I'll be utilizing a fan made table top RPG system by a user over on Reddit by the name of TCChaos, with some modifications to make it fit or better suit the scenario.
Worst case scenario, I shall look into some back up systems. Obviously I don't quite think that any will be perfect per say, but that is what it is.
It runs PL as character experience, which makes sense though obviously with this being a quest and not a tabletop session, that will rule out 'Character Levels'.
It runs dice rolls on a d10 system, requiring as many rolls per ability level up against the passive or opposed check.

Logic, being taught by a mentor if the situation applies, possible theorizing and application.

Course beam attacks exist. That's what most characters use.
No idea how we'd logic the Kaioken.

Yes, it was invented by a Saiyan on Planet Tarble.
Not to say that a Fleet Saiyan hasn't stolen the idea, just not a great idea for an untrained Oozaru upon a ship in space.

Character Generation.
You are the son of the great Mira Tarble, the heir to the throne of the Planet Tarble, conquered in the name of the Saiyan race! Due to this, you have been graced with as much training as your mother has been willing to subject you to.
Due to both your age, the amount of training you have been allowed, and the skills of your current mentors, your current power level is sitting at 250. Not the highest of the Saiyan Elite, but you are still a mere child in comparison to the warrior Kings and Queens in your vast lineage.
Your determined nature has allowed you to throw yourself at various tasks in life without a second thought, and whatever the task, you will succeed. Or at the least, your arrogance allows you to think so.
You are also a beloved figure amongst your people. Well known, and adored by the Tarble Saiyans, although there are indeed those who wish to see you fail. And naturally, being so well known has lead the Admiral to have his gaze set upon you. He is watching your career with great interest.
Your life, however, is not without imperfections. The selection of you as the middle child as Heir to the Throne has sown a rift between yourself and your two siblings. You are unsure of if this rift can be patched, and part of you cares not for them.
Your training has left you competent with the most basic of ki based attacks, as well as a decent skill with unarmed and pole arm based combat. You also have been trained how to handle and respect blasters, scouters, and various other tools deemed necessary for the future King of Tarble. You shall begin the quest with the basic knowledge of the Gallick Gun, as well as a Fake Blast which is used to blind his opponent.
You may select two abilities/skills from below that you have learned the ability to use.
[ ] Double Sunday - A powerful wave of ki shot from both hands.
[ ] Lazer Eyes - Fire a burst of ki from your eyes at your opponent.
[ ] Skilled Unarmed - This will make your unarmed combat better and easier. You have more experience, heightened reflexes, and can tune in on tells much faster.
[ ] MiraDay Special - An attack taught to you by your mother which involves the use of ki as well as hand to hand combat. This attack requires a blast of ki shot at your opponent followed up by a spinning kick and then a final ki blast at them as they are knocked through the air.
[ ] Telekinesis - You have been trained how to manipulate and move objects around with your mind. You would start of weak and unable to manipulate most people or life forms with a similar power level.
[ ] Deadly Dance - An attack based entirely around kicks. It requires pin point accuracy and is unique to your trainer's instruction.
When in combat, how do you prefer to fight?
[ ] Melee - You will default to using your unarmed attacks in a fight, going in close to your opponents. This will allow you to be able to take much more punishment, as you've learned the ability to harness your ki into your body which allows you to absorb more damage.
[ ] Ki Combatant - You will default to using energy blasts and facing off against your foes at range. This allows you to have focused more time into ki usage, and will start you off with the ability to fly.
While training thus far, you have only had the time to train either your tail or your Oozaru transformation itself. Which one?

It is almost identical to plan 1 with the exception of telekinesis replacing Double Sunday. I have chosen this to further aid in melee combat. While it would start off weak it would allow us to momentarily stop or slow down a block or oncoming attack giving us extra time to respond. We could also control our body better by manipulating it or the air around us. This would allow us to stop ourselves from over committing etc. Eventually it would get strong enough to stop incoming projectiles, reset any broken bones, help us with science, and more. It many also be an"in" into the more magical uses of ki such as magic materialization and many many more abilities. In conclusion, while it provides less outright damage it allows for much more versatility, something saiyans and fighters in dragon ball usually don't have.

Could be caused by Ki cannibalizing itself as well as body fat and other stored energies (like glycogen) within the body to strengthen itself.

My logic for Oozaru over Tail is that we can train our tail any time, any where. Where as we cannot safely train our control over the Oozaru form, which could be dangerous without someone around that can keep us in check.

Okay a little late to the party but here's my goal. On the combat side the plan is to obviously make him Melee oriented as to have his unarmed skills boosted and giving a special move that also works off of it and having the neat bonus of being his Mother's move.
As for why I chose Oozaru over tail, It's mainly do to the fact having control over the only form we'll probably have for awhile will be nice and the tail weakness even can be atleast somewhat lessened in belt mode wih being less easily grab able. Plus as a bonus to grab our tail they'd need to get close to the heavily CQC Spec'd Saiyan, which probably not a good idea.
Now for Personality I just thought it'd be amusing to have a guy who's super prideful while letting everyone know it, however being able to communicate and genuinely understand with everyone.
