So what's the minimum to qualify for "unsavory"? If one of the parts of a power includes increasing your power dramatically at the cost of your personal health, would that qualify as something to keep secret?
Not really? Like, look at your backstory. Is any part of your power something your character would feel ashamed about? Do they dislike that part of their power, and try hiding it so that others aren't going to know about it and avoid them? Is it something society would disapprove of, like mind control? Did they have a traumatic incident concerning this power, like did they commit a murder with it while testing their limits?

...I think I may have to remove the Undercover tag from my part.
I mainly kept it there because it seemed like something Takeshi would get really defensive over because his motivations are kind of weird, but yeah, I'll take it out.
Name: Netune Sunati (Surname Forename)
Power Base: Flower Manipulation
Appearance:
Costume: A green spandex suit with light armour, with patterns of vines and flowers on them. Upgrade: The suit is specially reinforced so she can use her tendrils to lift three times her body weight without hurting herself due to the strain.
Quirk: Thorns of Rose. Thorns of rose creates thorny tendrils with flowers at irregular intervals that extend from her forearms and are under her control. It takes blood to generate these tendrils, and as such Sunati can only generate so many and make them so long before passing out from blood loss (she regains the blood when she retracts the tendrils). The tendrils are fairly strong and two are enough to lift her bodyweight, while the thorns can pierce through most things to anchor themselves.
Skills: Decent Judo artist.
Bio: Sunati is a half American, half Japanese girl who was born in Kyushu, but moved with her fathers job to Tokyo when she was five. As a young girl she was never very interested in Heroes, happy to use her quirk to grab things from high shelves and little else. However, at the age on nine she was caught in a subway collapse. Using her powers, she helped to clear the tracks, dragging the rocks away with her powers until a proper team came to help. It granted her short lived fame as a young saviour of those in the tube, and instilled a belief by her teachers and parents that she'd become a hero when she grew up. Lacking any better ideas, she agreed, and when the time came she took the test.
Personality: As the author of this report had learnt, it takes more than one word to describe Sunati. A first look would give you the impression of a docile girl. She doesn't like to get into arguments or fights, leading to the impression that she can be easily swayed. But when the pressure is on, the core of strength and courage of her personality comes through. She knows what she thinks is right, and if she has to, she'll fight for it harder than almost anyone else.
So two to three words? Do they need to have some sort of symbolism to it like a person with fire powers having the Quirk "Where There's Smoke" or can it be something as simple as "Flames"?
So, Morwen O'Neal, born strange and by now an utter freak- if you ask her.
Daughter of an US MP [military police] [and his German wife?] Out to prove herself, to become respected and admired. may have a vendetta against crime.
Great at distance weapons, mobility, speed, flight.
does that sound like a good basic concept?

Okinawa? Like, the largest US millitary base in East Asia?
And a japanese raven winged girl ? Why not call her a tengumusume and have it at that?
Sure, I can do that, complete with even more tragic backstory, escaping her parents when they tried to have her wings surgically removed (its JAPAN , come on, somwthing like that would be bound to happen. But then she would most probably be a hero in name only, bitter and angry at everybody.)

As students. There are very obvious Non-Human bodied people walking around the streets in broad daylight with no one freaking out. It's been ages (Multiple generations, around 5 to 8) since quirks occurred, many much more physically out there than yours.
There is no reason for people to treat her like a freak for her quirk. This isn't X-Men.

... 80% of the population has Quirks. My character has flowers growing in her hair. Like, look at the class roster for the actual anime:
We have a frog girl, a man with exhausts in his legs, a girl that is blue and moth like, and another guy with six arms and like skin wings inbetween. And that's just some of those I chose. You barely even register.
That was probably set , like, Decades (Maybe even over a century, They never outright state how long it's been) before the start of My Hero Academia though.

In hindsight the OP post says you don't need knowledge of the series, and it does say most of the bare basic setting details in the first paragraph. So if you wanna be that way suuuuure.
