[X] Plan Know The Problem, Cut The Problem

You are Satori Komeiji, Mistress of the Palace of the Earth Spirits. As your rather on-the-nose name implies, you are also a satori: a type of youkai capable of reading the hearts and minds of other entities with their third eye, which is a specialized organ located on your chest and attached to your body by several cables of nerves and arteries.
Your powers invoke a great amount of fear and loathing from humans and other youkai due to their nature. On the other hand, it makes your rather popular with animals, who can't effectively communicate with people otherwise. To be fair, if you didn't surround yourself with your pets, your existence would be a lonely one. Among your pets are a kasha named Rin "Orin" Kaenbyou -- who is tasked with gathering corpses to feed the fires of former hell -- and a hell raven named Utsuho "Okuu" Reiuji -- a rather dim-witted girl who maintains a nuclear fusion reactor that, through her relation to you, you effectively share joint control over with the Moriya Shrine on the surface.
You also have a younger sister, Koishi, though she hasn't been herself for a long time...
Your primary occupation is to manage the ruins of former hell, though admittedly most of the vengeful spirits haunting that place have mellowed out over the years, plus you've long delegated some of your duties to various pets, which affords you some free time. Despite this, you rarely leave the palace. Instead, you retire to your study to work on your current hobby: Book writing. You've written more than a few pieces of fiction, and even had them published. Anonymously, of course... You doubt anybody would want to read them if they had your name on the cover...
It was this activity that you were in the middle of when you suddenly found yourself falling
through your chair and unceremoniously flopping onto another one in the middle of a dark purple void, with a multitude of eyes staring at you from the abyss in all directions. In front of you is a table, and seated on the other side is one of the Sages of Gensokyo herself: Yukari Yakumo, with an unreadable expression on her face.
Immediately, you attempt to peer into her head, only to sigh inwardly to see the same mental barrier she always puts up in the rare times she does visit the underground personally to check on things. As you open your mouth to ask for an explanation, a startled yelp suddenly jerks your attention to the left, where a white-haired girl dressed in green promptly smacks headfirst into the table, having somehow missed the chair on the way down, before collapsing into a heap on the floor. Curiously, she seems to have a phantom floating next to her...
"Ow..." the girl grunts as she picks herself up, only to blink in surprise when she notices the boundary youkai sitting across from both of you, "Oh uh... hello Lady Yukari. Um, what's this about? Are you trying to surprise Yuyuko-sama again and need my er... help...?"

Please don't be like last time...] you read as she finishes her sentence, causing you to raise an eyebrow in curiosity as you glance between the two of them.
"Oh, it's nothing like that, I assure you." Yukari explains, "In fact, I've summoned the both of your here to discuss something of great importance."
"Oh... W-Wait. Both of us?" the girl blinks, before finally noticing you, "Oh, uh... Hi there, who are you?" [
What's with the eye on her chest? It's kinda creepy the way it seems to stare into my soul...]
"Satori Komeiji, and you are.... Youmu Konpaku, I see..." you answer with a small frown, not even bothering to let her speak the response forming in her mind.
"E-Eh?" [
D-Did she just--]
"--read your mind? Hmm... Well I'm not one to answer stupid questions, so I'll leave that up to you."
"H-Hey!" [
S-So she DID! Oh no, what if she spills all my embarrassing secrets! Like that one time I had a nightmare about ghosts chasing me and I woke up to find that I--]
Yukari clears her throat, "As much as I would enjoy seeing Youmu freak out, I do believe there are more pressing things to discuss."
"Right." You nod, ignoring the remainder of Youmu's mental panic, "So, exactly why did you bring me here anyway? Normally you tend to show up in my palace or send that shikigami of yours when you wish to discuss something with me..."
Speaking of, said shikigami was now entering this odd space through a hole off to the right, her nine yellow tails immediately giving away her presence. You note that she is carrying a pot of tea and a few cups. A quick probe for any helpful information reveals pretty much what you expected: Another mental barrier. At least you tried, you suppose...
"The tea is ready, Yukari-sama." the kitsune, Ran Yakumo, announces, before pouring a cup for everyone.
"Ah, thank you, Ran." Yukari accepts her cup, before turning her attention back to you, "Anyway the reason the both of you are here is because I felt it would be easier to discuss this matter with both of you at once."
"And that matter would be...?" Youmu asks.
"Why, something that could significantly affect Gensokyo's future, of course..."
"Eh?!" Youmu blinks, [
Like an Incident?]
"Please explain." you speak.
"There's been a world I've been observing for some time now, one that lacks a connection to Gensokyo, or even the outside world for that matter." Yukari explains, "However, what is concerning that every month or so it seems to loop in on itself, and this is usually accompanied by a large spike in power, enough to send a ripple through the boundaries of this world and the worlds next to it, which includes our own." she pauses to make sure the two of you are following along, "If this is allowed to continue unchecked, I fear these ripples could get to the point where they could destabilize the worlds they affect, which could be potentially disastrous for us."
"And where do we come in?" you question, noting that Youmu is having similar thoughts on her mind.
"You're going to be the solution, of course. I'm going to send the both of you to the other world in order to put a stop to this... cycle... Yes, I suppose that's the best term for it."
"E-Eh, but why us?" [
D-Does Yuyuko-sama know anything about this? Also, if it's so important, wouldn't it be better to send--]
"--The Hakurei Shrine Maiden?" you finish Youmu's thought, "I agree, we do seem to be quite an odd choice for this..."
"S-Stop doing that!" Youmu frowns, [
Does she even realize how weird that feels?]
"While Reimu certainly does get results, the circumstances make sending her unfeasible." Yukari explains, "The barrier's integrity would be compromised enough without her in this universe, and I would hate to think of the consequences of if she died over there."
"D-Died?!" Youmu exclaims, "How dangerous is this place!?"
"Oh, definitely quite dangerous. There are no spellcard laws to control damage, not to mention there are several potentially lethal entities scattered all over it. I'm afraid to say that death would be a very real possibility over there."
You frown in response, "So this is basically a suicide mission, is what you're saying."
"Oh, heavens, no. The Yamas actually have no jurisdiction where you're going, so I could easily bring the both of you back by manipulating the boundary of life and death with little consequence. Not to mention the temporal anomaly in that world would undo your demise anyway, should it ever happen... In all honesty, you have nothing to really worry about, at least in that regard."
"Why don't I find that any less unsettling..." you sigh.
"Anyway, as I was saying, the both of you were selected because you possess abilities that could be major assets to the completion of the mission. For instance, Miss Komeiji's abilities could work wonders for gathering information."
"Oh. I think I get it now..." Youmu nods, [
Wait, why didn't she mention anything about me?]
"So, exactly what are we meant to do once we're over there, since I'm assuming refusal isn't an option?"
"Well, your objective is twofold: The primary objective would be to discover and eliminate the source of the power surge that occurs shortly before the end of every time loop. However, such progress would be rendered moot by that same temporal anomaly, so you will need to put a stop to that as well. How you two go about this I leave to your judgement."
"I see... Is there any information about this place you can provide us, just so we're not going in completely blind..."
"Well, as much as I'd rather let you figure things out for yourselves, there is one thing..." Yukari takes something out of her shirt and tosses it on the table, closer examination reveals that it's a photograph of a strange creature, staring at the camera with a blank expression.
"What is that?" Youmu questions. [
It looks kinda cute... Kinda reminds me of a rabbit... or is it a cat?]
"I'd say it looks more like an albino weasel with feline traits." you idly comment, ignoring Youmu's subsequent glare.
"It's a creature from the other world that actually noticed me during one of my observations..." Yukari explains, "It's likely that both of you would pique its curiosity, and should it approach you, I
strongly suggest treating whatever offer it makes you with caution. That is all."
"I see." you nod, committing the creature in the image to memory as you take a sip of tea, "So, when do we begin?"
"Well, now would be a good time if there are no objections." Yukari replies, "If Ran's calculations are correct, the last iteration just ended, so it would be the ideal time to insert you."
"W-Wait." Youmu speaks up, "What about Yuyuko-sama? Does she--"
"--know you're here?" you finish her thought once again, causing her to grit her teeth, "I have no idea who that is, but I do have similar concerns regarding my pets and how they would react to my prolonged absence."
"Oh, don't worry, I will make sure they are well informed." Yukari reassures, "As for dear Yuyuko, well, she's already aware. Now, are there any further objections?"
A moment of uneasy silence passes, before the gap youkai claps her hands, "Great. I'll be dropping you in now."
"Um, by dropping us in do you MEEEE
EEEEEEEEEEEE--!!" Youmu yelps as a portal suddenly opens up beneath each of you, causing you to once again experience the feeling of falling through a chair before landing hard on your back on what appears to be concrete.
As you attempt to pick yourself up, you suddenly find yourself colliding with Youmu's back, and the two tumble back to the ground in a tangled mess.
"Oh, and before I forget!" Yukari calls from somewhere above, before something dark drapes over the both of you, "You may need that to cover up, Satori. I may have neglected to mention that the inhabitants of this world are mostly normal humans that lack magical capacity, so therefore you may stand out a bit with your appearance alone."
"Wha--?" Youmu rolls over, throwing off the cover and causing you to yelp in pain as you realize she's tangled in your third eye's nerve cords, "S-Sorry..." she briefly apologizes before looking upwards, "D-Don't I get anything then?! Myon doesn't exactly blend in with a crowd either!"
"Well, I was under the impression that a free floating phantom half would be easier to conceal than a mess of cords connected to a third eyeball. Consider it a test of your resourcefulness, I'll be sure to inform Yuyuko of how well you adapt. Anyway, from this point forward interaction with me will be minimal, so I wish you two the best of luck in your mission."

One painful process of disentangling from each other later, you take a moment to survey your surroundings. It seems you're in a city with some of the tallest buildings you've ever seen, and that you're currently in an alley between two of them, behind a giant metal box which, judging from the smell, contains quite a bit of trash. As Youmu begins to look around in awe at the tall buildings herself, you examine the garment Yukari had unceremoniously tossed over you: It seems to be an ugly brown coat with long sleeves that reaches all the way down to your knees. It would definitely conceal the majority of your eye's cords -- though they may be uncomfortably compressed -- as well as the third eye itself, though the thickness of the material makes you frown. It would definitely interfere with your third eye's effective range if it was used to obscure it... You could at least move part of the coat to expose the eye if needed, but that would sort of defeat the point of keeping it concealed.
You sigh, you'll probably think of something later. Glancing over at your companion for the foreseeable future, you notice that she's currently focusing her attention on the large phantom floating next to her.

Hmm... I could have it float through the ground maybe, but that might get really uncomfortable after a while... Ugh, maybe in the sky somewhere? I guess it would be seen as a weird cloud then... But then it would be uncomfortably far...] she sighs, before checking her swords, [
Okay, still there... Wait... is open-carrying swords even normal in this place to begin with?! Ugh, why does this have to be so complicated...] she glances in your direction, "Why are you staring at me?"
"Oh, sorry..." you fidget, turning your attention back to the coat, before reluctantly putting it on...
...It's every bit as uncomfortable as you were expecting.
With a sigh, you peek around the metal box to look at the entrance to the alleyway, you can see some humans moving back and forth along a walkway, as well as some large metal carriages of some kind that you've never seen before. Learning what passes as normal in this world would be a challenge in and of itself it seems...
Regardless, you feel that you might as well start doing something, so you turn back towards Youmu, who still seems to be fretting on how to best conceal her... phantom half, as Yukari put it, and begin to consider your next move...
[] Leave to survey the immediate area on your own, might as well get a lay of the land while Youmu figures things out.
[] Take Youmu and look for a place to use as a base of operations. You doubt you could just use this alleyway forever, and it would be nice to have place to take off this uncomfortable garment every once in a while... You could probably learn more about the area along the way.
[] Stay here for now, it's not like you have any leads on where to go yet, and perhaps you could use the time to get to know Youmu a bit more and discuss things you won't be able to once you leave the alley.
