Also why does Rome have such a massive advantage? IOTL the defeat at Adrianople decimated the Roman legions and forced a truce. What changed?

He developed internal and external trade, introduced currency among his people and ordered founding of new settlements. He even invaded Rome once, attempt that ultimately failed, but brought him many Roman slaves nevertheless. He is proud of his work. After many years, he can feel that his life is slowly waning. Despite searching and doing his utmost he cannot find a capable heir, who could take his place and keep his realm together.

They are one order, unless you want to plan complicated maneuvers with plans B and C.

You can IC births, nominate heirs, adopt or leave it to me.

1. and 2. Call the Banners(Assuming that pouring both actions into a war plan will make it more susccesful)
Volmund calls his banners, while the levies muster, his household toops and cavalry will begin to launch raids into the Frisian lands, scattering the populace and prevent their own raising of troops. The cavalry will act as scouts and probe the defenses of the Frisians. Meanwhile, the Saxon navy will do the same to take out as much of the unsuspecting Frisian fleet giving us dominant of the seas. Once the remaining troops have been raised, lead by Volmund himself, will lead the 6000 Saxon men into Frisia to destroy this foe and allow Volmund to focus westward.

I am afraid it will not. You can create more flexible plans using two actions, but spending two actions on one thing changes nothing.
 
Deadline for sending orders should be over by now. Rather large number of players still did not provide them. Tell me if need more time or maybe you found the game uninteresting.
