Sure, but the point is to harden nations around russia to box the Chimera in and limit their impact on the global economy so the world has time to unite against them. Except it's kind of pointless to insistently focus on getting more tools that we are incapable of utilizing immediately rather than focusing on growth. The wiser move is to focus on build up and ask for more stuff later when we are coming close to being able to safely offer up another miracle tech. right now, we'd just go from having two techs we need to hide from everyone to having three instead.
