True, it's practically assured we'll get a crappy guy or gal, but my intention was to both train them while the adventure is starting, and to have enough manpower to allow Snow to use the Command Center for these extra bonuses, since she seems to be the most able of our team to do so.
"What are you doing here all alone, Misaki-chan? Your silence almost makes it seem as if you were in meditation, but we both know how that usually goes." Elder Kai smiled wryly at the young girl who sat on some steps, staring off into space. Misaki jolted at his words, before she broke out into an uncertain smile. They were both outside the clan's dojo, uncharacteristically quiet as the shinobi prepared for bigger operations. But it was mostly because the physical training portion of the day was over. Misaki was the only one lingering outside.
"I was thinking of nothing, Elder! I was in self-reflection. The gentle caress of the breeze, and the exhilaration yet peaceful flight of doves were the only things on my mind! The twisted beauty of birch--"
Elder Kail sighed, "Misaki, you still have no idea your language becomes far more descriptive when you're lying."
"W-wait, really?!"
"That, and your body language." Kai smiled as Misaki blushed a deep red.
Out of all the trainees, she was the one who most frequently failed those types of tests. She was, as they say, an open book. Her emotions were written as clear as day on her face. Not only that, her voice would boom whenever she became excited. A prerequisite to being a proper shinbi, was silence, Kai noted drily. In fact, even her garb contrasted fiercely with Kai's humble robe. Misaki wore a bright white blouse and black jeans, with her long hair tied into a ponytail and a bright red beret.
"So what were you really thinking about?"
Misaki fidgeted a bit, playing with the end of her blouse, "Well, I was just thinking of the recent assignment you gave me. Are you really sure I'm cut out for the hero business? I thought shinobi were all about, you know, 'Wooo, I am the night. I hide in shadows' sort of thing."
She waved her hands back and forth as she made her comparison, and Kai couldn't help but smile at that. She wasn't entirely wrong about the clan either, the entire point of it was espionage. Her confusion was truly understandable. But she apparently wasn't aware of her personality nor tendencies. In a world of politics and spying, Misaki was about as subtle as a bucket of cold water to the face. Granted, Kai found it refreshing, but it was clear her talents did not include a "light touch" nor "finesse".
"Misaki-chan, I believe you are most suited to this than you are for the arts of shadow. It seems to me you thrive greatly in the light, and you as a person match that." It wasn't fluff. Even Kai didn't think twice of his informal use of the "-chan" honorific, despite having a much greater station than her, and being part of an organization that was famous for formality.
"I-I see. It just feels odd, like I got traded, you know, like those famous athletic teams do? Basketball and baseball and stuff?" Earlier lethargy gone, Misaki spoke in a bubbly tone.
"I assure you, it was nothing of the sort. After all, you still retain contact and work for us, no?"
"I guess so. I get the feeling my parents wouldn't exactly approve of it. Being a Hero is serious business, y'know?! I get to stop villains and have my face and name attached to the deed. At least my new mentor seems strong. J.J Rabbit, was it?"
Kai sighed, "Why are you so surprised? You were told about this beforehand."
"Yeah! But uh, I just didn't expect it to actually happen."
A moment of silence descended over them. Misaki turned away from Kai, her face hidden as she said that. Truly a foolish young girl. How many lies does she think she can get away with in one day?! Her set shoulders, tensed with nervousness gave her away easily...and gleeful grin that had flashed on her face before she hid it. For a moment, Kai considered not prying. But she needed to learn a lesson; don't lie to the Elder. Or, if you were going to, do a much better job about it!
"You're lying again, Misaki. Tell the truth. You were happy when you were informed that your new assignment was confirmed, weren't you."
A blush crept up her cheeks again, and she broke out into a wide grin. She stood--no, leaped up. Her back to the sun, Kai could see the joy threatening to burst over. Well, that answers that question. Even Kai found his mouth curling into a pleasant smile. Her excitement was quite contagious. Speaking of the situation that had occurred with the leader of the Crossville Guardians, a certain incident had come to mind...
"One question before you go report in to J.J. Why did you show up unclothed?"
"O-oh. Well, um...I was...tryingoutacostume." Embarrassment was on Misaki's face, " A-and I was doing cool hero poses. Presentation is everything, I think."
Kai was speechless. He only stared at her, uncomprehending.
"Well, gotta go, see ya, Elder!"
Then she raced out, speeding down the stairs as quickly as she could. Suddenly, the sounds of laughter could be heard as Elder Kai roared. Misaki picked up the pace with an even redder face.

What with our smashed reputation, the ninja trainee who is no ninja, the Ex-Super Villain who has a weird crush on us, and all of the current happens in Crossville we need to deal with. You're right, but in my opinion that's why we should try at least to acquire as much followers/minions as we can. Right now early on is the best time to get as many recruits and resources as possible, since time and the increasing hardships brought by the aliens super-villains and such will ensure only those who are minimally competent will survive. It worked for X-COM at least.

Good to see they followed the tradition with the sequel. At least the soldier no longer seems to clip the weapon INSIDE the alien and somehow fail anyway.

I'm curious, is it possible to net new traits/skills with omakes? In a another Quest I'm in, it's possible to do that if the omake gets canonized and if the QM likes the quality enough.

Our potions are good. If the basic Medbay is adequate for making potions then we don't need to improve it or make a magic workshop right now. Also, as the town is, it doesn't seem like we are going to need too many héroes yet. And while training is good, we are an A ranker, we can probably do well with normal training for the first few weeks.

As it is now, it gives a bonus to missions if it is manned. If we improve it we have a better bonus while manned but we still have a bonus while unmanned. With this we have a better chance to succeed on our missions which should earn us more points later since we get them depending on our performance and, in the case of a crisis, allow us to deploy all three of our héroes while still having a bonus. I think this is better right now than having a new hero since it would mean good bonus with two out and small bonus with three out rather than small bonus with three out and no bonus with four out.
We are going to want more points before asking for a new guy. If they send us a scrub then we will want a Danger Room. Sincé Basic room and new guy both cost 50 and we have an empty building space we could likely get both of those now and start training both of the new recruits which could be an option though.
Your reasoning make sense, @Bakkasama. I didn't consider it at the time, but now I'll switch my vote to upgrade the Command Center. It should solve both our small staff problem and hopefully give us an AI who doesn't care about our reputation (in before we receive a reformed SHODAN).
Considering that one of your most powerful assets is your ability to create magical potions that even some of the best mages were unable to create themselves, you decide it would be a good idea to have a magic workshop built. Even with a basic workshop, you'll be able to mix up some healing potions for emergencies along with some other useful types as well. There's also the fact that a magic workshop will allow you to study any magical objects that your team might come by.
It'll also provide a safe location to experiment with new potions and maybe try out a spell or two with blowing up the base. Your request to have a basic magic workshop be constructed in the base is approved within the hour and you receive a message that a specialised construction crew will be appearing shortly to begin construction.
Seeing how there's currently only three members in the Crossville Guardians, one of which is a technically still-in-training, you also opt to request that the Main Branch send someone over to bolster your numbers. You soon receive a reply saying that someone will arrive sometime during the week.
Having finished allocating resource points into improving the base, you work on some paperwork in the command centre. As much as you hate the damn stuff, it's part of your duties as the leader of the Branch. Time passes with occasional visits from your new recruit asking questions about her duties, and Snow who shows up with tea and snacks. Before long, however, the construction workers arrive to build a workshop for the magical arts in your base.
According to the paperwork they give you as you let them into the base, they're from a company called Craftsworth Constructions, a fairly new company that specialises in mage-related structures and the likes. You were allow to watch as the team of a dozen men and women headed to the empty area in the base to begin construction. Using a large magic circle, building materials and equipment were teleported into the base. After placing dozens of smaller circle around the area, you watch as the material dissolve and reform into walls, fixtures and everything that a magic workshop would need. Soon they were done and the Craftworths Construction crew soon packed away their stuff and headed to their next job, leaving you their business card and an offer of a discount if you hired them for their services again in the future.

Rumour Mill
Crossville Guardian Branch is now officially open. After a festive opening ceremony in which the three current members of the new Branch introduced themselves to various city leaders as well as the crowd that had gathered to the watch the proceedings, Crossville no longer has to rely on its police force and sparse independent heroes to stop crime and protect the city. There were much shock and surprise over the controversial appointment of Jake Jackrabbit as the leader of the new branch.
North Crossville
Minor explosions have been reported around public parks in Crossville North. Several witness claim to have seen a woman in a military uniform and a trio of men in black bodysuits loitering in the locations before explosions are heard. The hero, Braverman has been noted to be conspicuously too busy to respond to these incidents. Surely VXR is up to no good, right?
East Crossville
The Museum of Wonders will soon be holding a special exhibit where it is rumoured that the crown of legendary Guardian Founder, Majesty will be put on display, along with several of the hero's effects. Quite likely as Snow reveals that the owner of the museum has been spending money to improve every aspect of the museum's security measure. She also informs you that several hardcore collectors have started to move.
South Crossville
Something's been killing farm animals and the farmers are up in arms about it. From what Snow has been able to gather, various farm animals were found torn to shreds, partially eaten by something large with claws and big fangs. A team of beastfolks have been put together to exterminate this mysterious beast but so far there's been little progress.
West Crossville
Eureka Technologies has unveiled the completed prototype of a new type of drone. Able to disguise itself as various objects, armed with various non-lethal subjugation tools, and a robust and unhackable virtual intelligence, Eureka Tech has touted their creation as the latest in security measures for business, government and home use. The mass-production model is supposedly set to begin production within the month.
Week 1 – Assignments
It's now official. The world now knows that not only are you back from your self-exile, you're now the leader of a Guardian Branch. According to Snow, reactions are mixed. Opinions seems to be split between pleased that the Guardians are taking an active interest in Crossville's wellbeing and security, that it's a waste of time and money since Crossville already has enough heroes to deal with its low crime-rate, or that they're annoyed that it looks like the Guardians are using Crossville to keep the problematic heroes from getting in the way of proper heroes. At any rate, only time will tell if the Guardian's made a wise decision or not.
It is now your official first day on the job and you need to assign duties for everyone including yourself. Misaki, the ninja trainee forced upon you by the Zerozaki clan is still uncomfortable with the sudden change in her routine, going from kunoichi-in-training to hero-in-training. However, she's much more skilled than you were lead to believe from your first impression of the girl.
She demonstrated the ability to make illusionary copies of herself, somehow substitute herself with a log to avoid harm, some kind of minor shape-shifting technique that allowed her to appear as another person – and those were just basic ninja techniques according to your new charge. She reveals to you and Snow just why she's been given the codename Blossom. Somehow bringing out a veritable cloud of flower petals, she turns a display of beauty into a storm of razor sharp death, a deadly blossom if you will. She has also shown you that she can force seeds to grow into various kinds of plants that she use as substitutes for a number of typical ninja tools.
Outsider her combat abilities, she is as subtle and quiet as Kai described her to be, meaning she's flashy as heck and seems to enjoy the attention she has so far received from the press.

Snow – Ice Cold Sugar Sweet Snow-lady
Former Assassin – She was raised from birth to be a ruthless heartless assassin without mercy. The full extent of her activities as Last Order's prized spy assassin was never fully uncovered but what is known is that her life has been one stained in blood. Despite her rehabilitation, old habits die hard and she continues to demonstrate why she was one of the most feared killers back in the day. (Infiltration +10)
Ex-villain – Being a former spy assassin for notorious evil organisation Last Order has made it hard for others to trust Snow. You yourself only really became friends with her due to her persistence in becoming friends with you. Still, there are many who are afraid that everything she's demonstrated after her change of heart is, in fact, a clever facade. (Diplomacy -20)
Ice Queen – Having drunk the blood of a mythical ice demon that has been known to drive people insane and force them to go on a killing rampage, Snow has obtained unparalleled mastery over ice. Unlike many who require there to be pre-existing moisture to freeze, Snow is capable of creating, shaping and controlling immense amount of ice and snow with ease. (Combat +20)
Spy Master – Snow was not only Last Order's most deadly assassin, she was also one of its primary spymasters. She was often tasked with obtaining blackmail information to force important political figures to do her masters bidding or spying on her master's enemies to learn of their plans. After her defection to the side of good, she still remains one of the best spies in the nation. (+10 Investigation)
Misaki – Blossoming Ninja Flower Girl
Deadly Blossom in training – As a member of the Zerozaki clan, Misaki underwent vigorous training in order to be capable of utilising body's chakra that was needed in order to learn the many ninja techniques that required it. While she has yet to fully finish her training, she knows the basic three ninja techniques and has learnt how to create large masses of flowers as well as how to sharpen and move them through the air. She is also capable of creating makeshift ninja tools from special seeds. She's still a trainee though without much combat experience so whether she's effective or not is another matter. (Combat +5)
Highly-Visible Ninja– Despite her talent in the more supernatural aspects of the ninja arts, Misaki is terrible at being stealthy, one of the most crucial aspects of being a ninja. Like an open book, her emotions are written as clear as day on her face and her voice would boom out loud when she became excited. For a ninja, Silence was golden and Misaki just simply can't get the hang of it. (-20 to infiltration, - 10 investigation)
Flashy with Style and Beauty– Thanks to her tendencies, her loud and energetic demeanour, and her friendly nature, not to mention her looks, Misaki easily draws in the eyes of the public with her flashy awe-inspiring ninjutsu techniques. If a ninja is someone who lives in the shadows, a hero is one who thrives in the light and Misaki has the making of a hero. Able to get along with people with little trouble, she has the public's approval. (Diplomacy +15)

[ ] Patrol the City – Heroes need to be seen out on the street, vigilant and ready to jump into action the moment trouble is spotted. Sure you could just stay in the command centre and listen in on the police radio but that kind of thinking won't do you any favour with the public. (Random Encounter)

Snow would be really useful on the infiltration missions, but I think finding the missing people before they wind up dead should be a priority. Also shows that the heroes are willing to work with the police.

Though she does have a penalty to investigation I'm hoping that the sheer anime exposure that follows her around will draw out the Kamen Rider.

JJ's strongest skillset is in combat, and he's got the potions needed to act as support for the hunting group if the need arises. I think we should delay the interview until next week. It gives us the opportunity to gain some accomplishments before we're grilled in front of the press. We can give the excuse that we're busy settling in and hopefully we'll have some success to report next week.
