The chance of success is 97.00&, but if you are doing Engrams, I wouldn't put two dice on one at once. I would personally recommend a die on Infantry Soldier Engrams and TIE Pilot Engrams each with a 38.00% chance of success. This is because it gives us a decent chance of completing it with one die and if a second die is needed, we can just add it next turn.
 
I would like to make an argument for not doing Education Focus. I know it goes against what most SV voters usually go for, but we are playing the Galactic Empire, the space fascists, and our QM has stated that they aren't going to let us reform into becoming the good guys. We can't afford to skim on things on indoctrination, propaganda and propping our regime and we have to be careful on what sort of education we give our youth. If we gloss over loyalty and focus too much on critical thinking and a proper understanding of how things work, that has a good chance of resulting in our citizens wondering why they are labouring away on a terrible planet in the middle of nowhere for the goal of restoring a dying Empire.

BOTcommander is exactly the type of QM to punish us for going for the usual SV strategy of tech and education whilst neglecting to keep our people suitably brainwashed.

Also, why Balanced for Orbital Farms? Orbital Farms are going to eat up our Logistics to the point we don't have enough Logistics right now to meet up Food target using High Calorie Grains, let alone doing anything else which requires Logistics. If you want Consumer Goods, we have better options than using Orbital Farms.

Well thats the thing I'm not choosing it for reform purposes but for the bonus it gives accross the board. After all why do an education project unless you are going to get something out of it, and I would rather get a more effective and competent workforce than more indoctrinated yesmen. A functional high-tech empire requires a well educated populous.
Orbital Farms are going to eat up our Logistics to the point we don't have enough Logistics right now to meet up Food target using High Calorie Grains, let alone doing anything else which requires Logistics. If you want Consumer Goods, we have better options than using Orbital Farms.
Than moisture farms can help with that. I choose the balanced approach because we need Consumer Goods, and it still covers our food needs.
