Hmm! Very nice. Lets see now. Actions worth considering, IMO:

[] Fortify the Portal: Cursed, meddling Aeldari. Is there no corner of the galaxy where they have not planted their noisome seeds? Well, they won't gain a foothold so easily here. Build a medium-sized fortress around the Portal, train Gauss Destroyers and artillery on it. Build teleporters and set sentinels. You may lack the necessary skillset to close it, but the Portal shall not be anything but a deathtrap for any Aeldari who dares to prance through it.
Roll: 40. Reward: Webway Portal fortified and guarded. [NEW!]

[] Storm the Portal: Wraithguards! The equivalent of necromancy for the Aeldari, who are said to resort to it only in the direst circumstances. Yet, they are here. There's no talking with them. Storm their position! Smash their weak bodies and retrieve anything you can find!
Roll: ???. Will trigger battle against Guardians of Eternity (150 Wraithguards, 10 Wraithlords, 1 Wraithknight) Army Level: Low. Reward: Portal secured, ??? [NEW!]

[] Pests: With the Array repaired, your scanners picked up the presence of a small flotilla in the system. The ships' designs seem human, but the Eight-pointed Star of Chaos is clearly visible on their prows. They seem to be searching for something. Considering the Mistress' relationship with the Chaotic Powers, it's not too hard to understand what. The Ascendant has a powerful stealth field. Take it and destroy these fools.
Roll: ???. Will trigger battle against Warband of the Red Eye (15 Small Troop Carriers, 10 Light Incrociators, 80 Fighters). Fleet Level: Very Low. Rewards: Prisoners. Chaos material. Chaos human ships. May lead to repercussions if enemies manage to escape. [NEW!]

[] Chart the stars: Sixty million years means that even the stars shifted their course. You may know the general gist of the sector but that's no substitute for real reconnaissance. Send a patrol to take stock of the space surrounding your planet.
Roll: 35. Reward: Knowledge of surrounding systems and warp-lanes, better preparation for enemy raids.

[] Old Enemies: The Wraithguards are strange creatures, belonging only half to the realm of the flesh, but you heard that Wraithknights need at least one living soul to function. Maybe it's possible to interact peacefully?
Roll: 60. Reward: ??? [NEW!]

[] Masks, to fool: You set your path toward heresy and ascension and certain revenge from the near-sighted. But it doesn't need to be so. Fund a new Dynasty, one that exists only to be your catpaw. Elect a Phaeron, set protocols, write glyphs. Making a persuasive facade will need to relinquish some measure of control but it may be worth it. Make a mouthpiece for your hidden voice.
Roll: 20. Reward: Gain a puppet Dynasty to interact with other Necrons and other powers without exposing yourself. Gain a Necron Demi-Hero (Limited Actions as per Lesser Control).

[] Empyrean: The power of Xibalba awaits those with the skills and methods necessary. Delve into yourself and unlock the power within. (Only Xorathis)
Roll: 30. Reward: Second unique upgrade. [NEW!]

[] White Ghosts, Redux: The psychic realm was lost to your race when they took their path into damnation under the vile C'tan. But that's not so for you. With no Star-Vampire to devour the spiritual run-off of your bio-trasference, you retained a greater part of your soul and with it, the possibility to interact with that most dangerous realm known as the Warp.
Roll: 50. Reward: Build a Second Wraithbone Constructor. Improved version of the first. Increase production of Wraithbone. (Only Xorathis) [NEW!]

[] A Heart, to live: The greatest sorrow of the Necrons is that they have gained immortality at the cost of their souls. You dedicated your life to making this right, resulting in the Relief Matrix. Build the first batch. It won't give them back their souls but'll soothe their burden.
Roll: 50. Reward: Unlock Relief Matrices for your Heroes. (Only Xorathis) [NEW!]

[] Awaken the Tomb: The Master Program, so recalcitrant before, now obediently sets all the awakening protocols in motion. Still, left to its device, the old thing will take fifty Pulses before the Tombworld is full operational. Unacceptable! Get to work and force-jump the activation codes or have the damage repaired. Show how Necron mettle can't be replaced by a simple IA. Write in which section you work on [] - (Except Noble Tombs)
Roll: 40. Reward: One section of the Tomb reactivated.
-[] Stasis Crypts: Partially Awoken (Limited access to soldier-level units)
-[] Gauss Vaults: Sealed (No access to reserves of regular arms)
-[] Tesseract Vaults: Sealed (No access to stored advanced weapons and machines)
-[] Gateway Portals: Deactivated (No possibility of troop transfer)
-[] Bio-forge: Deactivated (No production new warriors)

[] Noble Sleep: The Noble Tombs contain Lords, Crypteks and champions of the Dynasty tasked with holding the Mistress prisoner. Now these fools will be made to serve. Still, awakening protocols are complex and lengthy, and having to rewrite the loyalty engrams makes it even more so.
Roll: 40. Reward: Gain one new Hero. [UPDATED!]

[] Worship Death: The fundamental principle of any serious Warp study is that mortal emotions are reflected in the spiritual realm. Having little to no soul, Necrons can't influence it, but the organics can. They already started chanting and praying on their own. Organize them. [Mechanicus]
Roll: 30. Reward: Start of Necron religion. Unlock religious projects. Write in Type of religion and God and/or Gods worshipped. Add details of rites if you want.

[] The Viewing Hall: Mmh, something was being born as immortals watched mortals go about their small, short lives. How about making a habit out of it?
Roll: 30. Reward: Build the Viewing Hall. Bonus to entince Necron Lords to come under your service. [NEW!]

[] Make them at home: A few Skitarii refused to leave and now make their living in the Tomb. They were provided supplies and materials and have built their own accommodations, but there's more to be done, especially about organization and planning. Get down to it. [Mechanicus]
Roll: 20. Reward: The Skitarii form their own Faction loyal to you and start building families. Chance of a Skitarius Hero. [NEW!]

[] The archives of Mournhold are impressive for the planet's size. Maybe Szerakh held more than the Mistress here? Let's discover the Silent King's secret.
Roll: 30. Reward: ???

Portal to deal with, the Empyrean to manage, a need for Bio-forges (for study), and a need for more power to start ascension. Oh, and we have nuisances close by. Lots of wants, with no current fires to put out. My favorite type of turns.

Fraid there is. 6 Hours, bottom of the post. Why weapons for children? Having our captive mechanicus fight seems unnecessary, we have lots of necrons for that. I'd think they'd be more useful for other purposes - interfacing with humans, mainly, maybe research. Or that viewing hall, I suppose.

I think it might help with the flayers cause it mentions skatari in that option as it seems to use them as bait to draw the flayers out

also thx didn't see that

Well the flayer options would involve a sacrifice, with the option of it being skittari - and we don't care how well armed they are for that. If anything, we'd want them to be less well armed - though I'd advise against dealing with the flayed ones entirely right now. Let's not take that card out unless we need it.

Well. forting the gate is a must. May as well punch the chaos, we want it in pain after all
After that. huh. making mechanicus at home would be hilarious, then we have wraithguard diplomacy...
Viewing hall is radical.

fair enough but I feel dealing with the flayers and getting them under control early so they don't case to much of a problem later but I can understand why not dealing with them now is understandable

We don't have to deal with them at all unless they show up as an enemy, in which case we can just shoot them.

(*Mictlan was, in the religious lore of Xorathis' original dynasty, an heavenly place where Gods and the dead convened to live forever. Such myths were popular among the short-lived Necrontyr).
So can we get a short TLDR of the Xorathis' Dynasty's religion/myths/faith before the star gods went and scammed them with soulless immortality?
was it similar to the aztec/mayan/incan/mesoamerican myths because the only thing I know about Mictlan was 2nd/3rd hand knowledge from FGO which itself taking creative liberties being a gacha game

unless trazan had visited to steal everything done some archology and all we have is memories to reconstruct the myths, we should have detailed knowledge of what the Xorathis' Dynasty worshiped

We should get on this if only because the timescales we operate on. Have to get additional factions up and running.

Edit:
--[]Meat and Carrion

Are you sure about that? We don't really have defenses against the flayed virus, nor have we set up production lines for psy-shielding and Heart Matrix. Also, the Mechanicus contingent could use the weapon upgrade for self-defense. They'll need supped up bayonet Lasguns to ward off home invasions.

I straight up do not want the flayers, ngl. If we are planning on using organics in our armies - eventually - that's an incredible anti-synergy.

Saying that sacrificing skitarii Beta really liked is also not really great for maintaining loyalty with her feels a little extra, but it is also true.

Anyway -

I really want relief matrixes. They are our Special Thing, and they are some of the core of what makes Mictlan different from your podunk rebellious necron dominion with a delusion of grandeur.

Besides, Xorathis been awake for 30 years, and we haven't yet done anything to relief the perpetual suffering of Our Dudes. No good. This needs to get fixed.

We must do the religious action and create our organic faction together because they must optimize themselves together. And of course the Observatory, because it can yield important data in the future.

Me too, especially since Rahotamen's situation is so bad right now precisely because he spent ages loyally searching for Xorathis. The first Matrix goes to him without excuse.

Edit:

[]Plan New Mitclan
-[] Pests
-[] A Heart, to live (Only Xorathis)
-[] Worship Death

Well, I chose to deal with the chaos instead of worrying about the Eldar this turn because they are in our system, most likely looking for us and if they come back with information we will have to deal with a huge invasion with only a small (although dangerous) fleet. Our internal defenses are all activated and we already know the location of the Portal, so this can wait.

As I said, I want to help R, do the actions of the organics that should help each other, and create the Observatory, because it would provide interesting data so we can refine our Matrix in the future.

But I don't know what to choose for the last action.

I propose something like this. At home + Noble Sleep are action economy; they give us heroes, therefore give us actions. Heart to live is, well, see above. Worship Death is a matter of making sure that our fleshy children don't make up incredibly stupid practices that we'll need great pains to fix later.

Chaos warbands are here specifically to look for us, IIRC, so maybe we should get them before they discover us. IDK.

[X] Plan: guess this will do
-[X] Xoranthis
--[X]A Heart, to live:
--[X] Old Enemies
--[X] Make them at home
-[X]Rahotamen
--[X]Noble Sleep
-[Ptolomes
--[X]A New War:

[X] Plan: Raise hands
- [X] Rahotamen:
-- [X] Fortify the Portal (but make it inviting - a table and few chairs in case guests are willing to talk :p)
- [X] Ptolomes:
-- [X] Open the Armories: Roll: 0. Reward: Necron Heroes armed with the most powerful weaponry at your disposal. No Action spent. Write in equipment - Eldritch Lance, Harp of Dissonance,Gravity Displacement Pack and Tesseract Labyrinth. (If QM aproves)
-- [X] Chart the stars: Roll: 35. Reward: Knowledge of surrounding systems and warp-lanes, better preparation for enemy raids.
- [X] Xoranthis:
-- [X] Make them at home: Roll: 20. Reward: The Skitarii form their own Faction loyal to you and start building families. Chance of a Skitarius Hero.
-- [X] Noble Sleep: Roll: 40. Reward: Gain one new Hero.
-- [X] A Heart, to live Roll: 50. Reward: Unlock Relief Matrices for your Heroes. (Only Xorathis)

May be micromanagment but want to use our prodigious diplomacy for new nobles. Plus out other two are not friends material.
Fortyfing may be higher priority than pests. Such glaring weakness is not to be allowed.
We need to get a move on closeset systems. Short of sending recon, charting is decent enough.
We can open the armories for free? Can we find some technical gear instead of weapons? at least for now.
Xor making friends is very on brand. So is caring for the older ones.
If we lucky chaos will move on, we have no surface presence so far. Even if they make planet fall, they may even get themselfs killed without our input.
I may aso be biast towards low DC rolls. dunno. Have at it.

There is a chance they will not find us...

[] Ever onward: Roll: 45. Reward: You gain a steady trickle of general information regarding the selected faction. Meeting new characters. Possible knowledge of hidden Tomb Worlds.
On 'to do list'

[] Worship Death: Roll: 30. Reward: Start of Necron religion. Unlock religious projects. Write in Type of religion and God and/or Gods worshipped. Add details of rites if you want.
[] The Viewing Hall: Roll: 30. Reward: Build the Viewing Hall. Bonus to entince Necron Lords to come under your service. [NEW!]
One at a time. Both desired, both funny.

[] Old Enemies: Roll: 60. Reward: ??? [NEW!]
Man, I want to do that, but we have more important things to do.
So long as they can be contained safely.

[] The Scarab Wall: Roll: 60. Reward: Start production of Wraiths, Tomb Stalkers and Tomb Sentinels.
[] Matters of the Dark: Roll: 70. Reward: More powerful Nexus. Slight increase in garrison and Tomb performance. Allow for more facilities. Allows for upgraded Sections.
The backlog and the desire to accelerate things is strong

[] Enemies, close by: Roll: 50. Reward: One tombworld explored safely and/or possible hidden enemies found.
Thsi is probably very smart, may change in the future to accomodate

[] The archives of Mournhold are impressive for the planet's size. Maybe Szerakh held more than the Mistress here? Let's discover the Silent King's secret.
Roll: 30. Reward: ???
NGL I really want this one.

I really want relief matrixes. They are our Special Thing, and they are some of the core of what makes Mictlan different from your podunk rebellious necron dominion with a delusion of grandeur.
Me too. if only we could endulge in glorious research more freely...

Plan: Pests, heart and home
Really do not see Plo being a good fit for this job.
