It is pretty much a hidden vote on hair colour/skin colour/eye colour. It does make it a bit difficult to be Asian though, due to Mukokuseki in anime.
I left it a bit open here and thus chose a name that could be adapted in case your inspiration went into a different direction with her backround.
I for one assumed that her parents are from the areas of SEA that where formerly British colonies thus her last name or instead from South America, where her first name is more common.
And I have to say finding a anime picture of someone with darker skin without being blond/white/red headed was a bit of work as I did not want to settle you with a bad dyejob

The picture I provided was from kantai collection. The person in it is the personified Japanese cruiser Ooyodo. You talked about the bunch of pale skinned images but Ooyodo is yellow, not white.
And I mentioned that there was an exception in my post as I talked about that and I meant your post, which after all mentioned her being Taiwanese/Japanese . And I did not associate the name with the picture as you used a different name for her.
