because we need mor dice in either of these categories and the plus two dice each option gives stacks with really well with Academic Refugees. I don't think we need more mil dice and mara gives us the improbable task of slaying Luke.
 
You know. Depending on how organized Imperial resistance in the north west is, mostly whether Bastion and Ord Mantell have consolidated the region, would it be possible to use the Actor-Emperor as a public face to start moving out of the shadows?

Considering he's currently losing, the answer to those is probably: Not many of note, none, and less than none.
Because canonically The Last Command resolved the situation with Luke ending up dead, I remember.
That's a classic 'yes but actually no'. Unless we're going through an entire plotline of making a clone of Luke Skywalker to fulfill the command, that mechanic is a hardline 'we have to beat literal plot armor'. We'd have to be continually putting resources towards more and more insane and suicidal plots to kill Luke, reducing valuable military assets and increasing our exposure.
