I think that it would be useful to get started on establishing an infantry school now, we can postpone forming a naval service to when the point from the Carabinieri Oversight office is freed up.
 
Are options from previous turns to form a proper separate Navy still available, in case an argument for that comes up?

I don't think there's actually a significant efficiency advantage to waiting to use the Carabinieri point on the carabinavy? We get the point back next turn anyway, and if we get the navy started this turn we can use the Carabinieri point to do other actions to make it better. This way we at least see those options sooner.

Is Reewiin staying in the League of Nations? I hope so.

Anyways, my thoughts are that we should pick one of these two:

[ ] Increase Funding: Type 3 - By funnelling additional investment towards the Type 3 project, it may be possible to have a prototype ready faster.
[ ] Marksmanship Training - With an average of twenty rounds per man per year, marksmanship is of very poor quality. Regular range training will begin to improve this, not only for the infantry but for the cavalry and artillery too.

The Type 3 project moving faster is good in that it gives us a domestic MMG; we can also fit it with AA sights to kill two birds with one stone (in addition to buying more 13.2 mm guns). The marksmanship training was almost picked last turn and helps address some issues we have, so it seems an obvious choice as well. If possible I'd like to extend the marksmanship training to the Carabinieri, but that may be too much for half a point.

I would have included the Infantry School, but I am not comfortable with asking for Japanese assistance. Japanese training was notoriously brutal, iirc, and not particularly effective for that. Tensions are high between Reewiin and Japan, so that's another reason to try and avoid their involvement. It's also likely to instill similar ideas in our soldiers, and quasi-Japanese military culture is the last thing we need.
 
I assume that if we take one of the DCIRRO options, it's using 'army' in the general sense and will still include ideas and recommendations involving the Carabinieri and their naval service as well as the main army?
 
Since studying Ethiopia, Italy or Britain is noted as long term will choosing one of them require constant investment or will once be enough for a few years?
 
My inclination is to do one of the DCIRRO options, especially Britain, since I think more study of how we frustrate a superior enemy is something we would benefit from. I'm wary of using this spend on something more directly relevant to our near future plans because it's going to be effectively slowed down - taking a year instead of six months - and so anything following from it will be delayed.
