Well, you can argue that Honkai really hates existence (aka Imaginary Tree). But really, just think of it like very twisted counter force where it will always try to test any world bubble inside the Sea of Quanta and prune any failure. Or you can argue that it's somekind of Heaven bullshit ala Xianxia where the entire world get tribulation each time they passed certain threshold
Neither really fits the mold of what we know, actually. The first literally can not be unless we assign the Will an actual individuality beyond what is needed, which is implied to be not really the case in canon. And even then, it can not act upon the indiduality.
The second, the comparison to the counterforce is one I have.... issues with. Because the counter force is a very specific concept that really can not be twisted in any level of functionality and origin. That being said, I do agree with it being a tool for testing.
Honestly, the simpler, more accurate comparison would to say that the Honkai is an bot with high levels of permission granted assigned to test for a specific value.
I see. Interesting. And it would be inarguable true if Honkai had the same seemingly inborn qualities to it as in HI3.
I think I explained a while back how I see the relationship between Honkai and intent, but an important thing to consider here is this.
In HI3, the Will of the Honkai was explicitly against humanity due to it testing it against itself.
Here, the Will doesn´t care to test such a thing. It has recieved it´s answer on that particular query. It has no point in keeping that attribute when it would effectively screw over what it wants to test.
That being said, Honkai isn´t harmless to others, something that will be expended upon rather soon.
Did people forget that Danny was in direct vicinity of Bella using rather large amounts of Honkai ?
