3 Shipbuilding actions
We can't afford it this turn, but we might start thinking about what we want in a year or two.
The Jiàn and Arclites run through their usual maintenance. The crew of the vessels mostly train or sit about playing cards.

Results: Just the usual maintenance.

5 Construction actions
Build a small Mine on the medium vein.
With the new SPYDERs under construction, the opening of a new mine is met with a certain enthusiasm from the workers who are glad that they will now be able to get more IC for less labor.

Results: 50/50 IC: small mine completed, will yield 15 IC per turn

Build 3 SPYDER Modular Mining Vehicles (25 IC x 3 = 75 IC) and send them to our mines.
These things were really starting to catch on pre- Firestorm Earth and actually lessened the amount of forced labor in diamond mines. Now these automatons will play an important role in Humankind's recovery.

Results: 75/75 IC: 3 SPYDER Modular Mining Vehicles completed and will take effect next turn (assign them to mines next turn, this is not an action)

If we manage to scavenge 500 IC or more: Upgrade a Small Research lab to a medium one.

If there is enough IC left: Upgrade one refugee camp to a Housing Wing. As big as possible.
With the IC remaining a project to upgrade one of the refugee camps to a Large housing wing is undertaken. Construction crews are quite happy to be working on it as they hope they will get a spot in the housing wing.

Results: 500/500 IC, Refugee Camp upgraded to Large Housing Wing.

Whatever IC left should be spent to upgrade and build factories.
Since there is insufficient IC to upgrade a factory, the descision is made to build 3 small ones. The small factories represent a step down the return to normalcy after the Firestorm that is appreciated by the people.

Results: 150/150 IC: 3 small factories constructed, each will yield 5 IC per turn

3 Diplomacy actions
If a new housing wing is built, arrange for a lottery to assign the new homes fairly. People with children get priority.
The lottery is held and the winners are overcome with joy at their new residences. Some people are saddened that they did not get an upgrade in residence, but many of these are confident that this quality of housing will soon be normal at Gagarin.

3 Military actions
Train and equip three units of infantry.
Its rather surprising how many people who were once researchers are now willing to fight for Gagarin against the General, whose existence has become an open secret due to leaks from carious departments.

Things seem to be going somewhat normal on the patrols until a squad of PAI Marines comes under fire from snipers on a ridge. They find cover in a small ditch and radio for immediate assistance and that they are under attack.

Survey for sources of IC (mineral deposits, salvageable things etc) to the [whatever direction is opposite the general's probable location]. Peter supports this action.
The area is found to be both devoid of any minerals worth mining and any salvage worth the fuel to get back to base. It would seem the area has been combed to its fullest extent.

Result: no roll, nothing gained, you are already aware of all salvage and mineral deposits in the Gagarin Base area.

6 General actions
Set up a system for keeping psych care going and vetting and caring for the psychiatrists.
With a somewhat formal psych care system in place, a more comprehensive system seemed like it would be easy to iron out. That was until a two month debate broke out over which forms of therapy would best benefit the people. This was eventually sorted out, but cost a good deal of time.

Results: 1d100=40 (optimal failure): Official psych care system 40% complete.

Keep working on kindergarten and school-plans
The school system is ironed out ahead of schedule when the teachers come to an agreement over some key areas of classroom style and curriculum. They actually seem quite proud of what they've done and only need the council's approval before they can begin opening schools

Results: 1d100=98 (major success): School system complete, just give the word and your people's education will begin.

Keep an eye on the situation on Earth. Looking particularly for things that might indicate survivors and other places where we might want to send our spy/care-package drops. Hazzard supports this action.
With a nuclear winter in full swing, the Earth is choked in what looks to be the potential beginnings of an ice age. During this time, the climate will be extremely unpredictable and agriculture as most Terrans know it would be impossible. The true extent of the environmental damage is difficult to determine from orbit, but satellites have noticed some very disturbing commonalities between the hardest hit areas. The worst hit areas, usually around major population centers, have had the ozone above them almost completely destroyed. These areas suffer both from being ground zero and from being blasted by solar radiation with very little protection. Any trip to major cities would likely be a death sentence.

Three main regions seem to have fared best in the firestorm. These are the Amazon jungle, which was not hit due to nothing of importance to a military being there. Then, there are Tasmania and New Zealand's South Island which are distant enough from any major population centers to have received major damage. The last is a region consisting of the interior of Angola and the DR Congo along with the western portion of Zambia. Very weak radio transmissions have been detected emanating from New Zealand and Angola, but are not strong enough to be intelligible. Were it not for Hazzard's aid, the team would not have found the extremely weak New Zealand transmission.

Results: Information on Earth gained. Hazzard found second transmission source.

Send the USS Enterprise to Mars to investigate the current status of Viking Base and attempt to get in contact with anyone who is still there. If no one is and it seems safe, salvage whatever we can. If there is enough time and nothing that requires the Enterprise's continued presence at Mars pops up, the Enterprise is to go to the asteroid belt to start towing an asteroid towards the Moon. Mark will support this action.
The team arrives at Mars and sends down an Arclite to Viking Base. What they find is quite grim. It would appear that some of the Martian atmosphere had been brought to the right pressure and filtered into the base, slowly poisoning the inhabitants. The most likely cause is a malfunction, but the other, far more disturbing possibility, is that someone intentionally gassed the entire base. The personal computers of the staff and the main computer's data were taken back to be analyzed. The base was salvaged and Enterprise took any salvageable material with it, leaving anything salvageable to be broken down in some sandstorm.

With the additional mass of the salvage, Captain Emerson does not want to risk a trip to the belt which would only add more mass to have to tug back to Luna.

Results: 1d100=71+10 (success): 425 IC salvaged from Viking. Hard drives taken aboard.
Results: Salvage op conducted. Roll for "enough fuel?", no major success on primary action, captain advises return to Luna.

The salvage team is going over old sites and visits a new one out of curiosity of the topography, which seemed rather odd from the satellite photos. They get to within 20 km of the site before they receive a transmission, "This is Corporal Arnolds of the United States Marine Corps. You are trespassing on US government property. If you do not leave immediately, then lethal force will be utilized. Your team moves away from the site with great haste and report their discovery immediately.

Results: 1d100=98 (major success): Possible US facility discovered?

Initiate a review on everything we know about General McDonnell, paying particular attention to where we got all the information from.
Most information gained on General McDonnell comes from Jonathan Somerset and the Daedalus Corporation. The one instance of a direct encounter between Gagarin and the General's forces occurred when a Gagarin team approached the ESA facility and a US Marine by the name of Major Preston demanded that the team leave or be fired upon. (for future reference, this sort of thing is something where you can ask for it and I write it up in 10 minutes. This does not need to be an action.)

Result: information looked over, no roll as all information was already known.

Random Events
(41): An aging man by the name of Hans Aeschelman has authored a book that provides an analysis pf the global geopolitical situation immediately pre- Firestorm and it is becoming quite popular in Gagarin. He concludes that a missile launch from Ukraine into Russia may have started the firstorm, but he notes that there is no proof and that this is just speculation. He also notes that the Firestorm does not seem to have had any one casue that is currently known.

-Combat can begin once I awake.
 
The big problem, I think, is that a disturbing amount of figures knew this was coming.

We've got the FTL vessel that's gone missing with the records scrubbed, we've got the deep cover super general that nobody's ever heard of with an army of loyal soldiers who tried to cut us off, the Mars Base has been killed by someone, and literally the only places that didn't get directly bombarded with everything were places that nobody actually lived in.

Yet anyone we've actually gotten in contact with who should know something... Seems to be as baffled as we are. Like, seriously, there were some small tensions, but nothing that would really justify every country in the world simultanously nuking everything--yet at the same time, there were a vast number of players who seemed informed well in advance, given by how much sabotage has been showing up, and the ridiculous level of belligerance going on from the General.

Still, wartime now, looks like I'll be busy.

-is what I would say if it weren't so important to keep the damn thing a secret. Can one of its missiles be dismounted and fired on an indirect flight path? Do we have mortars available?

It looks like one of our patrols ran across another scout unit, and unfortunately pinned down by fire they can't respond to. Hopefully, the scouts are just covering their withdrawal, but if we want any sorely needed captives we need to respond quickly. There's a good chance that we could take the force before they can get a signal over the horizon of an airless rock, which would mean a window to get close to or even inside the other base by posing as them.
 
Lay of the land:

Current position is of Eighteen PAI Marines currently pinned down in a ditch. Current losses are two marines who took direct hits to their heads. The troops have 45 minutes of oxygen remaining. The squad has one sniper (the other is dead), a two man multi- shot rocket launcher crew, one medic,, four designated marksmen and 10 general combatants with ARs

Estimates are five enemy scouts with sniper rifles firing from a crescent shaped ridge roughly 500 meters to the northwest. The "claws" of the crescent face away from Gagarin making it an ideal sniping position.

Gagarin Base is two kilometers south of the patrol's current position.

The Jiàn is fueled and can be on site in 5 minutes.
The two recon rovers are fueled and can be on site in 10 minutes.
 
Hmm, the Jian isn't a stealth plane, is it?

Five snipers doesn't mean that there isn't more where that came from after all, I wouldn't be surprised if that ridge is hiding more guys on the inside.

Can we confirm if there's anything in the air, and get an Arclite to do a scouting run while we move our other forces in?

Transient anomalies were detected on sensor readings. An Arclite could do a scouting run, but it would take time to get out of range of sniper fire.

So even our Arclites are vulnerable to these guys? Ouch.

I'm wondering how much we can afford to deploy when we're completely pinned down and taking on dudes with anti-material rifles in a fixed position.
 
How about starting by broadcasting something like: "You've entered Gagarin territory, please desist firing and state your purpose" to them? Who knows, they might actually answer and then we'd know who they want us to believe they are / what they are doing at the very least. And on the off chance that they've been told (and believe) that Gagarin base was destroyed then we can put some doubt in their minds.

They opened fire on us from a defensible ridge, I'm pretty sure we don't actually have any gainful intel on them aside from that.

Seriously, five snipers, either they're trying to draw us out in force, or they're trying to entice us to attack them, and they have a lot more dudes hiding inside of that ridge.

So? It might be. And I can't see any harm being done. If there was only a 10% chance of finding the key to the lock and the only other thing you could do anyway would be sitting around waiting for the locksmith, would you not look? Now imagine that on the other side of that door is a pot of water boiling dry on a hotplate you forgot to turn off, starting a fire any minute now. You still not looking?

So every single space suit / rifle /whatever is made identical by the same manufacturer nowadays? Even the lack of evidence can be indicadive of something. The curious incident of the dog in the night time, etc.
