To be fair necromancy doesn't need to use the entire soul.
Can just offload bad memories as energy even as a mortal for cheap necromancy.
As gods we would have a lot of soul energy.

An idea I have for how everything could have souls despite that seeming like it's a lot, is that a a soul is like an ethereal symbiote similar to how humans have useful bacteria in their stomach, that is compatible with all organic creatures so souls will become widespread once life actually exists.
