I'm confuse, does she mean Rulers or Monarchs here?

Is she killing the Rulers or recruiting them?
Ablon 100% meant for the destruction of the Monarchs rather than the Rulers given context of the setting. Plus there's the fact that Bruno is more prone to errors in writing because he has no beta iirc (and english is not his first language).
Spearheading the group was Jing Yuan, a tall man and powerful frame holding a regal yet leonine bearing that was reminiscent of a lazy predatory sure of his own superiority. With grey hair and flaming yellow eyes, he took a position of prominence in the heroic party. The [General of the East] was the war master that led the virtuous men of his country to victory by rising up to the challenge. Being a [Defiant] soul of the constellation of Leo he is also regarded as the Lion of the East.

At his side was Feixiao, an athletic woman almost as tall as her comrade. What first came to attention were her vulpine ears and bleached white hair, a display that marked her as a [Beastly] soul from the constellation of Aquarius. The sea green flame behind her eyes shone with savage glory, the powerhouse of the Chinese heroes acknowledged as the strongest warrior of central Asia. The [General of the West] that fought for supremacy in land, sea, and water until no more challenges were to be found. The Fox of the West.

But a revolution requires more than strength of arms, the greatest weapon of a philosopher is its mind and none lived to this stereotype more than Lady Ruan Mei who carried it into the heroic realm. Surrounded by her peers she looks almost ordinary, a jade beauty of a wallflower. Yet the conceit of Greek cultivation demands that the internal and external worlds reflect each other and as such the [Genesis scholar] has a mind as beautiful as her body which she employs to unravel the mystery of Life itself. A [Amoral] soul of the constellation of Aries, she is capable of unleashing both wonders and horrors and regard each with equal dispassion.

Far more eye-catching was Dan Heng, who both in look and in presence felt removed from humanity. A generational genius in garden cultivation, he reshaped the dragon lines of China into a harmonic and unified grid that brought unparalleled prosperity much like the first emperor barricaded the rivers millennia ago. It is no wonder then that he who commanded all the rivers of China like they were his own limbs would look like a dragon himself, a manifestation of the Artform level from a [Solitary] soul from the constellation of Taurus.

Almost dwarfed by her companions, a single woman stood in their middle. The decision was both strategic and tactical but it was less for her security than to everyone else's. Majesty of an oracle was not something to be taken lightly, it was more than mundane privilege that kept these holy women as steadfast companions of heroes and tyrants. For mortal men court death by risking exposure to higher power, the recorded memory of a god's true face is more real than any mortal existence. Jingliu's sealed eyelids still leak the light of her virtuous spirit behind her black veil like dawning suns.
>Not the entire High Cloud Quintet of the Luofu
NOOOOOOOOOOOOOOOOOOOOOOOOO

And here I went getting my hopes up after the mention of Jingliu being one of the five heroes of China. Though I'm gonna guess they're still called that group name. Anyways, they just want a century or so of vassalage huh? Metics and normies are going to definitely going to cry foul at that but as China of Alpha has already demonstrated they don't give a shit about normie opinions. To dedicated cultivators that century may as well be a few months or a year to them. To my layman's sense of politics that seems like an excellent deal for blanket protection.

No, I already know all that. I was confuse because she stated the goal of the inference being the destruction of the Rulers and saving Humanity, while ignoring the Monarchs. Later, she's implied to be shaking hands with the Rulers behind the scenes.

But from what you stated here, it seems the actual goal is to destroy the Monarchs and save Humanity. And she's there to make contact with the Rulers and get their cooperation.
Really, can you highlight this for me? I didn't even notice but this is something that I had half finished before Mushoku even started so I must have missed it. It was probably meant to be Monarchs instead of Rulers.

Go Gunhee witnessed the world overturned with the Gates and Hunters and he can see that it's happening a second time. Albon moving to both check if he's in charge of himself and recruit him onside makes sense given he's a key figure influenced by the Rulers. Props to Go Gunhee for having the gut instinct that there was something going on. He also took being a Ruler pretty well and mostly just cares about protecting the people of this earth, he's a pretty cool guy. I'm looking forward to seeing where he goes with Nectar and cultivation.

The whole hey Zagreus is an actual factual god is kinda hard to believe but his power is undeniable. But the ever bigger deal was oh hey your world is kinda going to have more mana and then kill everyone who hasn't awakened. Earth Gamma is going to have their own culture and view on Zagreus and cultivation but it's going to be heavily colored by upcoming events.

The whole oh hey our best are better then your best in the form of Megumi, our technology is sci-fi, our military is insanely impressive and relevant, we have actual gods and heroes was enough to let Earth Gamma understand the pecking order for the most part. Some people where understandably really salty about things but the people with brains and experince knew how things where going to go and that bending the knee was the only real option. Earth Alpha is playing the role of both conqueror and savior here.

The culture difference between cultivators and hunters is being shown really well, Hunters just need to be strong but cultivators need to seek virtue and there's effects on that. Plus having your literal God backing you up changes your perception on things.

The details about the 5 Heroes of China was very interesting and informative, they each have their own important niche that makes the scary at what they do. Jingliu is handling social entry because social skills and Oracle stuff kinda makes her the best fit for it. The interaction she had with Thoas was kinda hilarious.

The whole deal of vassalage and service in return for being able to rule certain areas and having variable circumstances while doing so makes sense. The time periods to people without cultivator lifeboosts is very long but given the Rulers are exceptional people they're almost certainly going to become at minimum Heroic Cultivators relatively soon and centuries won't be that long for them. Cultivation giving them a great path to power is something they're also very interested in. Thomas isn't really happy with the situation because he knows the Monarchs outpower him, his people are screwed if Alpha doesn't help, and for all his bluster he does care for his country so he's selling his freedom and pride to serve it, sure he's getting power and position from it but it's still eating him up. The various Rulers are going to need some time to adapt to actually running things, though at the beginning they'll mostly be puppet kings and figure heads but with virtue cultivation and experince they'll likely end up becoming the actual leaders instead of being the strongest.

The 7 Rulers working together to make sure that Gamma has a voice is actually pretty impressive, sure they're doing it somewhat for greed and power but they are also going to bat for their people. Go Gunhee being the Voice of the Rulers makes sense given he has the most leadership experience.

Wonder what happened to the body of the creator of the rulers and monarchs. Also hope Megumi and the other cultivators abuse the shit out of high quality magical bodies and regents.

You know the recent chapter with Dan Heng made me wonder if Kore and Orsted will have a kid that could look like Caelus and turns out the answer is yes since Orsted has silver hair and golden eyes.

I'm rather amused at this coincidence and the possibility of it. :D
