Akune is a special, a human prodigy that exhibits abilities outside the norm for humans, although not into the realm of the outright superhuman like Abnormals. Akune is also much, much better at Judo than Zenkichi. More importantly, however, Akune is a retired bancho, and knows how to fight dirty, but is electing not to out of respect for the lesson Medaka beat into his head. You are electing to try to tear him apart head on when he holds the advantage in skill, and quite possibly strength, and insult him while in front of his idol.

I don't think this is the case. There's more to Zenkichi this time around than was in the original story of Medaka box, we haven't seen his full strength.
As for "cheating and being told it's invalid," the current captain of the Judo team is known for her blatant cheating techniques. If anything she'd just critique his form or something.
