent and experienced enough that the others defer to her anyway, so there's a number of different places I could take the story.
I just love the idea of Sailor Saturn being a total Cold Ham who is secretly super-excited to get to play at being a stone cold secret agent going on missions to prevent monsters from preying on innocent people. So definitely leaning toward a comedy/action story despite moments of seriousness and drama.

And, to be honest, even a newly-Awakened Saturn absolutely curbstomps the rest of the Senshi at the same time(until Moon gets her OP powerups). How would you add them to the story in a way that does not render them pointless?
