Though one thing. Your plan is technically speaking incomplete.
One of your cities is in blank.
Do you have one in mind, or am I allowed to choose this one on my own?
Also, as my friend told me when he made his plan; the bolded cities below are not located in Europe.
They are not being affected by the climate, but on the other hand, you don't have to roll to see if they are build, they are auto-pass.
I don't think I have any blank cities? I have 23 cities and 23 names. unless you mean the cost vote which is establishing all 23 cities reactors as being leased at a cost of 1000R?
Damn internet lists failing me. I've replaced those cities with Dublin Ireland, Bern, Switzerland, Helsinki Finland. Let me know if any of those are unacceptable.
Soft golden light poured from chandeliers overhead, casting a gentle glow on the polished wooden floor. Ornate columns lined the walls, and the grand hall was filled with an air of luxury straight out of the 1910s.
Victoria found herself standing in the middle of it, dressed in a deep red gown, the kind of dress that fit her like a second skin yet carried the elegance of a bygone era.
It was exotic, sultry, and regal, an outfit meant to command attention.
And yet, she was alone.
The absence of guests or music made the vast room feel hollow, as though it were waiting for something—or someone.
There was also the fact she could smell the scent of the ocean, making her realize she was on a cruise ship or something.
'I swear if a cable comes and cuts me in half, or a hook comes from the ceiling into my head, I will be pissed.' Victoria though, remembering that old movie horror movie she saw with John and S last week.
Then, a table appeared in the middle of the ballroom.
It was small, made of rich mahogany, with two empty chairs facing each other. On top sat a large glass pitcher filled with golden liquid, alongside two neat rows of small drinking glasses.
Victoria barely had time to process this when another woman entered the room.
She glided across the ballroom floor with effortless grace, dressed in a lavish Edwardian gown, her posture straight, her movements elegant yet strong. There was something familiar about her, Victoria swore she had seen this woman before, but the memory was just out of reach.
Without a word, the woman sat in one of the empty chairs and gave Victoria a knowing look. Then, she gestured to the other seat, an invitation.
Victoria hesitated for only a moment.
Despite the surreal nature of the dream, she felt no fear, no suspicion—only an instinct that told her to accept the challenge.
She took the seat.
The rules were unspoken, but understood.
One by one, they filled their glasses from the pitcher and drank. The liquid was beer, strong yet smooth, its bitterness dulled by a strangely comforting warmth.
Glass after glass, the two women matched each other.
The ballroom remained silent, save for the sound of glasses clinking against the table.
Until suddenly, an instrumental melody drifted into the room.
The notes lingered in the air, carrying a strange weight of nostalgia and sorrow, and yet, it was undeniably beautiful.
Victoria didn't know the name, but somehow, she felt the song.
Glass ten.
Then fifteen.
Then twenty.
Both women were on the verge of collapse, struggling to stay upright. Victoria's vision blurred at the edges, her hands shaking slightly as she reached for her final glass.
Across from her, the mysterious woman looked just as unsteady, yet her smile never faded.
With a final effort, both women drank their last glass and slammed them onto the table simultaneously.
The room fell silent again.
Then, the woman smiled at Victoria with warm, approving look as if she had passed a test.
"At least I know my heart will go on in someone worthy." She murmured.
Victoria barely had time to process the words before—
She woke with a jolt.
Heart pounding, breath unsteady, Victoria stared up at the ceiling of her dimly lit bedroom.
She was back in her apartment; with the night was still dark outside.
She exhaled slowly, running a hand through her hair. "What the hell was that?"
It was just a dream. A strange, vivid dream.
And yet...
As she shifted under the covers, a quiet hum slipped from her lips—unconsciously, softly.
She stopped, realizing she was humming the melody from the ballroom.
It was... catchy.
Victoria frowned but let out a small chuckle as she settled back into bed.
"Weirdest dream I've had in a while." She muttered before drifting back into sleep while the melody of a song, echoed softly in her mind.
Three Days Later – Afternoon
It has been three days since Victoria had that strange dream and she could not forget about it, specially the song.
Hence what she was doing at this moment.
Victoria was currently lounged on the plush couch of the apartment she shared with John, one leg lazily draped over the other as she absentmindedly twirled a strand of her hair.
She was wearing the newest addition to her wardrobe, a silky red sleepwear lingerie she had bought last week during a Victoria's Secret sale with Kora and Eris. It clung to her body just right, accentuating her curves with a mix of elegance and seduction.
She smirked, a wicked thought crossing her mind.
If John walked in right now, would he faint or would he just treat her like normal.
She sighed, shaking her head, not knowing if John acting like normal with what she was wearing should make her feel sad or happy.
On the one hand, she felt happy John treated her right and never looked at her like a piece of meat like other men she met in her years on the job. But on the other hand, her pride as a woman stung she could not make him act like that.
Speaking of John, he had gone out to grab groceries as it was his turn this week, leaving her to enjoy a quiet afternoon at home.
Well, not entirely alone.
S was with her, projected in her usual holographic form; lounging across from Victoria on the couch.
Only this time S was dressed exactly like her.
Same lace lingerie. Same seductive fit only it was in white.
Victoria arched a brow. "Really?"
S grinned. "What? I thought we were having a 'matching outfits' kind of day."
Victoria rolled her eyes but couldn't help smirking. "Cute."
"I know." S said with a wink before shifting gears. "But back to business. I've got the newest version of that instrumental song you heard in your dream. This is the seventh version. Are the lyrics for it ready?"
Victoria exhaled, glancing at the floating HUD screen in front of her.
The lyrics.
While she remembered the instrumental music, there was something in her gut that said that the music needed words to accompany it.
Words she had come up with on instinct, guided by some strange resonance with the melody that had haunted her since the dream.
"Yeah," she said softly. "Let's try it."
The instrumental music began to play, only heard by S and Victoria but from Victoria's perspective it felt like it was around the room; soft at first, then rising into a hauntingly beautiful swell.
Victoria closed her eyes, inhaling deeply.
And then… she sang.
"Every night in my dreams
I see you, I feel you
That is how I know you go on…"
Her voice was smooth, rich, ethereal, filling the apartment with an undeniable presence.
"Far across the distance
And spaces between us
You have come to show you go on…"
The melody wrapped around her like a warm embrace.
She didn't just sing the words. She felt them, as if they had been waiting for her to bring them to life.
"Near, far, wherever you are
I believe that the heart does go on
Once more, you open the door
And you're here in my heart
And my heart will go on and on…"
She got lost in the song, surrendering herself to its emotions, its depth as her voice carrying raw, unfiltered passion.
"Love can touch us one time
And last for a lifetime
And never let go till we're gone…"
Her fingers brushed on the middle of her neck.
She didn't even realize she had done it, as it felt like she was missing something.
Something that felt resonated with the song but did not know what it was.
"Love was when I loved you
One true time I hold to
In my life, we'll always go on…"
As the song reached its climax, Victoria stood up, her arms spreading slightly, her body swaying with the music.
For a moment, it was like she was back at that ballroom; only she was wearing that same red dress while all around the ballroom people clapped for her, with the woman from the dream standing next to a man, both happily clapping for her as well.
And as the final words left her lips, the last note fading into silence—
She felt something shift.
Like the world itself had paused to listen, and then continued to move on.
Victoria exhaled sharply, her hands resting on her chest.
She looked at S, still standing there, eyes wide with awe.
"Well?" Victoria asked, cheeks slightly flushed.
S clapped enthusiastically.
"That. Was. Beautiful."
Victoria snorted, a little embarrassed. "Oh, come on…"
"No, I mean it." S insisted. "You have an incredible voice, Victoria. You should sing more often!"
Victoria let out a nervous chuckle, rubbing her neck.
"Yeah, right. I doubt anyone would care about me singing…"
S tilted her head. "Trust me. You're underestimating how much people love a good voice."
Victoria waved a hand dismissively, reaching for the glass of red wine sitting on the nearby table.
"Whatever." She murmured, taking a sip.
S grinned playfully. "By the way, thought of a name for it?"
Victoria paused, looking at lyrics as a memory stirred—the dream, the ballroom, the woman's final words.
Slowly, she whispered. "My Heart Will Go On."
S smiled. "Perfect."
Victoria finished her wine and stretched.
"Alright, I'm heading to bed," she said, walking towards her room.
She never noticed the quiet figure standing behind her.
==================
John stood frozen, still processing everything he had just seen.
He had walked in, carrying the five heavy bags of groceries he just bought; just as Victoria began singing.
He had watched her entire performance, and he was blown away.
She had no idea how amazing she sounded.
Or how stunning she looked.
His voice was barely above a whisper as he finally spoke.
"Wow."
S appeared next to him, smirking.
"I know."

The now-dubbed "Russian Event" had struck the world like a sledgehammer, sending shockwaves across the geopolitical landscape. Europe, in particular, had borne the brunt of the impact, as its primary energy supplier had vanished overnight, leaving nations scrambling to adapt.
To make matters worse, an unprecedented winter crisis had gripped the continent. Ever since the Russian territory was swallowed by the fog, temperatures had been dropping far beyond expected seasonal norms—especially in Eastern Europe. What should have been a routine winter season had instead become a frozen nightmare, with power grids overloaded and governments struggling to keep their citizens from freezing to death.
The only exceptions were the few cities lucky enough to have Gale Reactors installed. These cities, powered by the cutting-edge fusion technology, had no blackouts, no fuel shortages, and no heating failures. They stood as islands of stability in a collapsing energy market, their warmth and light drawing in refugees like moths to a flame.
Now, those cities were facing an overcrowding crisis as millions of desperate civilians migrated toward the nearest GR-powered hub, hoping to escape the cold.
Suffice to say, S had her digital hands full.
She had been forced to create multiple email accounts just to manage the overwhelming influx of requests from European cities, all begging for a reactor to be installed.
Faced with this humanitarian disaster, you made the biggest decision in Skynet's history.
You declared that all GR-related payments from European clients would be put on pause for the quarter due to the ongoing crisis.
The announcement stunned the world.
Skynet was now hailed as a saint, an altruistic corporate giant willing to put human lives over profits.
Naturally, Skynet's stock surged in response. Ivan, ever the opportunist, capitalized on the stock spike, netting a massive financial windfall for the quarter's budget.
Once again, you funneled the majority of the profits into the Manufacturing Department, with several key objectives in mind:
Final Conversion of the Factory's Last Available Level into a GPL.
Expansion of the Factory to build an additional production level, which would eventually be converted into a GPL as well.
A large-scale European initiative to construct and deploy additional Gale Reactors, ensuring the continent wouldn't collapse under the energy crisis.
Creation of a secret new wing within the factory, designated for the production of the SMA (Skynet Manufacturing Armor) units.
Publicly, you framed the SMA wing as the manufacturing site for a revolutionary new product—one that, like the Gale Reactor, would reshape the world.
While the company was naturally curious, they trusted you. The Manufacturing Department was eager to follow your lead, knowing that everything Skynet had unveiled so far had exceeded expectations.
By the end of the quarter, the final GPL-equipped factory level was complete, and the new expansion floor was nearly finished, progressing faster than expected thanks to leftover materials.
However, the SMA wing was only halfway done, delayed due to manpower being diverted toward the European reactor projects. If all went well, both the new factory level and the SMA wing would be completed next quarter.
Meanwhile, in secret, your inner circle had begun the construction of a third Crying Wolf unit, this one specifically for Victoria's personal use.
By quarter's end, the new Wolf was completed, joining the other two in the hidden storage room, awaiting deployment.
While Skynet was thriving, the same could not be said for Europe.
If you thought the energy crisis was bad, dealing with the sheer stupidity of European politics was worse.
For the past month, you had watched in disbelief as Green Party politicians, radical environmentalists, and bureaucratic red tape actively stalled efforts to deploy Gale Reactors in key cities, citing "concerns over corporate energy dominance" and "nuclear energy is a death sentence for nature".
Death Sentence?!
With people freezing to death?!
At one point, you had to resist the urge to tell S to hack the NAE's nuclear arsenal and "accidentally" level half the continent.
"Damn the Green Party and their stupidity." You thought bitterly, barely suppressing the white-hot rage bubbling inside you.

This quarter, the R&D Department received only a modest portion of the budget, just enough to maintain normal operations. However, instead of focusing on new experimental projects, you redirected the bulk of their manpower toward assisting the Manufacturing Department, ensuring the proper installation and integration of Gale Reactors across Europe.
Behind the scenes, however, Kora and Eris continued their personal project whenever they had the opportunity, the development of Armstrong Nanites.
While their contributions were invaluable, the majority of the workload fell upon S, who was tirelessly sifting through vast amounts of data to identify a functional nanite code that could bring the Armstrong Project to life.
Despite their dedicated efforts, progress remained slow and uncertain. At this stage, there was still no estimated date for live testing, as the technology remained incomplete and required significant breakthroughs before it could reach a viable prototype phase.

Final Notes & Observations
Germany's near-total rejection of Skynet technology raises concerns over long-term strategic planning in the region and stability of the population.
Environmental movements continue to interfere, despite the worsening energy and climate crisis.
It was noted that Italy at first was going to say no to the GR's but a week later, all of their Green Party politicians and supporters were found dead in a series of accidents or frozen due to failure of power. Replacements quickly called Skynet for the GRs and were constructed in record time.
The same thing has occurred over at the UK where Green Party politicians and supporters suffered the same series of events as those of Italy.
Ukraine is the most proactive nation, with multiple cities fully embracing Gale Reactor installations.
Odesa's decision to double down on GR infrastructure may serve as a model for other nations seeking energy independence.
Recommended Next Steps
Monitor ongoing crises in anti-reactor regions to evaluate potential policy shifts.
Continue diplomatic efforts to educate decision-makers on the long-term benefits of GR installations.
Prepare contingency plans in case certain nations experience severe winter-related casualties, forcing their hand.
Increase security around newly installed reactors, as political opposition could turn into physical sabotage attempts.

You honestly thought that the sheer stupidity of 'Green' Europe would be the only migraine-inducing issue this quarter.
Turns out you were wrong.
And this time, it hit much closer to home.
When considering new avenues for Skynet's business expansion, you decided to follow Eris' advice and enter the pharmaceutical market. With the GPL, manufacturing rare and expensive medicines in bulk would be trivial, allowing Skynet to sell these medications at an affordable price while still making a significant profit.
The initial plan was to start small, avoiding unnecessary attention. A simple, high-quality painkiller was selected as the first product—something safe, effective, and easy to produce.
At the same time, you leveraged your contacts to check if DARPA had any ongoing projects or contracts that Skynet could take on. Not only would securing a DARPA contract bolster the company's credibility, but it would also help establish relationships that could prove invaluable when revealing the SMA, Wolf, or Raptor to the world.
Unfortunately, both avenues hit major roadblocks.
Eris, having the most experience in corporate compliance, personally handled the licensing process. She reached out to both the NAE and Commonwealth Licensing Authorities, submitting all required documentation for Skynet to be approved as a pharmaceutical manufacturer at both local and federal levels.
The response? A flat-out denial.
The reason?
"Your company is classified as a computer manufacturing entity and, as such, is ineligible to obtain a pharmaceutical manufacturing license at this time. You may reapply in several months."
Bullshit.
It was a ridiculous excuse, considering that Skynet had the facilities, resources, and personnel to quickly change to handle mass production of pharmaceuticals better than half the approved manufacturers on the market.
This wasn't just bureaucratic incompetence, it was deliberate obstruction.
Eris was livid when she informed you of the decision. "I can guarantee you that some corporate interests didn't like what we were planning. Someone pulled strings to shut us out."
As for DARPA, the response was just as infuriating, albeit more subtle.
You received a message stating:
"At this time, no new projects or contracts are available for companies at Skynet's current clearance level."
Translation: You're not in the club yet.
This was especially frustrating because DARPA had always been on the lookout for cutting-edge technology, and Skynet's the sole cold fusion provider in the world.
Yet, somehow, Skynet wasn't even being considered.
With both the medical and defense initiatives blocked for the time being, you were forced to play the waiting game.
And time, as you were beginning to realize, was becoming a scarcer resource with every passing day.
