There's also the question of what the point might be at which Witches start self-purifying back into magical girls purely through being in the same general area as active followers. Though honestly Witch populations are probably already taking a steep decline. (Though we might start seeing some Follower-witches, they're a different thing apparently)

Considering that my High Priest Omake was canon, we've got at least one. Possibly the witches who were never magical girls will purify to be follower witches instead.
 
Seeing that in Silent Hill 1,2 ,3, and Origins god is completely evil, I think he did Silent Hill like that on purpose, and solving your issues is just incidental.

Law and Leadership as a Domains?
Luck at domain 10?

Law functions like Justice or Morality, though the three can start becoming hard rules at higher Domain levels.

Leadership is technically a type of Administration, so it's a 10 Domain, with similar effects, just on people rather than projects.

Well, maxed out Luck is an effective +15 to literally every roll Leto or his Followers make, but each 5 changes how the rolls work. Best of 2, 3, and 4. Basically an automatic reroll of every roll, taking the best, and the +15 still applies, so by the 15, you actually have better odds of critting than not. There's a reason I compared it to Milo Murphy's Law at it's craziest. Even active Fate manipulation from Chaos' avatars has to work to overcome that.

So, since Temples give us automatic Empowerments and Blessings for our followers as something they can build themselves… does Shrines give us a scaled-down version of that? Because I think most of our followers are more likely to be able to build a small shrine in their closets than a full temple, although somewhere with enough followers could manage remodeling an abandoned building and Hiding it so only our followers can find it…

Er, wait, I think I mixed Fate and Luck up. The former gives Bo2 and so on, the latter boosts the range of Luck's benefits. 5 grants a 'teamwork' mechanism which is especially useful for 'adventuring parties' like Puella and Senshi, 10 allows for hard action-reaction things like stars undergoing core collapse to be affected, and 15 starts messing with probability on a universal scale. This works similarly to Nehellenia's Curse, gradually subverting the entire universe towards a goal. If a Follower spent a hundred years somewhere, all of Fate's designs for that planet would be subverted. In a million, you might see a sufficiently insightful mystic trace the hand of fate to that Follower's wellbeing and causes. Chaos and Cosmos can do something similar, but are being blocked by their counterpart. This is combat relevant, because Chaos can use it to force crit fails.

This makes it absolutely crucial for enemies who understand what's going on to keep Leto and his Followers from getting entrenched anywhere. Once they take ground it's effectively lost to an entirely different rule set and laws of physics. Opposition is pointless after a millennia or so, especially if Fate's backing it up. Odds are you'd end up helping in the end.

Every Domain can be overpowered. For example, Vitality 5, 10, and 15 each drop all Wound and Status Ailment levels by 1. Meaning nothing that wouldn't cripple a person can hurt them, and an attack that would be Massive Overkill like eating a tank warhead as a normal human drops through Overkill, Lethal, and is merely Crippling like losing a limb. Combined with Vitality boosting general durability, and a regular human would shrug off anti-tank fire as if they were in Ubercharge in Team Fortress 2.

Intelligence 5 and so on double, quadruple, and octuple the benefits of intelligence, meaning that Followers would have a minimum of a *8 multiplier to their IQs as of 15, ignoring the boost various Domains add up to. Of course, this would make minor IQ differences more or less insurmountable without spacing into, for example, a type of magic that boosts you.

Dexterity does something similar with, well, dexterity. Finesse, reaction times, flexibility. Dexterity 10 would let you spin your head around like an owl without issue, and 15 would let you spin it like a top. Naturally, this is very useful in combat.

So are you going to give us a sneak peek of what high-level Divinity looks like, or leave that as a surprise?

And does it involve being able to go toe to toe with Galaxia and Chaos personally?

Well, the problem is that Chaos has embedded itself too deeply in the Galaxy Cauldron. Chaos currently cannot be destroyed without also destroying the Galaxy Cauldron. Hm, perhaps something can be done to help, though much more divine might is required.

Soul 5 and so on outright give Followers an upgrade to their souls. For most, this is just an order of magnitude increase to mystical power and reserves. For Senshi, it more or less upgrades them to their next stage mechanically.

At 5 all the Senshi would be functioning at their Super levels in their first form and base Senshi selves in base form, at 10, their base forms could be treated like Super forms and their Senshi forms like their Eternal forms. At 15, their base forms would act like Eternal Sailors, Senshi would act like Princess Serenity equivalents, Supers would act like Sailor Cosmos, and I suppose Eternal would qualify as Super Sailor Cosmos. Not-Usagi Senshi will cap here, though her Princess Serenity and Sailor Cosmos levels would qualify as Eternal Sailor Cosmos and Princess Cosmos. Of course, they still have to unlock the transformations, train to use them, as otherwise Galaxia and/or Chaos will take advantage of their massive combat experience and, you know, being specced to do harm rather than fix things, and actually learn to cast their assorted spells. Also, you can expect Chaos to freak out if miss Moon rabbit gains her future self's power early on and start deploying avatars on masse. So, this isn't the automatic win condition you might expect.

Creating small objects like knives or bars of soap will be something Leto and Followers alike can do more or less at will. Well, the former caps out at engine block size/mass instead, and relevant Domains can dramatically improve it.

Materials does something similar, and the two together can apply to most situations. It goes matchstick/post stamp, knife/bar of soap, engine block/small fridge, car/dumpster, house, cruise liner, and Leto can make a city at will with 15 in each. Note that these are not Artifacts or Marvels.

Also, we're not planning on asking what every single interesting domain does at higher levels in order to power game, right?
 
Seeing how broken is Level 15 in a Domain, I think leveling up Hide/Hiding would be a good idea.

Leveling up Divinity, and Soul to level 5 would help a lot.

We should also level up Technology, its related Domains (Do we have Data?), and many other Domains.

I think unlocking Elements to attract mages (not Puella Magi), maybe also Elementals.

Also a reminder that ilbgar123 changed the rules of Omakes so they can't be used to unlock new Domains, and now can only be used to Level up Domains that Leto has unlocked.

Can these enter in a viable Domain?: Void, Wood, Prana (though it could enter in Mana, or Qi; Pneuma could also enter), Eather (could enter in Light, or Spirit), Lava (Though that must be a combination of Fire, and Earth), Nuclear, Radiation, Summoner (Class).

What other Domains enter into Energy Domain
