It all depends on what they know of her range. They can't do nothing about this, do you know what it would do to their image to have them just belly up because someone said "no worries, I swear I'm not up to anything" without any proof?

They really don't have any options besides accepting her in the long run, and if she does end up mind-controlling them all, well there is no way to avoid it. And if they realize she can be a ghost they really will have to just accept it. So unless they start enacting Master/Stranger protocols every time someone interacts with her domain there is no way to counter her.

Actually any goverment worker would be horrified by this.
