So...um...I'm not going to go stealing any thunder here, but you may be surprised as to exactly how ineffectual attempts at social-fu may end up being on a Goddess of Administration and Bureaucracy. Given that a properly working Bureaucracy kinda requires...well...Integrity.

Funny what that Ability does in Exalted, isn't it...

Although I am concerned about fallout from her meeting panpan. Panicbutton and her probably knowing Taylor isnt human. Maybe an interlude?
 
The problem is that while we know that, they do not and there's precedence of seemingly beneficial powers having terrible drawbacks.

Again, what can they do to stop her?

The only way to eliminate her influence is to either convince her to not use it (good luck with that), kill her (no kill orders here, even if they found a way to actually pull it off), or completely disband any organization they are afraid she's influencing (good luck coordinating Endbringer fights).
 
When did I say anything about stopping her? I'm just saying that they will freak out over this, and that they have just cause to do so.
 
It all depends on what they know of her range. They can't do nothing about this, do you know what it would do to their image to have them just belly up because someone said "no worries, I swear I'm not up to anything" without any proof?

No, but if they kill her she comes back, so unless they put out a perpetual kill-order on her, at some point they'll just have to accept the fact she's there. Plus I'm fairly sure she could get out of the bird cage. So in essence they have an unstoppable, master running around. They really don't have any options besides accepting her in the long run, and if she does end up mind-controlling them all, well there is no way to avoid it. And if they realize she can be a ghost they really will have to just accept it. So unless they start enacting Master/Stranger protocols every time someone interacts with her domain there is no way to counter her.

The point is, they're going to try. They have to.
 
Actually, now that I think about it, the Prayer thing could come in handy--by letting people think they can simply not tap into the MasterShaker effect by not doing the thing.

Never mind that that the very act of enacting Master/Stranger protocols (since they are official protocols) would put them in contact with her domain.

what do you mean she isn't a ward ? She has the Paperwork that proves she is and that you are bound to the Birdcage.

Actually any goverment worker would be horrified by this. The cases where someone needs to be creative with the paperwork to get things done are many, even more if you take into account the little sins they do to be a little more comfortable.

On the other hand the hiperefficiency in paperwork from the hospital would earn her actual prayers (god knows I would pray to her if I could get understood tax papers with ease).

Something else. I can almost bet that the PRT/Protectorate must have some procedure in school to report discipline problems, if only to keep a Ward from being punished in case he/she falls asleep in class after an emergency. So is probable that someone in the PRT might be reading Sophia's bullying report right now.
