While combat experience and williness to fight would definitely be an important part of being a member of the Patrol, the idea agent would be something closer to the skills needed in the Special Forces (who are often hated by the main military for the same skills that make them useful).

Admittedly Monado plays the role a lot different to our world (and his Chronoa is a lot more flexible about people screwing up their own timelines out of boredom), but ideally a good Time Patrol Agent should have many of the skills needed to be a good Time Breaker, just enough to have people worried if they stay out of contact for two long. Someone that can be trusted to work almost like Chronoas 'proxy', with an almost Inquisition like mandate to do what needed to be done (say if a PQ was made where Goku didn't die against Raditz) but also can be accepted to submit themselves to full oversight afterwards, with plenty of shrinks available.
So they'd need both Matos and Cynthia's, and not just a bunch of people with hammers who might decide their job would be easier if they simply smashed the other temporal powers and took away their time machines. (or a bunch of Chronoa worshippers who might do the same thing).

Wait a minute. I respect @KnightofTempest as I've worked with him on other RPs before (in fact, he was in my first roleplay ever), but what about all the other applicants from earlier? Did Lungshaohan really beat all of them out?
I use it in my quest. It's very straightforward and thus easy to use as a GM or QM. I am considered the local authority on it, as such. As follows:
Saiyans can train their power level to 15 million. They begin experiencing diminishing returns starting around 7.5. Under BoD, achieving SSJ gives you a flat 145 million boost. This is a distinct and deliberate departure from the typical x50 modifier on the part of the guy who designed the system. This boost cannot be conventionally trained, and cannot be modulated; once you transform, you always have at least that 145 million. Achieving SSJ also raises the power level cap in the base form to 70 million -- thus, the highest a basic Super Saiyan can train themselves to is 215 million -- 70 in base, 145 from SSJ, with a combined total of 215 while transformed.
The bulky forms Vegeta and Trunks achieve in the series (ASSJ and USSJ, respectively) function as x1.5 and x2.0 multipliers of the SSJ boost, and allow slow improvements not only of the base form and its cap, but of the SSJ boost. However, they come with disproportionate endurance and speed penalties, rendering them ultimately counterproductive.
The other path, mastering the Super Saiyan form as Goku and Gohan did, is not only much faster than the bulky forms, it is noticeably more effective. Mastering the Full-Power version of Super Saiyan raises the base cap to 375 million, and increases the Super Saiyan boost to 750 million, for a total transformed power of 1.125 billion. FPSSJ, unlike basic Super Saiyan, can be modulated. The user may set the boost at any point from 145 million to the full 750 million, and may vary their base power as normal. The 145 minimum, however, remains. FPSSJ not only has no speed penalties, it is as effortless to maintain as base form -- you can't sleep in it, but anything short of that is no effort at all.
Super Saiyan 2 replaces the Super Saiyan boost with something better. It's not a matter of amping up SSJ; it takes away SSJ and puts SSJ2 in its place. SSJ2 functions as SSJ, but is always twice as large as whatever the wielder's SSJ boost is. Thus, a FPSSJ who ascends to SSJ2 will have 375 million as their base power level and gain 1.5 billion as a Super Saiyan 2, for a total transformed power of 1.875 billion units. SSJ2 does remove the effortlessness of FPSSJ, but has no speed loss and raises the caps on training the base form again. SSJ2 can be mastered like FPSSJ, but takes far longer.
That's about as much as is relevant at the moment.
Luke is a well built young man, possessed of a healthy body and regularly maintained fitness, due to his time in the Red Ribbon Army. Slightly dark red hair adorned his head, while blue eyes are fitted into his sockets. Usually wears a combination of a blue overshirt of some description, with a darker colored undershirt for contrast. Also wears a bandanna, yellow scarf, and white pants, brought together by a belt with a brass colored buckler. Overall, he appears to be rather untested in the field of combat, due to a lack of battle scars and overall 'smoothness' to his skin. Keyword being 'appears to be'. He is, after all, a hardened veteran of a conflict twenty years old, and a soldier against the extinction of life in his timeline.
There are a few odd markings on his neck, though, though he claims that they're from something else entirely unrelated to combat.
Luke's real form, even if he doesn't prefer it to his human form. If one were knowledgeable about the events of the world, and history in general, one would realize that this form greatly resembles that of the monster Cell, in his Perfect form. There really aren't many differences in the form, save for the fact that purple has become the more prominent color, and what was once purple on the body has become a reddish-brown in tone. Other than that he appears to be exactly like Cell; Carapace, strange shoe-like feet (which are really armor plating over the feet), 'wings', the works.
When Kaiser Form is assumed, Luke's body turns black, with gold scaling on his arms and legs, while two golden wings of energy flow from his back.
This is the form of a Bio-Android who has only just been created, one that was built from a human body and molded into that of a warrior to better combat a terrible threat. In this state, Luke's real power level is released, along with granting him access to the full might of his psychic abilities.
His body is covered by a sickly-purple looking almost carapace-like armor, he lacks a conventional mouth, only has three fingers, two toes, and generally looks like a monster. He possesses the infamous 'absorption tail' as well, which allows him to impale beings and drain them of their DNA, Ki, and overall power and add it to his own. Originally designed as a way of turning the power of the Super Saiyans he was created to destroy against them, while creating an even more powerful soldier of humanity. Can be used on other beings as well, though he finds the idea repulsive and nauseating.

Combat Style:
Armsbearer Style/War Mind: The style of fighting Luke was taught as part of the Experimental Soldier Program, utilizing the weaponry of humanity's past as inspiration for the martial arts of the future. Roughly speaking, this can be divided into two different 'Groups' of Styles; Western Arms and Eastern Arms. These styles, based on noble arms such as the humble straight-sword of knights, the noble katana of samurai, and many more, bring together the early years of human warfare and turn it against those that would seek to destroy them all.
Western Arms focus on short to mid ranged combat, mixing Ki with Martial skill to create a well balanced blend of offense and defense. It has a number of techniques able to strike farther with each blow, though lacks many ranged moves, of which only one has any decent area coverage. Western Arms focus on conservation of movement, smart and effective use of Ki, and cutting through less dense Ki attacks and barriers.
Eastern Arms are somewhat odd compared to the straightforwardness of Western Arms. It is a style more focused on putting distance between the user and the enemy, utilizing a technique known as 'Wave Extension' to carry to force of their strikes across great distance. Though they share similarity with Western Arms in the sense that they too focus on efficient and conservative use of Ki and Martial Arts, they accomplish it in a different way. Western Arms are about engaging at close range, while Eastern Arms do so from a distance. Notably, they also lack many kinds of 'Ki Projection' attacks.
Finally, while not part of the Armsbearer Style per-say, and not even really a 'Style' of its own, Luke's own personal skill in the Psychic Arts has been mixed in as well, simply called War Mind. Perhaps due to his training, Luke is able to manifest psychic blades that he is able to telekinetically control, razor sharp and able to pierce through Ki-based techniques with ease, due to their construction and focus on cutting and piercing, along with one other special power. Luke is able to tap into this power to enhance his normal strikes as well, though doing so taxes his mind as well as body.
Recently, Luke has discovered a breakthrough; The ability to combine Ultimate Weapons together to create something more. This is a power that has great potential, and has already been used to discover something beyond belief...
Sword: Techniques preformed with the hands and arms, generally with thrusting or swiping motions. These techniques are designed for close-range, and thus have a very high 'Density' of Ki due to not being needed to be projected out. Sword techniques are designed to cut through and pierce through other Ki techniques, as well as easily rend flesh and bone. Eastern Sword techniques are similar, but focus more energy along the 'edge' of the blade for more powerful slashing techniques.
Iaiken: A specialized technique that makes use of the 'Iai' method of ages past. As the Armsbearer's limbs have become Swords, a new sheath is needed. Usually this can be something like the pockets of one's clothing, though practitioners are able to use Ki to increase the resistance of the air around them to accomplish a similar effect. Allows for lightning fast, very heavy, long range strikes. Does poorly in close range, though, due to not being able to build up speed and momentum as easily. An Eastern technique.
Sword the Balmung: The 'Ultimate' technique of the Sword line. Balmung embodies the concept of the Sword, a short-ranged weapon of skill and power. Unlike most other Sword techniques available, Balmung actually projects a bladed Ki construct from the user's hand, roughly two and a half feet in length. The blade is densely packed with Ki, increasing its destructive power greatly, and is able to be repaired so long as the user has the Ki to do so.
Sword the Masamune: The Eastern counterpart to Balmung, Masamune's usage is as different to that blade as the Eastern Swords are to the Western Swords. While Balmung is meant for extended combat, able to be repaired and reused multiple times by its user, Masamune is different. It embodies the concept of 'The battle ends in one stroke,'. On its own, Masamune creates a highly condensed and ridiculously sharp blade along the user's arm, and increases the user's speed for one, singular attack. Enough that most targets never realize the blade was drawn at all. A long range, highly accurate, devastating sword strike, fully capable of cutting through multiple mountains in a single blow at range.
When utilized with Iaiken, this move further evolves. The speed becomes so great that multiple strikes with one swing of the blade becomes possible. Further, it lacks the usual weaknesses of Iaiken, while also being even deadlier at range. Allows for the use of more advanced Sword techniques. Utilized without Iaiken, Masamune grants a 5x multiplier for that one singular motion. When used with Iaiken, that bonus doubles to 10x.
Lance: Lance techniques resemble Sword techniques in some manner, though unlike them, they concentrate the entirety of the Ki used in them on the 'tip' of the Lance, notably the hand. This greatly improves the piercing power of the techniques, though does leave the rest of the arm somewhat vulnerable. Lance techniques are initiated by drawing the arm back and thrusting forward. Eastern Lance techniques are similar, but focus on limber movement and using the whole arm in the attacks as well.
Lance the Rhongomyniad: Rhongomyniad, or more commonly called Rhon, is a Lance technique that adds its own 'spin' on things, metaphorically and literally. Rhon doesn't simply condense and form a blade of Ki on the hand, it spirals it to amplify its piercing power even further. Rhon is also capable of further launching a spiraling drill of force after it is thrust, making it one of the few Western Arms techniques to have such a capability.
Lance the Kel: Kel is an odd technique. At first it might not seem like anything special, especially compared to some of the other Ultimate Weapons, but regardless, there's a reason why it's here. Kel's special property is draining the Ki of enemies to empower itself. Simply being in contact with Kel is enough to drain power from the enemy, adding it to the Lance's own power. If Kel manages to wound an enemy, those wounds begin leaking Ki, which Kel can also absorb. The more damage an enemy has sustained from Kel, the faster the enemy's Ki is drained, increasing the piercing power, durability, and range at which it can strike. Kel is especially good at piercing through enemy Ki techniques and adding those to its own.
Axe: Axe techniques are used with the legs, and could be considered a counterpart to Sword techniques in a way. Axe techniques focus on overwhelming power and speed, relentlessly attempting to split the target in twain. Generally used with the heel, though they are able to be used with the ankle as well. They preform a similar function to Sword techniques, only heavier, harder, and faster. Eastern Axe techniques also allow for the further focusing of force behind a point or crescent shape, usually using the whole of the heel and bottom of the foot or the tip of it.
Axe the Labrys: Labrys is the quintessential Axe technique, a kick of unrivaled power and destruction. Labrys' special quirk is the capacity to fully cut through whatever it strikes, be it the slightest of nicks, or a full on hit. Even a single strike of Labrys can fell the tallest of foes. Useful for fighting giant enemies.
Axe the Parashu: Parashu is to Labrys as Labrys is to 'Fuck you giant enemies!'. It it similar in concept, yet different in execution. As an Eastern technique, it is of course able to strike at farther ranges due to Wave Extention, but that alone is not why Parashu is an Ultimate Weapon. Parashu, in essence, is an Axe capable of inflicting wounds that are unable to be regenerated from. Its Ki contaminates the wounds it creates, splinters and fragments dug deep into the target's body, which react negatively to enhanced healing of any kind. Not only does it prevent regeneration, it also causes further damage!
Spear: Spear techniques, like Axe techniques, are preformed with the legs. These could be said to be the counterpart to Lances. Spear techniques are, similarly focused on concentrating all power to a single point for one destructive thrust, though Spear techniques are somewhat faster, and certainly hit harder. Spear techniques easily make use of the full weight of the entire body, allowing for extremely powerful blows. Eastern Spear techniques make use of 'odd' designs at times, such as multiple pronged (and thus multiple strike) spears.
Spear the Gungnir: Gungnir, the ultimate Spear. Gungnir is a kick of immense power, not only capable of piercing massive holes in a target, but also causing them to be battered by intense pressure waves. This causes additional damage, along with launching the target at high speeds.
Spear the Gae Bolg: Technically a technique that Noah, Luke's 'shadow' developed and knows, but Luke stole it from him on at least one occasion. Gae Bolg is a strange technique, seeming to be a simple kick at first... Before the fact that the Ki that makes it up splits off and explodes into tiny 'spears' inside the opponent's body happens. Rather difficult to dodge, and hilariously lethal if it lands.
Hammer: Hammer techniques are, notably, able to be used on either set of limbs. Hammer techniques are, like their namesake, focused on powerful, crushing blows. Instead of piercing or slashing, these techniques are meant to simply go straight through the target, smashing through all resistance with ease. Though slower compared to other techniques, in terms of pure power, Hammer techniques are likely the strongest of them all.
Hammer the Mjolnir: Mjolnir is an odd Hammer technique. Unlike other Hammer techniques, it actually is reasonably fast. On top of that, Mjolnir is one of the few Armsbearer techniques that actually has an 'element' to it, per say. Taking after its namesake, Mjolnir generates lightning when used, imbuing its mighty strike with the power of the storms, mighty thunderclaps trailing after it as it is used.
Arrow: One of the three 'normal' proper ranged techniques available to Armsbearers. Arrow is the weakest of the three, creating a thin, wedge shaped projectile to shoot out, normally used with a punch. What it lacks in pure strength, however, it makes up for in speed, and the ability to be rapidly fired en mass.
Arquebus: Arquebus is the second projectile, and creates a small, spherical bullet of Ki. Stronger than Arrow, and even faster, but lacks the ability to be fired nearly as fast.
Cannon: The final projectile attack, Cannon produces a large, body sized projectile of Ki that is more aligned with 'typical' Ki attacks; Large, powerful, and it even explodes! It is, however, the slowest, and most unwieldy of all the projectiles, and even techniques, though. Requires proper set-up to use effectively, even if it is excellent at what it does.
Breaker Cannon: A modification technique utilized with Cannon, based off of Luke's observations on other fighting styles. After having investigated both via normal means and via observing others with both his Ki and PSI senses, Luke has been able to craft a modified version of Cannon to fill up certain gaps in his arsenal. Breaker Cannon starts off as a normal Cannon, with Luke creating an energy sphere roughly the size of his body. Breaker Cannon diverges from that point. Luke crushes the energy ball down and condenses it into his hand (or hands, if he's using two), further empowering and adding to the technique, before releasing the energy in a devastating stream of destruction in a targeted area. Due to being a modifier itself, Luke, theoretically, should be able to use other variants of Cannon with this technique.
Cannon the Big Ben: Another technique of Noah's. Somehow, he created a Cannon technique, which Luke never learned, but... He can't really call it unappreciated. Big Ben is an outrageously powerful attack, which fires a Final-Flash-esq blast off to obliterate everything in front of it, while the sound of a bell tolls. Hilariously powerful, but it kinda leaves one rather spent.
Combined Weapons: The specific style of 'Armsbearer' developed within Luke's timeline is a relatively recent creation, and as such, new things are being discovered about it quite frequently. Combined Weapons are a strange phenomenon not entirely understood yet, but when one of sufficient skill, power, and compatibility utilizes two different Weapons at the same time, an entirely new power can be created, inheriting the strengths of the component skills and becoming something else entirely. It is unknown how this happens on a precise level currently, but those who master this new power have the potential to carve their own legends in the annals of history...
Ascalon: Spear/Hammer combo. Takes the power of Gungnir and Mjolnir together to create an extraordinarily devastating single hit, compressing all the lightning energy generated by Mjolnir, focusing it into a single, tight line with Gungnir, and unleashing it as an overwhelming strike that destroys everything before it. While the initial hit is aimed toward a single target, the sheer amount of Ki packed into Ascalon causes it to obliterate anything near the point of impact as well, causing a massive blast wave of power that emanates from the target. A Weapon of overwhelming disaster and destruction, capable of annihilating everything it comes into contact with.
Along with normal things every psychic has such as Telekinesis and Telepathy, Luke possesses several special 'tricks' that he has developed.
Psycho-Blades: An application of Psychokinesis, and a strange one at that. Fashions Psychic energy into practically invisible blades that are wicked sharp. Luke controls these telekinetically, and can forge a number of them at a time. Requires micromanagement to effectively use them, though Luke is aware of where each of them is at any given moment. Can construct twenty blades at a time in human form, forty in real form, and two hundred in Kaiser Form.
The Gates: Luke's other special trick is his ability to tear open 'gates' in space-time that are connected to different points in space. Luke's control over this ability allows him to pinpoint exactly what specific Gate will open to what specific Point, allowing him to more easily control the field of battle by opening up Gates and shunting attacks through them, both to get an early drop on the enemy, or simply disrupt them by throwing their own techniques back at them. Can also be used for travel. Exact distance the Gates are able to extend to depend on how much power is put into them. Closer things are naturally easier to open to than far off things. Can create Gates anywhere within a two hundred-meter radius in human form, three-hundred and thirty meters in real form, and sixteen hundred and fifteen meters in Kaiser Form.
Black Breaking: Time and Space, two intertwined yet often separated concepts... And one of Luke's specialties in twisting and contorting. Black Breaking focuses on the latter of the two, seeking to rend and smash Space itself with raw power. This ability allows Luke extremely fine and devastatingly powerful control of gravitic forces in his immediate area, skin-tight for all intents and purposes, most often focused on his hands or feet. It's effect is simple. When utilized, the areas Luke is concentrating on turn a black, black color, causing it to look strange to the normal eye, as all light is absorbed into it. Upon contact with something, two things may happen. One may be repelled by immense, crushing forces, causing massive damage to whatever was in contact with it... Or they will be shorn apart at the molecular level, ripped apart by intense gravitic force. Luke can somewhat tweek the effect, causing it to suck in attacks or whole-sale punch through things much larger than him, but that is the extent of that. Black Breaking is a ridiculous concentration of gravity that can either pull things in or repel things with awesome power. It can't exactly be projected, however, limiting it to melee-range... But for what it is? It's an immensely powerful tool for Luke's melee options.
Other Techniques:
Kaioken - Luke has studied with Cynthia and obtained the basic level Kaioken, allowing him to multiply his own Power Level by a factor of up to eight for a time, effectively octupling both his physical and Ki based stats. He is also able to utilize higher multiplier levels, but, due to the level of skill he currently is at, he's only able to maintain them for a few seconds. Regardless, though, this definitely is a useful skill to have access to, even if it's one he probably won't be too heavily relying on. When utilized, Luke's body and aura are tinted red.
Stance Zero - Imperfect World of Silence - ... There are... Glimmers, glimpses of something- Something that only Luke has been able to see. In the deepest depths of his mind, in those moments where all thought seems to flee him, he can see... something. ... Within those moments, his body, mind, and soul seem to move with even greater power and force than even he could imagine, at the cost of strain upon them all. This power has not been developed to even a fraction of the potential it has, but... Luke can, at the very least, call upon some measure of it in battle, now. ... One wonders, though... What lies in the heart of silence? Stillness? ... Nothingness?
Perfected Kaiser Form: Luke's first transformation. Can only be utilized in his true form. Luke's body takes on an entirely black sheen, with golden scales adorning his hands and feet. Wings sheathed in glowing golden energy rise from his back, radiated power outwards. His power level increases even higher, and his Psychic abilities are multiplied by a factor of five. It is an extremely powerful form, akin to Super Saiyan, but it does have its own quirks and drawbacks, unlike the Super Saiyan form. Luke has Mastered this transformation, following his conflict with his inner 'Shadow', Noah, allowing him to use the full power of this transformation.
Reichsritter Kaiser Form: A 'side-grade' to the original Kaiser Form as it were, Reichsritter Kaiser takes the user's Psychic power and channels it into their body, tripling the amount of Ki the Transformation gives, massively improving their physical capabilities, as well as turning the user a stark white in color. However, this use usage prevents any active use of Psychic power, as well as putting a fairly huge strain on the user. Powerful, but situational. It does not, however, suffer from the loss in movement speed that a similar 'weighted' transformation gives, such as the Super Saiyan variant.
Form V: A form unique to the Arcosians, and a power that surpasses their base by a pretty decent amount. Form V changes Luke's body to become a lot... Edgier, figuratively and literally. Organic blades sprout from the sides of his forearms, his face gains a 'mask' of sorts, and he bulks up by quite a bit. Doubles his power level, when activated. Surprisingly easy to maintain as well. Can be utilized alongside the above forms.
Skills:
Telekinesis: Although it is fighting-grade telekinesis, Luke's control over the skill allows him to use it for non-combat tasks as well. Handy for doing pretty much everything. Recently, Luke's ability with this skill has shot up even higher, allowing him to trivialize many different aspects of combat as well as non-combat life, assuming the opponent can't shut it down.
Telepathy: Due to his nature, Luke has a firm grasp of Telepathy, allowing him to speak with people even vast distances away. Allows him to share thoughts, feelings, and even images if he can envision the area well enough, or if he's just looking at it. One of the only 'mental' schools of PSI that he actually excels in using. Extremely competent at both forging 'networks' between people, as well as regulating the flows of information.
Disciplined, Strong Willed, Army Tough: Life in the military isn't easy, and only the strong survive. Lucky for Luke, he did. He's much less prone to freeze up in the heat of battle, more easily falls into a fighting mentality, and generally is more mentally prepared for combat.
Survival Training: Luke's time in the Army has, if nothing else, improved his survival capacity by quite a bit. He's more than able to survive in the wilderness with little to no resources around.
Cooking: ... It gets lonely sometimes, in the army. Better know how to cook well if you want even a halfway decent meal.
Knowledge of Many Professions: On top of the wide variety of jobs Luke has done over the course of his life, by viewing his own memories with perfect clarity, Luke is able to draw upon everything he has ever seen, notibly the Android research written by Dr. Gero. Despite being a soldier, Luke is able to fulfill many roles this way.
Bio:
In another time, in another place, the infamous Red Ribbon Army was a tyrannical force, bent on world domination. It had loyal soldiers a plenty, mad scientists capable of creating monstrous beings and machines, modified warriors of brute power, and psychic leaders able to tap into the powers of the mind. This Red Ribbon Army would be brought to its knees by the young, unknowing Saiyan, Son Goku, in his quest to gather the Dragon Balls and keep them out of evil hands.
This Red Ribbon Army was destroyed...
But.
In another time, in another place?
They thrived.
They were different, of course, they wouldn't have survived otherwise. This Red Ribbon Army was... Somewhat similar to the last. They certainly weren't the best people around, they employed dubious individuals, and overall, they started out more or less the same. However... Something changed in their time. A young boy, as before, was found. He had not struck his head on the ground, however. He told them of what was to come. Of the warriors that would conquer their planet. Drive their people to extinction.
The Saiyan Empire was coming for Earth.
There was no Frieza Empire to keep them in check, this time around.
He had been sent to give them a warm welcome. Luckily for Earth, however, they found him far before he was able to come into his power, and subdued him. Unfortunately, as they were unable to extract anything from him, as the moon had risen and the boy became a giant ape. The facility he was being kept at was destroyed, and the monkey-boy vanished into the night, never to be seen again. This event prompted the Red Ribbon Army to become... More focused on Earth's survival.
There wasn't much point of ruling the world if it was destroyed, after all. So, they re-purposed their plans, began training an army for war, began devising absolutely every little single way they could to increase their power. They began recruiting en-mass, forcefully at that. One such forced conscript? Luke Anderson. He was a basic grunt, forced through the academy, taught to wield strange weapons against an enemy far beyond them. He was scared. He had been forced from his home, told to more or less die against an enemy beyond compare...
What could he, an ordinary human, do?
Years passed, the Army became stronger, new technology was developed and devised. Contact with other worlds was made. Apparently Earth wasn't the only planet in the Saiyan Empire's warpath. Trade was opened, interstellar travel developed, other worlds explored and colonized. However, as much as things changed, things stayed the same. He had become stronger, true, but his strength of arms came from the weapons and armor he wielded. Once more, the thought crossed Luke's mind
What could an ordinary human do against that?
Apparently the higher-ups had been thinking the same thing. They had devised a method to awaken the latent psychic potential in the Human mind. He had been selected, at random, for this process. It was mandatory. They stole him from his bed at night, preformed their Mind Awakening experiment... And succeeded. His Power Level shot through the roof. He developed new and powerful psychic abilities. He may or may not have also wrecked that facility as well. One does not simply preform something like that on an unwilling subject and not have it backfire.
Luckily, the Red Ribbon Army wasn't a group of incompetent fools. Only some of them were. Quickly, they managed to persuade Luke that, no, it wasn't their intention to do that unwillingly to him, and the group he had... Obliterated was merely extremely hasty in their excitement. Luke wasn't quite in the right mindset at that point, having accidentally obliterated hundreds of lives in an instant, and thus returned to them. More training was had, more tests were preformed, though none of them seemed to be the level of success Luke was at...
... And then something strange happened.
Something traumatic.
It was a normal day for Luke. He, and a squad of men under his command, were patrolling their usual routes. Nothing out of the ordinary, all clear. Everything was fine. ... Until it wasn't. It appeared in the shape of a tiger. If one looked at it, they could vaguely make out the shape of one. Or well, they would, if they could see past the distortions and destruction it created as it moved out of the hole it made. ... It emerged. A crystalline beast, glowing eyes and teeth of sharpened obsidian. It struck in a flash.
Half the men assigned to him died in an instant. The other half attempted to fight, with aid from Luke. They lasted somewhat longer, until... There was only him left. His power was able to damage it much more efficiently than the simple Ki his comrades used. There was something about the different nature of Psychic powers that made it possible, but... Eventually, he managed to fell the beast. Impaling it with twin flashing blades through the head and following up with Balmung, the beast exploded...
And he survived, somehow.
Shortly after the battle, he was found by the Time Patrol, and brought in, as the only surviving person around, and the one successful, apparently, at felling a Time Eater. A predator that fed off distortions and 'wrongness' found in different timelines. Something had led that Time Eater to his timeline. He didn't know what, though...
Eventually, he was asked to join, and he accepted. The Red Ribbon Army hadn't left a positive mark on him, really. Though glad to finally be free of his chains binding him to the Red Ribbon Army and their activities, his thoughts drifted to Earth, and of the Saiyan Empire to end it... He needed more power. He wanted the power to help people. To save them.
He became a Time Patroller.
... In the middle of a ruined facility, a figure stands, a book in hand. The last pages have been reduced to char and ash, by the very same power that caused the facility to be destroyed in the first place. Despite the state of the facility, and the apparent power that ruined it, the figure stands... Calm. Cool. Collected. ... Or at least, it appears to. Gingerly, it opens the first pages of the book, completely ignoring the meager padlock that was to keep it sealed away from prying eyes, and begins to read...
Day 0 - Project Start

Today we begin our mission. We are to create a soldier that shall fight on humanity's behalf. A warrior capable of standing against the menace of the Saiyan Empire. We either succeed and live... Or fail and die.
We have been given authorization to do this by any means necessary.

Day 12 - Developments
Dr. Leon Brunsritter
After a week, we have come to the conclusion that we have several paths of development to take. The first, and possibly least intrusive, is to simply work on unlocking the power of human potential. We have made inroads on this development, though things are still somewhat experimental there. The second, and one of the riskier methods, is unlocking the power of the human mind. General Blue acquired this power naturally, so it should be possible for a normal human to awaken this power as well... Theoretically.
The third is the production of human-based Androids, somewhat similar to the models we have access to now, but improved. Project Head Gero has apparently been working on several ways to improve our current models, as well as produce superior models in the future with more advanced methods. One notible innovation is the creation of an Infinite Energy Reactor (acronymed as IER), capable of endlessly generating Ki to power an Android. While not unlimited power, such technology greatly benefits our goal.
... There is a final way Project Head Gero theorized. Something superior to even a regular Android, or even one with an IER. Something that truly takes the power of humanity and others and combines them together in one, extremely powerful being. Something that very well just may give us the decisive advantage and power that we need to win this war...
... A way that terrifies me to think about.

Day 13 - Task Splitting

It has been noted that certain groups are better suited to working on specific tasks. Two different groups have been organized due to this. The Human Potential and Mind Awakening Programs have been given to myself, and the Android Improvement and Bio-Android Creation Programs have been handed to Project Head Gero.
... Being honest with myself, I am somewhat glad for the split. I will not have to work with him quite as closely. As amazingly intelligent as the man is, Gero... Scares me.
Day 40 - Breakthrough

The inroads we made so early on in the Human Potential Awakening Program have borne fruit! We have successfully unlocked the power of the human body, allowing our soldiers to increase their own power level relatively easily and with no detriment to them at all! I can not say that we were the first project to make such a breakthrough, that honor goes to Project Head Gero, but the excitement was palpable as we watched the numbers rise on the monitor. While the overall power boost was impressive, the main event was the fact that the process apparently broke some kind of limiter in the human body.
We theorize this new height of power to be many times stronger than the base human body, though more research is needed of course.
Unfortunately, not all is good news. The Mind Awakening Program hit a snag, several test subjects abruptly and spontaneously died. The cameras... Captured the moment.
... We still have no idea why all of their heads simultaneously exploded.
Day 66 - Collaboration?

... Today has been a strange day. The Mind Awakening Program has recovered nicely after we pinpointed the cause of the previous failure. Psychic energy was being produced by the brains of the subjects, but an unusual spike caused all of it to erupt forcefully. This has been theorized as some sort of resonance cascade with the subjects in question each amplifying the other unknowingly to the point of spontaneous release. Why is this relevant? Quite simple; Apparently Gero has been developing something that exhibits psychic power as well.
While we talk, his own progress on his projects have been shrouded in secrecy...
For one reason or another, I can not help but feel... wary. No matter what the circumstances we meet under, that man unsettles me. ... I suppose I will be seeing exactly what he has been up to soon enough...
A date has been set. I am to meet with him over the weekend.

Day 68 - Acceleration

With a meeting set, and my own curiosity able to wait for a few more days, we progressed further with both our projects. Another breakthrough was had, this time with the Mind Awakening Program. The subjects are now able to access limited psycho-kinesis on small objects, a well as telepathy, though only among themselves. Recently as well, we have been able to streamline and refine the Potential Awakening Project as well. Not only are we able to tap into the innate well of potential within humanity, we are also able to tell who has the most potential to awaken, and roughly how powerful they will become.
The HPA Program will shortly be available for all Red Ribbon Army soldiers. Though it might not be the strongest boost of power in the world, it should give our boys and girls more power than they had before.
Day 70 - Disaster!

... The past has come to haunt us once more. All of our current research subjects for the Mind Awakening Program are once more dead. It was not from the same cause as before, but something... Something stopped all of their hearts. We saw it on the feed. They struggled, screamed, bled from their eyes and mouthed before suddenly... Silence. ... Is this project cursed? Is it impossible to artificially awaken one's psychic potential without destroying them..?
... As much as I find it distasteful, I must meet with Gero to see what he has found.
Maybe he has some insights with that project of his.

A gutteral noise is made, before the book is thrown over its shoulder. Strange, two-toed feet plod on the ground, kicking up soot and ash and dust where they land. The figure rummages around for a few moments, before coming across another such book. It casually swipes away at the dust and soot that have accumulated on it, ripping open a similar lock, before opening and reading it...
(Day 14) Specimen Log 1

After I was able to fix the defect with the Androids and their lack of sustainable combat power due to running out of energy too quickly, I turned my sights over to my other project. The higher ups heard my theories, and apparently are interested in them. To this end, I have been given multiple samples of alien races to test the concept of the Bio Android out.
Already I have ideas swirling around my head.
Hmph.
This should be child's play.
For lack of better, willing test subjects, I've been forced to... recruit from the local garrison. I would ask, but I'll simply apologize in advance. You ten can exact whatever revenge you want on me after we've made sure there is an Earth left to do so on.
(Day 24) Specimen Log 2

... This DNA I've been provided with is... Wonderful! So many different combinations of abilities and powers to choose from! Each Subject (ten soldiers with the most fit genetic structures available to us) has been suspended in a slurry of mixed DNA, for their bodies to absorb and change. The exact mixture I'm using is something of a personal experiment I've been working on, a mutagenic ooze that activates once at least two different kinds of DNA have been infused into it. Each Subject has been given a mixture that they are most compatible with.
The following is a list of the exact mixtures.
The former Race denotes a higher concentration of DNA, while the latter denotes a lower concentration.
We're playing around with different variations to see if we can't produce different abilities
We only acquired enough DNA for ten subjects, however. ... I will admit I've never heard of Xillans before, but apparently the DNA was acquired with a Wish from the Eternal Dragon... Something about 'acquiring a power to rival that of the Saiyans'. It was unable to grant that wish specifically, but was able to give us something that would allow us to match them in power.
I can only hope it was worth it.

... It's working. Their forms are changing, shifting, I can already see results emerging. Colorations changing, structures growing, things shifting around and moving... All ten are stable at the moment, though I fear that Subject C1N0 may be in danger of burning through all her energy before the time is up. It could very well kill her outright.

(Day 60) Specimen Log 4

Status Report thus far; We have lost Subject E19. Something about the genetic structure interfered with his vital organs, and he perished before we were able to save him.
As for the others... Surprisingly, they've all taken exceedingly well to it. Something triggerd on Day 50 which accelerated their transformations. Oddly, they all have relatively the same apperance, to a degree, but that may be a side effect of the slurry I invented that was unknown. Regardless, their powerlevels are... Quite frankly, they're ludicrously powerful compared to anything we have access to. These nine, formerly human, four men, five women... Have been transformed into something more.
Phase one is complete.
Further modification will be preformed now.
To completely cement them to our cause, indoctrination will be utilized.
We can not have these beings run amok.
(Day 70) Specimen Log 5

I have enlisted the help of Leon Brunsritter to aid in the modifications of Subject H3Z2. The other nine have already been completed, they merely slumber for the moment before the time to release them is right, but H3Z2... Something about him is strange. Something about the Arcosian DNA and Xillan DNA reacting in a way that was lacking in E19, and something which I can only surmise allowed him to live.
Each Subject has become a proper Bio-Android at this stage. We merely need to release them upon the enemy after this last modification is preformed.
... On the topic of modifications, some of the Bio-Androids are able to accept technology as easily as organic components, and H3Z2 is one of them. I've commissioned a number of IERs to implant them with, as soon as they are properly keyed to their DNA. Apparently it's somewhat complicated.

... There was a flash of light, and the book abruptly was reduced to ash.
The figure's form shuddered...
... Before he released a wailing cry that shook the foundation of the facility. Things began to collapse, quake, break apart...
And with one final flash, the area was reduced to a glowing crater.
The figure stood at the center of it, the light of day finally illuminating his form... A purple and black checkered carapace dully gleamed in the sunlight. A strange, ovular object stood in place of his mouth. A strange cranial 'crown' of sorts covered most of his head, eyes white and slit like some sort of demonic cat. Pale blue flesh was exposed to the world where the joints in the armor were located, and shiny, almost gem-like objects sat at the center of his chest and forehead.
A long, prehensile tail with what appeared to be a spike on the end was madly thrashing.
... And in an instant, the figure vanished.

A young and troubled man with a horrible past, Luke...actually, he fits in quite well around here. The whole bug thing is a little odd, though.
Titles
Time Patroller: Luke holds the immense honor of having been inducted into the Supreme Kai of Time's personal elite strike force, responsible for hunting down and eliminating sources of distress to the timelines of the multiverse. This position grants him the immense privilege of free and unlimited access to Toki Toki City and the Time Nest that the City is based around, as well as considerably more multiversal leeway and freedom than most. He also gains the benefits of the collected knowledge and techniques of every sentient race and culture in the entire multiverse, should he choose to exploit them.
Red Ribbon Army Specialist: The Red Ribbon Army of Luke's timeline employ a few powerful beings whose abilities are so powerful or arcane as to defy easy description. These beings are given the rank, "Specialist," and significant leeway in the RRA's command structure. While he is not nearly as overwhelming a force in the broader multiverse as he was back home, Luke still earned his reputation as one of Earth's greatest warriors.

Defeats
Mother: The war against the Saiyan Empire is not tidy. Luke's mother had the misfortune to be caught in a surprise assault. She has never been the same.
Rebirth: Whether or not he is on the side of the angels, however nominally, nobody deserves to be, "born," at the hands of Doctor Gero.
Induction: Luke's entire team was wiped out by a Time Eater, and he barely survived the fight. Before the dust settled, he found himself in the Time Patrol. He's had very little time to settle himself about the matter, but he's managed to sort his feelings at the very least.
Victories
Necessary Sacrifices: Nobody enjoys being the one to mete out a mercy kill, but Luke can at least comfort himself the fact that it was necessary, and gave some tortured souls some much-needed rest.
The Enemy: There were setbacks, and plenty of casualties, and it was ultimately a defeat, but nobody can deny that Luke's team stood against the Enemy itself and escaped.
Reputations
Red Ribbon Demon: Luke has been called a demon on the battlefield by friend and foe alike. He is fierce, and undeniably dangerous. His abilities require very specialized tactics to counter, and he always goes for the kill. Whether you're on his side or not, you'll be far happier if he's pointing away from you.
Time Patroller: To those very few who know of the Time Patrol, Luke is a figure of respect and awe, carrying with him the weight of the Supreme Kai of Time's words. To those fewer who know only of the Time Queen, he is an existential threat worthy of outright panic.
Traits
No Regret: Luke has seen and done many terrible things over the course of his life, but he has come to terms with it. He has some things that he wishes hasn't happened, but he has thus lived a life without regret over his actions. Effects: Luke gains a +10 to Willpower checks resisting mundane or supernatural forms of demoralization.
Ironclad: Very, very few things can break Luke's will when he's set his mind to something. When he's set his mind to something, he is going to do it, to the absolute limit of his abilities if need be. Effects: +30 to Willpower.
Wrath Incarnate: Luke's fury is burning cold and freezing ice. Intense and cold. When he is truly enraged, he can do horrible things to other people in the clear light of reason and rationality. Effects: Forces Willpower checks, with no bonuses at all, to attempts to disengage from hated foes. Failure results in him fighting to kill with no restraints.
Open Minded: Despite other things going on in his life, Luke does attempt to keep his mind clear of bias. It doesn't always work, but it has worked for him thus far. Effects: For AtE characters, this trait grants moderate vote weighting towards tolerant or non-judgmental actions.
Saiyan Exception: Luke may go to exceptional lengths to be an open-minded and tolerant person, but everybody has their blind spots. After years of fighting the brutal and genocidal saiyans of his homeworld, Luke cannot bring himself to even think about forgiving them. Saiyans from other timelines, he has an easier time with...somewhat. He needs a little while to adjust. Effects: With all saiyans, Luke needs to pass a mild Willpower to behave normally. With saiyans from his timeline, "Hostile interrogation," is the absolute friendliest tone which he is able to adopt.
Anti-Saiyan Specialist: Luke's long service against the Saiyan Empire has led him to to develop countless strategies and tactics for dealing with saiyans. He knows them inside and out. That doesn't make him strike any harder, but it gives him a tiny, crucial edge in knowing how to make each strike count. Effects: Luke gains a very small bonus to every combat roll made versus saiyans or saiyan hybrids.
Good Natured: Even with everything that's happened to him, he's still managed to hang on to his nature as a simply good natured person. Effects: Luke passes mental health checks far more easily.
Technique Perfectionist: Luke will absolutely do his damnedest to master an ability as well as he can before moving on to the next one. Effects: Slows skill training by a factor of two, but increases training speed by three-quarters.
Abilities
Psychic: Luke is able to enforce his will upon the world, warping it to his desires. Using his Willpower score, Luke may roll to affect minds and space in the area around him, against DCs set by the QM or opposed rolls by other parties. This includes his psychic telepathy, his gates, his blades, and other sundry techniques.
Human Form: Luke may impersonate a human form at will, at the cost of power level. This ability has a week-long cooldown once it is released.
Kaiser Form, Untrained: One of the forms of DNA Gero incorporated into Luke's genome was Xillan DNA, and Luke gained access to the psychic race's transformation as a result. In addition to the power level boost outlined above, this form improves his psychic abilities by a factor of five, but comes with a malicious mental influence, left over from its dragon-stolen roots.

Cooking [Talented]: As much a surprise to him as anybody else, but Luke is one hell of a talented cook. Not the best -- not a genius by any stretch -- but enough that he'll never need to take somebody out to dinner if he wants to impress them.
Communication [Talented]: Luke has spent a lot of time practicing his speaking skills, but has never needed to be truly exceptional.
Stealth [Competent]: Luke is nowhere near, say, Vector's level, but every soldier knows when to hit the ground and hide when necessary.
Command Training [Untrained]: Luke was part of a very small, informal team, and his position in the RRA command structure was decidedly unconventional. He is a combat veteran, yes -- but not a veteran of command. He's had some brief, informal instruction from his officers, but nothing truly comprehensive.

Hand-to-Hand
Dueling [Unpromising]: Luke is not an unskilled warrior, but he has almost never had to fight single opponents, up close, by himself, for a sustained period of time. That was always an indication of something having gone wrong -- a champion appearing while Luke was unsupported.
Team Fighting [Exceptional]: On the other hand, Luke has always known how to integrate himself into the fighting styles of those around him. Even as a Specialist, he's never been able to escape the demands of teamwork.
Crowd Fighting [Talented]: Similarly, most of his combat experience has been against the saiyans hordes. Only rarely has he entered a situation wherein he faced a single opponent alone.
Ki Manipulation
Overall Skill: Competent. Luke is a soldier who fights from range, and thus has a solid grasp of the use of ki in combat. However, it is important to remember that the primary way by which he projects power is through his psychic abilities. The ki techniques which he does use are an extension of his Armsbearer style -- more productively tracked through it, rather than here.

Ki Control [Exceptional]: Luke engages in fights against beings which overpower him with regularity. Being able to keep himself controlled is a must.
Ki Sense [Talented]: Likewise, only a fool goes into battle without a strong understanding of what lies ahead.
Flight [Competent]: That said, Luke's style does not have significant emphasis on mobility.
Styles
Armsbearer Style [Expert]: Luke practices a relatively new form of martial arts called Armsbearer, and derives nearly all of his techniques from it. It is derived from the motions of traditional melee weapons, and has applications for every situation. There are many sub-schools, and Luke has studied them all. The movements demanded by this form are highly difficult to learn, but when mastered, they offer powerful results. Armsbearer is decidedly unconventional, but its emphasis on mimicking melee weapons locks it into lines of movement that a skilled enemy can exploit. Powerful in the right hands, Armsbearer is a master's style -- for a high level of skill is needed to really use it effectively. Involved Techniques: See Luke's main character sheet for a full list. Penalized Techniques: All save those listed under involved techniques; this is a very specialized style.

Sarah Anderson [Best]: Luke loves his mother more than anybody else in this world. Her injuries are the one thing he regrets above all others -- the one thing of which he can't fully let go. He would do anything for her -- as she would for him.
Lilli Anderson [Best]: Somehow, some way, Luke's path in the Time Patrol ended up with adopting a young Majin. It works, for the both of them. Needless to say, due to both of their feelings on the matter, Luke's paternal instincts have awakened from their long slumber.
Specialist Lazuli [Strong]: You never quite forget your first case of hero-worship, and those that become true friends are even more unforgettable. Lazuli's unflinching willingness to undergo highly experimental cybernetic enhancement, and her strong sense of duty, carved her into Luke's mind.
Bassoon [Strong]: While not the same as Lilli, Bassoon's new psychic abilities make him quite interesting, and he's not hard to get along with.
Red Ribbon Army [Strong]: The RRA is flawed, human, and it has some bad people in it, but it still is the organization with the best chance of taking down the saiyans. Whatever the issues that men like Gero introduce, the RRA has earned Luke's loyalty.
Specialist Lapis [Dependable]: Luke never knew the renowned Cyborg 17 the way he did his sister, but they've worked together before, and Luke holds nothing but respect for Lapis.
Bonny [Dependable]: Despite a truly horribly first impression, Luke has come to realize that Bonny, in all things, at least has good intentions. He trusts her at his side.
Mato [Dependable]: Mato has not been in a good place to make friends lately, but while somewhat intimidating in Luke's eyes, Mato is polite and professional.
Agatha [Dependable]: Agatha and Luke are both quite professional, and work together solidly.

Trunks Briefs [Neutral]: Trunks has not exactly been making himself accessible to his subordinates of late.
Chronoa [Friendly]: Luke has yet to truly get close to the Supreme Kai, but he does enjoy her company.
