Lazarus 4.6
[X] Cornus in Full Bloom. He was a Wand who could communicate with dogs, and was also a trans man who'd married a cis man.
[X] Emet."

"Wait, did you say you already have a trans guy on staff?" Miyako asked. She of course knew that Hanazakari weren't exclusively female, but she even could forget that at times.

"Naturally. RUNE exists for the good of all mankind, which of course includes transgender people. And Cornus in Full Bloom is as valued at RUNE as any of our members," Yumemi said.

"Yeah, for your given definition of 'value'," Koyomi said. When Yumemi didn't acknowledge that barb, she then asked, "And as for Project 'Lazarus', really? You blame me for the Resurrection not happening then name it that?"

"I didn't 'blame' you for it. I just raised the possibility that your Emet dying on your watch might be one possible thing preventing it," Yumemi told her. "And even then, you brought most of that up yourself."

As Koyomi just snarled, Miyako, regretful as ever for having mentioned the Resurrection, spoke up to ask, "So, do you also have former Frost Pawns working at RUNE? I thought maybe they could help out Kazuya-kun."

"Oh, plenty. Recovered Frost Pawns are concerned about a future monster invasion more than anyone," Yumemi said, but after quickly hesitating had to admit, "though none are currently stationed at this base as of today."

"And how about Frost Pawns who were saved after the Frost Decade, any of them?" Koyomi brought up, side eyeing Yumemi.

"Well, you understand that us professionals cannot disclose exact numbers..." Yumemi 'answered'.

"It is okay," Kazuya then said, "I am the 'plus one' here, as you say. You do not need to concern yourselves with me, I'll be fine. If no Frost Pawn is here, that's how it is then."

Those words gave Miyako a chill, afraid that shame and self-doubt were among Kazuya's first emotions. "Hey look, you can always talk to Higashi-sama when we get back, she was a Pawn too. Several times," she said to him, ignoring that Asahi had been a Pawn nowhere near as long as Kazuya.

"You had to remind me," Koyomi muttered, as memories of Asahi's numerous captures came flooding back.

Close enough to finally get a good view of RUNE's Taito Base, Miyako could see the towering steel grey building sloped upward to blend into the mountains, with the whole thing opening up to reveal a looming hangar upon Yumemi pressing a single button on a remote. The interior did have a bit more sheen to its silver, with greenish-blue lighting at least adding some variation in colour, if not breaking up the clinicality. Er, maybe this place just takes some getting used to, right? Miyako thought.

Yumemi then handed her passengers three keycards coloured identically to the base, but with symbols on them that glowed amid the greyness. "Civilian passes, you'll find your names already imprinted on them," she said. The eerie glow did keep Miyako entranced a little while.

"Imprinted already? Working a little fast there, aren't we?" Koyomi started at her.

"I had nearly a whole day's notice to get them ready, so I'd urge you to ease up on the suspicions, Koyomi. Here and in general," Yumemi muttered back.

From the hangar they followed Yumemi into a foyer room, the spotlessness of the rest of the base now accompanied by sleek black waiting chairs. "Brigadier Hoshizora Yumemi, good to see you back," the receptionist chanted and saluted on cue, no prizes for guessing what colour they were dressed in.

Only nodding in return, Yumemi then picked up a microphone and spoke into it, "Requesting Lieutenant-Colonel Ōgami Hachiro, Cornus in Full Bloom, to report to the front desk."

While they soon heard an "On my way there" back, it'd take a while for Hachiro to make his way down to the foyer. Miyako would busy herself trying to count each individual light in the room, while Koyomi kept tapping her foot louder and louder and Kazuya just stared off.
When he finally arrived, Ōgami Hachiro bowed and said, "Sorry I couldn't get here sooner, ma'am. Oh, we have civilians visiting the base?" Hachiro was about the same height as Yumemi, clad in a similar if less elaborate uniform. His skin was fairly smooth but with some noticeable wrinkles and protruding stubble, and his wavy brown hair was beginning to grey. Per his Cultivar he was accompanied by two dogs, one a fluffy Shiba Inu and the other a dark Xolo.

"Hi there!" Miyako was quick to spring up now the person she wanted to see was finally here. "I'm Nozawa Miyako, and wow, I never would've guessed you were a trans guy had Hoshizora-san not told me," she said. As complimentary as she was trying to be, Hachiro couldn't help but be a little taken aback.

"Nozawa-chan is a visitor here. As she's a transgender woman with interest in joining us, naturally I thought it'd be a good idea for you two to meet," Yumemi said.

"Ah, so that's it. Though you know I would've told her my identity myself," Hachiro said. He then gestured to the two dogs with him and said, "And where are my manners? My Xolo here is Karasu and the Shiba is Seizonsha." Miyako slowly knelt to meet them and was relieved that the two dogs had no objections to pats and tummy-rubs.

"Ooh, she also told us your flower name is Cornus in Full Bloom. If it's not too much," Miyako then asked, her eyes beaming, "can you transform?"

"Sorry, I'd love to but now's not really the time, you understand. But besides seeing transformations, what makes you want to join us at Responsive United Nations Esotericists?" Hachiro asked, then had to laugh, "Because you don't have to be crazy to work here, but..."

"Well, part of it's practical, I'm told you've got a better chance getting into a good college if you've got RUNE backing you. But it's also... that I've been obsessed with Hanazakari for like, well, ever, and RUNE's the top worldwide Hanazakari organisation, right?" Miyako said, unable to help letting it all out.

"I mean, we don't like to toot our own horn, but yes. And you're sure already making an impression as a go-getter, always good to see," Hachiro smiled. He then looked back at Yumemi and asked, "So, who would the other two guests be?"

"I believe she needs no introduction," Yumemi said, hoisting Koyomi upright by her collar.

"Arisugawa Koyomi," she gave one anyway, pushing out of Yumemi's grip.

"Oh my, the infamous Arisugawa. How often the Brigadier's brought you up," Hachiro smiled then sighed. "I can tell she hasn't arrested you though, she'd have taken more 'extreme' measures were that the case. And Mikoto my husband's a Witch, er or Warlock I guess, so believe me I don't hold that against you. Except when he hogs the remote."

Nobody laughing at that, Koyomi then said, "You're already in RUNE, of course your husband's 'allowed' to be a Witch."

Choosing to move on, Hachiro asked, "And the young man?"

"The spare," Kazuya said, with Miyako at least seeing him give a faint smirk.

"He's Kai Kazuya," Koyomi spoke up, "He had a Heart Leech in him for most of his life, and we had to take it out ourselves, with zero assistance from RUNE."

Hachiro took a while to respond to that, but then said, "Did you try to contact us? Busy as we are, I'm sure we would've been able to send someone."

"Indeed, especially since I found out that Koyomi almost killed him in the process," Yumemi said, only then adding, "Accidentally".

"At the very least, it's good that you did survive, and the Leech was removed," Hachiro said. He then asked Yumemi, "Okay, so why is Arisugawa here then, since it can't be an arrest? You can't just have come to show Taito Base off to Nozawa-chan."

"Ōgami, Koyomi here insists that we at RUNE have done nothing for humanity other than prepare for an invasion that isn't even coming," Yumemi said then smirked, "We can prove her wrong. Project Lazarus will see to that."

Hearing that made Hachiro go pale. "Well yeah, I don't deny it'll have some impact on her, whatever it may be. But you really want to jump straight to Lazarus of all Projects?" he had to whisper.

"Trust me, with getting through to her it's go hard or go home," Yumemi said back.

It was then Hachiro turned back to Miyako, who'd been trying to listen in but couldn't help being distracted by the dogs. "So, Nozawa-chan, you do realise that working for RUNE, even at the lowest ranks, is one serious job. Like think of the worst kid you've ever babysat, that's nothing compared to serving the UN. Oh there's benefits for sure, as ma'am has gone over, but you seriously do need to think about whether this is the right job for you. As an agent myself, it's only right I warn you," he then told her.

Article:
Miyako's mind was so weighed down that it took her a while to answer:
[ ] "I'm still leaning on yes; I really do want to meet more Hanazakari and get into a good college. Just, y'know, emphasis on 'leaning on'."
[ ] "I kinda don't think so, I've got stuff elsewhere. I've already got a part-time job at a shrine, and this friend with a struggling theatre."
[ ] "Maybe I should wait till I've got more info, like seeing this 'Project Lazarus' first?"
[ ] "I just... don't know. Sorry, it's too hard for me to decide right now."
[] "I don't super-trust Hoshizora-san, but it sounds like I can trust you. Plus, this place gives me the creeps, so yeah, thanks but no thanks." [Miyako does not have the needed Emotional Intelligence to say this.]

"Anyway, onto Project Lazarus," Yumemi then cut in. "I will remind you all that you're under the watchful eye of not one but two highly trained RUNE officials. Nevertheless, we cannot deny there is potential for risk-"

"Because of course there is," Koyomi had to say.

"-Ahem, so for your own personal protection, you will all be issued standard firearms," Yumemi finished, before passing out everyone handguns.

In a second, Koyomi went from unamused to livid. "You would have me use a gun?" she spat out, then went "Henshin!" Transforming for a second into Black Rose in Full Bloom, she singlehandedly snapped the gun she'd been given into pieces.

"Koyomi, you are aware you've just destroyed RUNE property?" Yumemi asked her, though without the amount of shock you'd think she'd have.

"They're guns, like you aren't sitting on thousands more of the things," Koyomi snarled. "And if whatever Lazarus is really is so dangerous, then I'll just transform as I did then."

"Have you forgotten that we Hanazakari can only stay transformed for so long before we exhaust our emotions?" Yumemi then asked.

"Really? You're telling me whatever you've got down there can outlast three transformed Hanazakari? What the hell are you pulling?!" Koyomi ranted.

Seeing how quickly Koyomi had been overtaken by fury, Miyako racked her brain for how guns could provoke such a reaction out of her. Then she remembered exactly:

"Nozawa," Koyomi then said, sounding like her regular tone was back, "What I'm about to tell you is classified... but frankly I don't care, more people should know. When the JSDF first insisted on getting involved with fighting the Frost Fair, they gathered up a crowd of 'Pawns' just like Kazuya, that us Hanazakari had saved from a hostage situation."
She hissed out, "We could've purified all those people, but no. Those soldiers were given orders to shoot to kill the Pawns, and worse, some of the Hanazakari, my own teammates, just let them,"

Given a gun, how could Koyomi think of anything else?

"What about Nozawa-chan and Kai-kun then? You'd leave them with no means of self-defence?" an undaunted Yumemi asked.

Article:
Miyako looked down at the gun she'd been given, and decided:
[ ] "Sorry, Arisugawa-sama, but... it really sounds like I'll need a weapon, if it's that dangerous. But I won't fire till it's my only option."
[ ] "I can't carry this. If it got Arisugawa-sama that mad, I just couldn't bring myself to fire it."
[ ] "Look, I've never used a gun before in my life, let alone in a super-dangerous situation. If I wanna stay safe, I shouldn't have this."
[ ] "I'll use this, but can you load it with blanks or something? Whatever this thing is, can't we just stun it?"
[ ] "Yeah, I've got three Hanazakari with me, should I really need a gun?"

In the hand of the inexperienced, the greatest threat a gun poses is to its wielder.

It seems like a lot for Miyako, but there we would really need to know what kind of opening we are applying for.

On the other hand I see a potential character moment, which might tank our potential as a job candidate.
[] "Being cautious all the time, like that, has never worked for me. I would still be wearing pants if I gave in to those little doubts in the back of my mind."

... you'd have to age characters up to their thirties or forties, or place them in the Frost Decade 90s
I take that as a challenge.

Name: Aurora "Rory" Fontana
Anointed Age: unknown due to presumably operating solo Pre-Veil
Current Age: 10 (Mentally 12)
Gender: Female
Appearance: A young girl with olive skin
Nationality: Italian
History: Aurora reportedly found as a baby in her home with her parents, also as babies and a Dandelionheart seed and adopted in secret by Wild Mourningbride and her Dandelionheart. She has been a target of frequent kidnappings since the fall of the veil, because of her power since then. And the trust of both her and her adoptive mother trust in any government agency has been severely damaged as a result of a few of them. Rory considers her pre-Hanazakari self as being someone else and doesn't like to be treated as if she were the 'first or second' Aurora or Laura or Aury.
Personality: She tends to be prickly and distrustful towards everyone she meets and but she is very loyal, albeit a bit snarky towards those who earn her trust.
Her previous incarnations hated mushrooms, but Rory claims to love them despite the grimacing on her face every time she eats them.
Motivation: And she hopes to step out of "Laura's" shadow and become the bestest version of Sea Holly there has ever been
Hanazakari:
Transformation Phrase: Rust and Rot I want you not. Let's turn the clock and draw upon memories of better times.
Flower: Sea Holly (Acanthus mollis)
Cultivar: Sea Holly has the power to turn the clock back on objects and return them to a previous state. A quirk of her power means that she can never recover memories and her power erases memories and experiences as she reverses aging. "Laura" learned how to reduce the effects of memory erasure if she is prepared. Sea Holly's power prevents her from being hurt by automatically de-aging her when she gets hurt. A side effect of her power causes sand to be left behind.
Genera: Cup
Starshoot: An hourglass pendant.
Regalia: She is wearing a white costume with decorations accented with gold.
Affiliation: Witch
Attributes:
  • Technique: Knight
  • Physique: Squire
  • Heart: Lady
  • Mind: Squire

I'd be interested in why you chose the Sea Holly for time reversal, I'm guessing because of its links with ancient Greco-Roman cultures? I probably would've linked a time reversal ability with the Plumeria, since in flower language it's associated with new beginnings.

Cups are more about combining items with other items a la crafting systems and Alchemists in Final Fantasy, though with a loose definition of 'item'. I would've classified Rory's Sea Holly Cultivar as a Pentacle since it acts as a form of healing, especially on herself. However, Genera are supposed to be pretty broad, so this isn't that much of an issue.

Still, overall it's a pretty interesting and creative idea for a character, and being a Doctor Who fan I'm a sucker for a power that partly resembles regeneration. While I can't promise right now that any OC will make it into Fool Bloom proper (though I won't say they won't ever either), there's always Omakes of course.

Speaking of Omakes, I didn't have character sheets in mind yet when I copied Maugan Ra's Omake EXP system. I'm thinking I'll reconfigure it so that character sheets get 50xp, fanfics get 100xp (400 words minimum), and fanart still gets 150xp. How's that sound?

We gotta keep pumping that emotional intelligence!

It feels like it'd be out of character so I'm not writing it in or anything, but this really feels like the point someone should say "Actually, let's *not* see this thing if it's so dangerous. How's your cafeteria?"

The base Idea was rebirth, because the challenge I saw was to get someone 'too young' to be a magical girl. And I wanted her to be European. The searching for Rebirth on the Wikipedia plant symbology page gave me Acanthus as the most viable candidate. The Acanthus Mollis was native to the Mediterranean and is noted to be important for architecture. Which was playing into a "fountain of youth theme" I was thinking of.

As for the reason I went with Cups I referenced this bit:
"Swords, Pentacles, Wands, and Cups!" Miyako said, then kept on answering, "With the roles of offence, defence, utility, and inventory, they thaw hearts by attacking the Leech or Frostfarer, defending the victim, saying the right incantation, or combining their emotions back together-"
My thought processes went
De-aging can be used offensively, but that is not the point of this character. Does not protect the victim so not Pentacles And my thought process Instinctive auto-trigger so not wand. Combining their emotions BACK together sounds like what Sea holly does.

I also think that Giving XP for character sheets might not be the best idea and that the current XP for omake distribution might be better, since I've already seen other quests drown in character sheets without an incentive.

Like BAM two sheets Arisugawa we can now become a mind knight with this system, purely because I wanted to finish fill in Rory's family.
Name: Diana Fontana
Anointed Age: 16
Current Age: 50
Gender: Female
Appearance: She appears to be a fit woman in her late 20's or early 30's with olive skin and black braided hair that frequently switches between the types of braids she has.
Nationality: Italian
History: Aurora was the only constant in Diana's life before becoming a Hanazakari due to various reasons. After that she raised the second Aurora and aurora's parents in secret hoping that they would become their old self. She had a complicated relationship with a dark Hanazakari known as Red Horned-Poppy who kidnapped Aurora II when she regrew into a 5 year old child, because Aurora II got nightmares from Dianna wanting her to be the original. This began a tradition where Mourningbride, Horned Poppy and the Frostfair kidnapped Aurora regularly from each other. Eventually at the age of 8 Aurora II and her siblings were able to trick Dianna and Stella to meet each-other without knowing that the other girl was a Hanazakari.
After the Frost decade she became a prominant Italian politician well known for her campaighns against corruption. And holds is sometimes jockingly reffered to as the anti godfather or Madrino by the public.
Personality: Diana is a naturally a silent lady who has learned to become a compulsive note taker. People tend to become quiet when she speaks however.
Motivation: She wants to feel in control, she doesn't want to lose anyone anymore.
Hanazakari:
Transformation Phrase: The mourning silence precedes me. Hel took my love and I to that I dedicate the hunt.*
Flower: Wild Mourningbride
Cultivar: She has the choice to move silently or for the world around her to become very silent the world around her as she hunts and shoot arrows of light. She had a few other trick up her sleeve, but she has gotten a bit rusty since the frost decade. It is enough to stem the occasional kidnapping attempt on her Rory for most of the time, tough.
Genera: Sword
Starshoot: A silver bow resembling a Crescent
Regalia: She is wearing a white costume with decorations accented with gold.
Affiliation: Witch
Attributes:
  • Technique: Squire
  • Physique: Lady
  • Heart: Knight
  • Mind: Baroness

Name: Stella Fontana
Anointed Age: 18
Current Age: 52
Gender: Female
Appearance: An androgynous lady in her late 30's with pale skin and blonde hair. She looks tough, sometimes refereed to as a bit of an ork. But she's often described as a scary gaurd-dog.
Nationality: Italian (migrant)
History: Stella ran away early in her childhood. And never liked to stay in one place for too long. She is no stranger to sleeping on the streets and moved between the books gigs and build a extensive network of guys and galls she could crash down with a few nights, when their parents where away. As a Hanazakari became an infamous as a phantom thief. The media hated her and people believed for a long time that she was a Frostfarers. But despite all this schoolyard several rumors following her activity around schoolyards where a demon came to their aid in an hour of need. Eventually she stole Aurora from Wild Mourningbride knowing that Mourningbride was a bad influence which began a long string of kidnappings and counter kidnappings.
Personality: As was always too active as a child to gain much friendship and was secretly lonely despite the fact that she was almost always surrounded by acquaintances. It didn't help that she was a thrill seeker who was always on the move. Her Wife and children were able to get her to her wife.
Motivation: In the past she would have answered justice, but right that's for other people she why can't RUNE or her wife give her some slack on her community service? It wasn't like she every really kept the used any of her ill gotten gain on herself, well accept maybe her wife's heart.
Hanazakari:
Transformation Phrase: You can call the Hel bitch, darlings. But at least I listen the dreams of the damned for I'm the Red-Horned Poppy*
Flower: Yellow Horned-Poppy
Cultivar: Yellow Horned Poppy frequently called herself mistress of the dreams and was specialized in hallucinations and sometimes talked about how she reacted to a dream. Being targeted by her chilly and sleepy when they are targeted. She has always been comparatively low on weak and her Modus Operandi is often to provide decisive Guerrilla tactics or providing momentary distractions at decisive moments.

In hindsight, I actually forgot about same-sex marriage not being legalised in Japan when writing that Hachiro had a husband. Now you can say it's a split timeline, though I'm not sure how being attacked by ice immortals would soften Japan's stance on gay marriage. Guess you could argue that being with RUNE let him pull some strings, that they have dual citizenship... or less fortunately, that Hachiro being misgendered meant that his marriage wasn't recognised as same-sex.

Speaking of Hachiro, I'm wondering what people think of him now they've met him, since he was almost unanimously voted for?

The searching for Rebirth on the Wikipedia plant symbology page gave me Acanthus as the most viable candidate.

Can't believe I missed that actually, being one of the first plants listed. And pretty good point about Cups as well.

And yeah, given the relative ease of character sheets to make compared to regular writing, I can see why they could be easily abused for XP.

"Imprinted already? Working a little fast there, aren't we?" Koyomi started at her.

"I had nearly a whole day's notice to get them ready, so I'd urge you to ease up on the suspicions, Koyomi. Here and in general," Yumemi muttered back.
Just because 90% of your suspicions about RUNE are accurate doesn't mean you should share 100% of them out loud. The 10% do a lot to delegitimize the 90% (and any Miyako or Kazuki might think of themselves).

"But besides seeing transformations, what makes you want to join us at Responsive United Nations Esotericists?"
We have the backronym! Add it to the wiki!

"Okay, so why is Arisugawa here then, since it can't be an arrest? You can't just have come to show Taito Base off to Nozawa-chan."
"I also wanted to show off Taito Base to a couple of civilians she seems to have a soft spot for."
"What makes you say that?"
"Well, for one thing, you let Miyako sleep at your house."
"She had nowhere else to go. Wouldn't you do the same?"

"So, Nozawa-chan, you do realise that working for RUNE, even at the lowest ranks, is one serious job. [...] You seriously do need to think about whether this is the right job for you. As an agent myself, it's only right I warn you."
Hachiro seems like a nice guy, job aside. Makes sense that Yumemi would pick someone like him to make a good impression on Miyako and Kazuya. Makes sense that
ArlequineLunaire would want the second RUNE member to contrast the first so much, to show the breadth of the organization's members. Makes it clear that problems with RUNE aren't from every member of RUNE individually being a bastard.

[X] "Maybe I should wait till I've got more info, like seeing this 'Project Lazarus' first?"

Also, since readers have had trouble with names before, I only realised in hindsight how similar 'Hachiro' and 'Hayato' sound, and I actually had Hachiro in mind first.

It feels like it'd be out of character so I'm not writing it in or anything, but this really feels like the point someone should say "Actually, let's *not* see this thing if it's so dangerous. How's your cafeteria?"

Basically, [Miyako does not have enough Emotional Intelligence to say this.]

Worst case it is still possible to call someone your spouse even if the state doesn't recognize it. Marriage is a social construct if you can convince people that you are married to someone then you are married to that person within the social group that recognizes you as such. Legal recognition of is ultimately of that marriage is only a real concern if you can get punished for unlawfully claiming to be wed.

That being said I'm imagining several countries in the middle east, Africa and south America getting into a race to the top in order to attract/ hold on to as many Hanazakari to their countries as possible.
A undeserved portion of the population who found themselves with skills that are extremely desired on an international scale with many countries willing to bend over backwards to give them better rights and job opportunities for coming over and protecting them. I sort of imagine a several of proto-RUNE like organizations forming among poorer countries in order to fund stipends for their Hanazakari.

By the way, when I decided on darkness and dog powers, would you believe I'd completely forgotten about Worm despite this site? Though given how many superpowers there are in Worm, you're bound to run into a few of them especially if you're trying to avoid more standard powers, and of course Worm isn't the only series with those powers. That and I have no plans right now for bug, secret-finding, and body-puppeteering powers, even though the first one would make sense with flowers. Just found it funny I somehow forgot about Worm.

Edit: Actually, are there characters with dream powers in Worm? Wouldn't be surprised if there's at least one

There's a guy in Ward (Worm's sequel, which has a very mixed reputation) who feeds bits of himself to people and then can dream their future, and one of his other works, Pale, features Alpeana, who's basically a monster who gives people nightmares and is also really nice and has a Scottish accent, and Montague, who's a dream-walking sentient suit or something.
Pale is pretty awesome honestly.

Not sure it made sense of really mentioned pale as it takes place in a completely different setting

Because it's awesome.
Also, Wildbow's works are kind of all connected ?
It's not a multiverse, but he likes to sneak in Easter Eggs sometimes, like mentioning the Maggie Holt books in Ward or a series of penny books based off Worm and Pact in Twig.
Also, Taylor seemingly opens a portal to Hillsglade House at the end of Worm, and thinks about how it looks like a nice place.

Lazarus 4.7
[X] "Maybe I should wait till I've got more info, like seeing this 'Project Lazarus' first?"
[X] "Look, I've never used a gun before in my life, let alone in a super-dangerous situation. If I wanna stay safe, I shouldn't have this."

As Miyako handed the gun back, Yumemi replied, "Well, if you are absolutely sure..."

"She just told you she has no experience with them, something you should know if you're so keen on background checks," Koyomi said back. "And why would any officer give a civilian they just met yesterday a gun to begin with?"

"Because knowing what Project Lazarus entails, better to have any means of self-defence than not," Yumemi said. She glared closer and Koyomi and went, "And might I ask why you as a Hanazakari would have such a reaction against guns in the first place? Have you forgotten that you can summon deadly powers on command?"

Wait, was Hoshizora-san not there when that shooting happened? Or did she just blank it out, or even have her mind-wiped? 'Cause if she was, she'd know, Miyako thought. The look on Hachiro's face right now was of mild discomfort, so it seemed like he hadn't heard of it either. But wasn't two high-ranking State Hanazakari not knowing what the JSDF did that night... suspicious?
As she feared being arrested if she brought that up, she gave a different answer, one befitting a Hanazakari fangirl, "A Hanazakari's power isn't just a weapon, it's their feeling and passions. And yeah, people certainly have feelings about guns, but they're made, not conjured from the heart, so it's different."

Yumemi looked down at her. "Tell me, whether it is made from soul or steel, what difference does it make when its purpose is to be a weapon either way?" she asked.

"Firstly, because I've barely even used my powers since the Frost Decade. Saving Kazuya was it-" Koyomi began before she got cut off.

"And also for attacking a defenceless restaurant," Yumemi had to bring up.

"Ahem, and secondly, because when the Dandelionhearts came to Earth, they didn't hand out our powers to the military. They gave them to teens, preteens, girl, homosexuals, people who weren't 'true Japanese'. People not already in power," Koyomi kept going.

"Oh, is that not what I'm doing?" Yumemi asked, "Giving a means of self-defence to a minority LGBT+ girl not, as of now, in the military?"

"Look, I said no, so that means no," Miyako said holding her hands up between them, not knowing how else to finish this.

"Alright," Yumemi said. "Just know that the risk you take will fall on your shoulders, and that RUNE can only be held so responsible." Those words certainly earned a glare from Koyomi.

That left Kazuya to decide what to do with the gun he was handed. He muttered, "If I hand this back, I risk putting myself in danger. If I do not, I still risk danger from never having used a gun and will continue to fuel the emotion of anger in Arisugawa-sama. By the logic of wagers, it is most practical that I hand this back," then returned the gun.

Miyako didn't know how to feel. On one hand, Kazuya had made the right decision, but on the other, he'd reached it in a very detached, logical way, not as emotional about it as she hoped he'd be right now. Though trying to make the most logical decision means you acre about logic, and that's an emotion, right?

"Hmm, two people who met Koyomi first both refuse my offer. I'll trust that this is a coincidence," Yumemi said as her eyes narrowed.

"At least I'm readier than ever to actually see what 'Project Lazarus' even is, if only to get you to stop being so cryptic about it," Koyomi said. You might have expected a more irritated response from Yumemi, but instead she had to smile.

"Okay everyone, the elevator's this way," Hachiro said with an attempt at a positive tone. The seven of them, Karasu and Seizonsha included, stepped onto a circular platform within a transparent tube, before the button was pressed for the deepest part of the base.

As it looked to be a long descent, Miyako asked Koyomi something in the meantime. "Hey, there's one thing I don't get. You control darkness while Hoshizora-san and Ogami-san control dreams and dogs, but they say they're Wands and you're a Sword, right? I know what Genera who are is based on your Starshoot," those being the objects that emerge from a Hanazakari's palm, "but that doesn't stop there being a lot of online debates about what Genera makes most sense."

"The Genera we've codified here at RUNE," Yumemi said, cutting off Koyomi again while not even being part of the conversation this time, "is the most efficient classification system possible, especially in the Dandelionhearts' absence. Believe me, all other alternatives would've just complicated the matter more."

"And people will have online debates about anything," Hachiro said and chuckled, "My husband's in the catering business, he knows that too well."

"As for my own cultivar of darkness," Koyomi raised her voice above them, "it's also said that Wands are communicatory, which fits going into dreams and talking with dogs, but well, how do you talk with darkness? And yes, I know which song everyone's now thinking of."

"Huh? I'm not thinking of any song," Miyako said scratching her head.

"Seriously, have you never listened to anything from the 60s? Anyway, there's also that, darkness being the absence of light, my power just as much severs the light as controls darkness. Much more Sword-like, wouldn't you say?" Koyomi went on, before she got to musing. "The mystical traditions of my people have it that's how the world began, the light was severed and contracted into ten spheres, all of which broke except the one we live in now. So sprang up darkness in reflection."

"Hyping yourself up a bit too much, aren't you?" Yumemi had to comment on that, to which Koyomi just scowled.

"What do these classifications matter?" Kazuya then asked, "Especially if you already know what a Cultivar can do. You describe them like people are wasting their emotions over them, which I suppose they'd have to waste."

"Because keeping track of Hanazakari becomes far more difficult without them," Yumemi told him, with one eye still on Koyomi.

With her question on Koyomi's Genera reasonably answered, Miyako then picked up on something Hachiro said. "Ooh, your husband's in catering? That sounds fun," she said to him.

"Ah, you remind me I haven't said much about him," Hachiro said and smiled back, "His name's Ueno Mikoto, or Adzuki in Full Bloom should I say. We both met at the same orphanage, which sounds a bit fairy story but it's true. He was the only person back then I was open to about, well, who I was. Legally it's fuzzy whether 'marriage' is the correct term, but he's still my husband for all intents and purposes.
Oh right, catering. He's a dessert chef with a bakery set up in the thawed Tokyo, could go cooking Idol but that just isn't his scene, y'know."

"I can relate," Koyomi said to that.

"Wow, sounds like we should visit his place sometime," Miyako said, tugging on Koyomi's coat.

"I believe you're an adult, Nozawa-chan. You shouldn't need Koyomi's permission to go anywhere, just as you no longer need your parents'," Yumemi told her, with those words stirring something within Kazuya.

"Pfft. Join RUNE, and you will need permission to go anywhere," Koyomi muttered.

Only then did the elevator reach its floor. "Follow me, and no sudden movements," Yumemi lowered her voice.

They all walked out into a vast chamber where any darkness was held back by neon blue light. Beyond layers of railings was a giant black ring positioned upright, dominating the whole room. Four heavy, twisting chains kept a man trapped in the centre of the ring, each bound to one of his limbs. Limbs that were unnaturally stretched out, more than seemed possible even with the chains.
The 'man' had white skin, not Caucasian white but sheer white. Transparent even, as Miyako could see no less than several Heart Leeches wriggling around inside of him, though unlike with Kazuya they weren't biting onto anything. A pile of ice crystals made up his hair, and he just had two inky splotches for eyes and an inky crescent for a mouth.

Miyako had never seen one of these in person, they were supposed to have all been killed before she was born, but she could tell exactly what this was. She also knew he wasn't dead, Frostfarers were said to melt when they died.

And her gut reaction was:
[ ] What have they been doing to him down here? You don't call just any prisoner a 'Project'.
[ ] Is this the last Frostfarer? They were many of them, couldn't others have survived somewhere too?
[ ] If there's one Frostfarer still alive, then wait, is there at least one Dandelionheart still out there?

-[ ] what the hell are they doing to him?! (by Iris-Iven-Ibis)

Koyomi however had a different reaction, a much less internal one.
Article:
On impulse:
[ ] She burst out in anger at this.
[ ] She turned as cold and icy as the Frostfarer.
[ ] She lost herself and started cackling madly.

-[ ] She smiled the widest smile Miyako had ever seen, her mouth stretching out until it was as thin as the edge of a knife. (by StarSingerBlue)

Insane cackling is something Koyomi still lacks to really hit the witch checklist. More seriously, yeah, this can't be a pleasant sight and having them presented like the highlight of a tour must feel like a farce, regardless of what they're planning to do with him.

Lol. Lmao. We do important work here at RUNE, here look at our emaciated prisoner! He's a Project.

This obviously isn't part of the standard tour, I wonder if Yumemi did all of this to get Koyomi's reaction to it?

I was kind of expecting a dandelionheart, maybe as a vector for Miyako to get powers maybe not, but this is more interesting. If he's the last survivor, killing him might cause the resurrection, and Japan can hold that over other nations for political concessions? If he's the one they resurrected, why? Hoping that things trigger when he's defeated this time? Hoping to attract new dandelionhearts?

One thing's for sure, if Miyako didn't sign an NDA, she should absolutely whistleblow this. Great start as an investigative journalist!

Speaking of Hachiro, I'm wondering what people think of him now they've met him, since he was almost unanimously voted for?
He's only made small talk so far, so I don't really have an opinion at all. How he reacts to or justifies this in the next update is when we'll start to get a feel for him, I think!
