For the whole metagaming crowd. What is actually the deal with Rouge? Like why is working with her a good idea.

By Metagaming I mean relying on OOC knowledge.
 
[X] - Supervised Hire - The fact that the highest value goods are returned means very little for someone who has proved themself a criminal in the past. While her expertise is needed at GUN, giving her free reign will not be tolerated given her past and refusal to work in traditional channels. While GUN is willing to pay her fee, she will work with GUN as part of a traditional team instead of an independent agent.
Unlock Rouge the Bat Agent with Trait: World's Greatest Thief (Under Watch) - +10 to Mission Progress, +10 to Combat Rolls.

If those were "tests" then obviously she will respect the fact that we ourselves require our own "testing", no?

OOC-wise, Rouge is legitimately substantially better than what GUN's intelligence division is capable of. Now, she has ulterior motives that she may be trying to pursue at the same time (her jewel obsession is no joke), but even she knows that working for the biggest fish means she can make some fairly outrageous compensation demands.

Fortunately, this isn't GUN Financier Quest, because they probably are going to have to look into cornering a gemstone mine to pay what Rouge wants. The worst you will have to deal with is the ??? tied to allowing her to completely cut loose. Option 1 is intended to replicate her apparent relationship within the games, while option 2 puts her together with Topaz as in Sonic X, so both are perfectly valid and viable.

While unorthodox, Rouge's demonstrated abilities are too valuable to discard, especially as the Eggman Empire's threat level is expected to increase overtime. GUN will pay her fee, and see what the World's greatest thief can actually do.

So for those who haven't watched Sonic X, Agent Topaz is a G.U.N Agent who ends up tasked with keeping an eye on Rouge, and works with her to steal the Chaos Emeralds from Eggman.
If your wondering why Rouge gets along with her; Topaz is a kind of gemstone.
 
[X] - Reject her offer. Even if the most valuable of the treasure has been returned, the large list of goods that remain unaccounted for cannot be ignored. Too many factors in Rouge's story don't add up and GUN cannot afford the risk of employing her.

I trust ye not, bat! Especially since I suspect the true nature of that ??? in Independent involves "random chance of Morale-lowering events" and/or "antagonizes other Mobians," neither of which we can afford.

That said, we can't afford to turn down a Hero Unit right now, either, so just arresting her (aka "refuse to hire her") is, in my eyes, off the table too. So... give her a supervisor to keep her out of (too much) trouble. If the public finds out about it, we can just spin it as "she's on parole" or "public service to work off her sentence."
