Greetings Coordinators. Our team has been going through the CCTS network, or at least a baseline overview. From it, we've extracted a baseline overview of all the kingdoms.

Note this is a concise summary and not everything is on this report. You should request further clarification from us.

Kingdom of Mistral

Location: Continent of Anima
Capital: City of Mistral
Population: 62 Million People
Government type: Corrupted Oligarchy Council
Military Strength: Mostly mixed-level militias mixed with hunters.
Development Index: 0.545
Civil Situation: Massive Unrest

The largest Kingdom on Remnant, the Kingdom of Mistral is known for several things: its wide-reaching culture, its fairly bountiful and habitable lands, its grip largest population, its concerningly large criminal underworld, the Haven Academy, its love for nature, and more. While it was on the losing end of the Great War, Mistral somewhat thrived in the end and became a fairly powerful player on the global stage.

That was until the Monsoons hit. You see, Mistral was heading into an economic stagnation but it was preparing to take the hit and expected to as well. However, the Monsoons abruptly appeared and wrecked several of Mistral's trade networks with the other Kingdoms. This caused the collapse of the Mistral Trading Company, a major private entity that was worth around 7% of Mistral's GDP. The collapse of so many company assets, combined with its economic downturn, has sent Mistral into an economic Depression. Not to the levels of Earth's American Great Depression but close.

The collapse of the MTC and wider Mistrali Economy, combined with the rise of the Grimm attack (especially in the South) caused major problems for the Kingdoms. Its fairly decentralized nature meant that coordinating a response to handle the crisis. There are reports of many businesses closing, homes being taken, rising prices for foodstuffs (some cases for starvation), rising unemployment, increased hunger and medical issues, and many other plagues (with an actual local pandemic occurring).

So natural in the fact of a slow recovery, many people began to toss blame at each other. Some at corporate entities, others at the council, some at hunters, but a lot of the blame went towards the Faunus because why not just blame nature instead?

This has caused Mistral to become the nation with the most interracial tensions between its people, to the point that something akin to a state of war has ragged in some neighbourhoods between armed human vigilante groups and Faunus armed collectives. Mistral's government, lacking a centralized military force or modern police force, is struggling to handle this civil unrest and the Faunus are hurting there. Many are putting up a fight but others are fleeing south where they are hoping to catch a ride to Menagerie.

However, not all is fine even for the humans of Mistral. The economic collapse has exacerbated societal norms and criminal elements are beginning to have a larger say are we kidding, Mistral's always had a criminal problem but the corruption has gotten to the point that the Russian Federation would look squeaky clean. We don't have specifics yet but suffice to say that Mistral's already powerful criminal underworld is getting a bit stronger.

Kingdom of Vale
Location: Eastern Continent of Sanus
Capital: City of Vale
Population: 51 Million
Government type: Democratic Oligarchy Council
Defence Status: Modern and decently funded police force, mixed militias, and many hunters.
Development Index: 0.672
Civil Situation: Moderate amounts of unrest with political change

Vale was probably the second-biggest winner of the end of the Great War and was considered by many as the beating heart of Remnant. Its coastal region makes it a trading hub on par with old New York. It's also considered a France-like nation, with its culture and society considered the social standard to live up to. It's also fairly industrialized only behind Atlas and it's mostly economically self-sufficient.

So naturally, Vale was hit slightly less hard than Mistral. Just an economic recession on the level of the American 2008 Financial Crash. Several medium private companies have gone under, the housing market slowed and nearly crashed, food prices have risen, public services have taken a hit, and an incline of unemployment. Terrible but not a hole Vale couldn't dig out of.

No, what's most concerning is the racial situation. There's also been a rise of Faunusphobia in Vale but unlike Mistral (where the racial discrimination is still technically outside of politics), several political groups have formed to blame, you guessed it, the Faunus.

There's a political party known as the Guardians of Vale, which Intel has classified as a nationalist/right-leaning group. It's in the vein of the more radical elements of the American Republican Party or Italian Brotherhood of Italy Party. There are the usual things like advocating for a Vale-first policy and the myriad of conservative motions but they've also been championing for the deportation of most or all Faunus. Usually, this wouldn't have been much of an issue in the past but they've used the recent monsoon as a way to grow more powerful.

They have two members on the five-member council in Vale, only held back by a pair of more moderate members and the headmaster of Vale, one Headmaster Francis Mortan. However at least two of these members are growing old and may retire soon, so keep that in mind.

Kingdom of Vacuo
Location: Western Continent of Sanus
Capital: City of Vacuo
Population: 38 Million
Government type: Ceremonial Oligarchial Council
Defence Status: Everyone's got guns.
Development Index: 0.322
Civil situation: Just trying to chill

Vacuo is arguably the biggest loser of the Great War despite being on the winning side. The war drained most of Vacuo's abundant Dust reserves, it's paradise in the center of the desert was ruined during the last days of the war, its economy was battered, and it didn't even get to profit much from the conflict as the King of Vale refused reparations. The aftermath of the war wasn't nice to the kingdom as well, with Mantle and Mistral managing to profit off of the remaining viable dust mines before leaving Vacuo in the dust. Frankly, we're not even sure how Vacuo's remained anywhere close to a cohesive culture. On Earth, we would have marked Vacuo as a failed or collapsing nation.

However if there's one thing Vacuo is known for, it's being robust and tough. In many ways, they're like Menagerians being able to survive and even thrive with the necessities. Despite it no longer being a paradise, the city of Vacuo still holds a somewhat thriving population and trade still exists amongst the various towns and settlements.

Even though they've technically been hit the hardest by the monsoons, Vacuo's response to the monsoon issues is a proverbial shrug and try to push on. While there's discontent from trade disruptions, it's nowhere as bad as in Vale and Mistral. Not ideal but they can work around it.

It's also the only kingdom where Faunus-phobia hasn't risen much. The rule of the strong still is prevalent and the Kingdom has rallied more properly to just survive. So blaming is allocated here and there but overall, racism is buried under the need to get the job done first (and then burned up with a few drinks).

That being said, making friends here will be….difficult. The Vacuian Council has, at best, ceremonial power and the kingdom is split into hundreds of different factions, settlements, and towns. Diplomacy here will be time-consuming unless a centralized government is restored, one Vacuo hasn't seen since the end of its monarchy.

Kingdom of Atlas
Location: Continent of Solitas
Capital: (Floating) City of Atlas
Population: 51 Million
Government type: Militarized/Corporate oligarchy
Defense Status: Unified Combined Arms Force
Development Index: 0.699
Civil Situation: Suppressed unrest

The Kingdom of Atlas, formerly the Kingdom of Mantle. If any kingdom won the Great War besides Vale, it would be the successor to the Empire of Mantle. The most industrialized state and the only one with an actual military (a provision agreed upon in exchange for the CCTS towers), Atlas will most likely be the Pact's rival in terms of military and economics.

Oddly enough, Atlas managed to stave off the worst aspects of the monsoons. Granted, it's still in rough shape with a few companies going under and rising prices for various commodities. However because they are a fairly import-heavy country and they know it, they stockpiled various goods in advance due to the occasional but still existing heavy blizzards that disrupted trade before. Plus the monsoons didn't hit most of their trade lanes so they were able to stave up things with a combination of economic relief plans and paying more.

Also oddly enough, interracial violence hasn't risen much. Granted, this is Atlas so racism is at fairly high levels and only below Mistral but due to a shockingly reasonable general in command and the whole "weliveinatundralet'ssurvivefirstpolicy" inter-racial violence has been suppressed by the military. Granted, Atlas is still a racist country but still, something. Mantle's still taking it rough but otherwise better than Mistral.

We should also note that unlike in Mistral and Vale, where any Faunus rights movements took a major hit during the monsoons, Atlas's is still going strong. Part of this can be attributed to a small but powerful core of donors who head a political and rights group called the Northern Lions. Look into it more.

What's more worrying is their growing military strength. Baseline intelligence places their combined military force of around 450,000 troops (active reserves included) across all branches. Well three branches technically: the Regular Army, the Air Fleet, and their Special Forces which dues include contracted and independent hunters. This isn't horrible, it's above nations like Japan and Mexico and only outdone by larger nations or ones with conscription. Tech and equipment-wise, well ahead in some places (frankly their small arms tech has maybe a decade ahead of us and their walker tech is something we don't have) and lacking in others (concerning lack of dedicated light strike craft and relying on a gunbased airfleet). Unfortunately, we would require a much more in-depth analysis as these are just the basics.

We'd advise trying to befriend Atlas when contact arises. Or at the very least not piss off their military. We can beat them but it's going to cost us a lot of materials and manpower.

Author's notes: This is just a short interlude of what's going on in the kingdoms. If you need clarification or more information, don't be afraid to ask. That being said, something will require an actual mission to Vale. I'll add intelligence reports between turns if major changes occur.

At this rate, it's time to work on Vacuo because that's a good place... Atlas... yeah the worry is not the General is the Council and the morons... Vale? I expect the Menagerie Coast Guard will be busy, Mistral time to include the Navy.

Then we got Faunus groups fighting against anti Fanus groups which is a lovely flashpoint that the reactionary's in Vale and Atlas totally won't blame on us whenever it flares over.

Vacuo is kinda a lost cause for now. With their political structure being what it is any aid sent that way is going to take a while to result in a decent ally. Maybe we can mine for the neat stuff that's not dust.

Vale is going to be annoying but lacking an army and with semi moderate politics they won't get up to much trouble. Nothing a bit of carrots and stick can't handle. More worried about how they might effect other powers.

Atlas is a land of opportunity. We play our cards right, make our stance clear, sweeten the deal with tech and infrastructure we might walk out of there with a major ally, and some massive improvements in Faunus rights. Get it wrong or unlucky and the one power able to challenge us on the battlefield moves against us.
 
While obviously our primary focus for the next few years will probably be South Mistral, due to both distance and the incoming refugees, I do wonder what would happen if Guardians of Vale actually gain enough political power to try push through a Valean Colonization Society.
I actually doubt they were care too much about the whole Tiger Pact-uplift itself, and would actually use it as a "See, the Faunus would be better off in their homeland anyway"-type condescending racism; the primary problem is that we could just...say no to it. Not like they can force their way through, given their lack of an Navy.
Unfortunately, I think the most likely outcome would be trying to force their Faunus population into a reservation somewhere in the backwaters of Vale (the kingdom, not the city).
 
So you saying that we have agents in Vacuo because of it's decentralized nature, and that any of the factions can affect the political landscape of western Sanus @MagicalGeek?
I'm saying Vacuo is a good place to start placing and recruiting Agents while investing in some sort of Port Town so we can start mining and trading with the interior of Vacuo...

FOBs and other facilities to deal with the refugees and Criminal Groups... that's why I said we will need to help build up the Menagerie Police Force, because those are the ones to be deployed to these facilities with the Border Guards and Coast Guard, with the Navy for support.

I actually doubt they were care too much about the whole Tiger Pact-uplift itself, and would actually use it as a "See, the Faunus would be better off in their homeland anyway"-type condescending racism; the primary problem is that we could just...say no to it. I'd be more worry about them trying to insert agents and dumping the Faunus into the Vacuo desert because *Vacuo is Faunus friendly*

say, given how vacuo is already a state teething or already a failed state in all but name. do you think, in the future when we are stable and shit and able to project power without difficulty, can we make like a puppet goverment near the outskirts of vacuo and make it into like a trading colony? cause with the way vacuo is presented, seems like it be easy to do and might make the locals more friendly towards us for making a goverment that can help them?
 
The future of Menagerie’s Education - Part 1
The Great Education Reform of 49 AGW: Menagerie Part One

When it comes to the overall rankings in different fields of Governance across Remnant, one would expect to see Menagerie at last place. Despite the fact that the grading was decided by both experts who are biassed against a "Backwatered Nation" and genuine ones who felt that other Countries had overall better performance, quality, technology, and other factors that were considered in the decision – not many can say the Fifth Country performed well.

The Monsoons that shook the world changed everything, and for Menagerie in more ways than economic downswing the other powers overseas are suffering from. With Taiwan's appearance as a fellow partner, alongside a portion of their world's database in addition to recovery programs to attain seemingly lost media and information, many in the country sees this moment to shine in the world – a Great Time of Reform.

Education is a consistent thorn to the country's side, although not considered by the people as incompetent or underperforming compared to the once struggling medical situation that had itself on the road of recovery — and hopefully — ascension with help from their Pact ally, there can be improvements made. Many citizens on the island seek other high-end education institutions in different nations, with lucky ones managing to get a spot as a student in the University of Atlas.

This was noted by the central government and Menagerie's Pact ally, and steps were undertaken to expand and re-develop the education matter into one that benefits the Sciences, Academia, and overall progress of Remnant – to create the citizens of tomorrow.

Education concepts from Earth were experimented at the most local levels, with one example of this being the fact that one Kindergarten School in Menagerie built after the Japanese Outdoor Kindergarten "Yochien". Another consisting of teaching techniques experimented and reflected upon from Earth enters testing grounds that may develop the grading and performance structure for students. Thirdly, systems ranging from the Earth countries of the United States, Finland, Japan, Canada, Germany, France, United Kingdom, New Zealand, South Korea, and Singapore are researched on with policies that can be adopted quickly entering a time of trial and error to see its effectiveness as aiding both students and teachers while not sacrificing the efficiency of teaching of subjects.

Examples of these experimental policies would be the Free Meals Structure adopted for public education structures from primary to tertiary education, a trial-run free Government Edict in making Public Schools tuition-free with the off-side being the increase in taxes as it's going to the increased education budget, and a trust policy in regards to teachers to allow the improving the development of individuals in their classroom without compromising both the student's mental and physical life and the established laws, conducts, and codes to protect the student.

Education experts in the Pact speculated and agreed that it would take decades and approximately the same amount of experimental time as Finland spent in their efforts in improving their education system to be considered as a top leaderboard in learning for Menagerie to find one that would manage to stick for the best of its students and teachers.

Another part of the Great Reform is the development of new institutions of learning that arose during the Pact's investment plan in regards the development of tertiary education for adults in the country.

The Grand Collegiate of Menagerie

"The Grand Collegiate of Menagerie, an idea formalised by aspiring colleges in the City of Kuo Kuana to compete with high end education institutions on the island of Taiwan, is a learning faculty with its funding provided by the Civilian Government of Menagerie towards the betterment of students who would've otherwise sought post-secondary education elsewhere on Remnant." – The Grand Collegiate of Menagerie Website

The Grand College was one of the funded schools as part of the Pact's unified plan towards the creation of tertiary education institutions for Menagerians. Different from its more specialised counterpart in Kuo Kuana Institute of Dustology and Aura-Semblance Sciences, the College focuses on subjects of an academic type rather than their counterpart's vocational nature.

With two different worlds where knowledge can be drawn from, and many Earthlings not wanting to practically forget their past as people of Earth, an expansive curriculum is developed to allow the student to explore more on their academic journey than ever before.

The Current Curriculum of the Grand College consists of:

Mixed-Studies – Study of Subjects applicable to both Earth and Remnant in addition to knowledge and learning from both worlds.
  • Culinary Arts – The study and exploration of Cooking that combines Remnant and Earth cooking ideas, techniques, and knowledge under one field of learning.
  • The Biology of Humans – A field of study focusing on the Human Body of both Remnant and Earth.
  • Mathematics – A field of study that combines both Remnant and Earth's mathematics to create a course.
  • Computer Sciences – A field of study that combines the knowledge from both Remnant and Earth to formulate a unified comprehensive and up-to-date course on the subject.
  • Teaching – A field of study that combines the cumulative knowledge on the art of teaching from both worlds and combines them into one subject.
  • Geography – A field of study that focuses on the social science field of geography with knowledge combined from both Remnant and Earth to apply it into the world.
  • Philosophy – A unified form of Philosophy that combines the philosophical knowledge and concepts from both Remnant and Earth.
  • Linguistics – The Study of Language.
  • Music – A field of study in the exploration of music, instruments, and the creation of music with knowledge from both Remnant and Earth.
  • Economics – A field of study based on Economics with knowledge from Remnant and Earth.
  • Physical Education – A field of study focused on recreation and the development of the physical body.
  • Management – A field of study that explores the concepts of management applicable to different fields.
  • Business – A field of study that combines business and entrepreneurial concepts from both Remnant and Earth to formulate into a unified and up-to-date structure of learning the subject.
  • Media and Art – A field of the arts that explores different forms of media and art taking knowledge and inspiration from both Remnant and Earth.
  • English/Remnantese – While having two different names, the language is in practical terms similar. Combining both to formulate into one course studying the spoken language of Remnant and most of the business world back on Earth.
  • Book Publishing – A field of study that focuses on the student learning the ropes in the art of Book Publishing.
  • Engineering and Architecture – A field of study that focuses on the basis of Civil Development with direct inspirations from both Earth and Remnant.
  • Psychology – A field of study that explores the world of Psychology with knowledge and data from both Earth and Remnant.

Remnant Studies – The Study of Subjects related with Remnant
  • World History of Remnant – A course on the history of Remnant's first civilizations up to the Modern Era.
  • Social Studies of Remnant – A course on the Individual, Community, and Societal levels in regards to how they function, developed, and interact.
  • Remnant Law – A field of study exploring the Laws of different Kingdoms across Remnant.
  • Remnant Sociology – A field of study focusing on Remnant's Societies.
  • Faunusthropology– A field of study focusing on Faunus.
  • The Genetic Sciences of Faunus – The Study of Faunus on a genetic level.
  • The Biology of Faunus – The Study of Biology of Faunus.
  • Grimmology – The Academic Field exploring Grimm.
  • Grimm Behaviours – The Study of the Behaviours of Grimm.
  • Grimm Structures – The Study of the Biological Structure of Grimm.

Earth Studies – The Study of Subjects related with Earth
  • World History of Earth – A trimester-long course on the history of Earth's first civilizations up to the "Modern Day" before Taiwan's appearance on Remnant.
  • Specific Histories of Earth – A series of multiple courses with differing content and time mattering of specific time periods or places of History on Earth. This includes histories relating to different fields such as General Sciences, Physics, Engineering, Cooking, Literature, Philosophy, etc.
  • Social Studies of Remnant – A course on the Individual, Community, and Societal levels in regards to how they function, developed, and interact.
  • Earth Sociology – A field of study exploring Societies on Earth.
  • Earth Law – A field of study exploring the different laws on Earth.
  • Anthropology – A field of study focusing on Earth's Humankind.
  • Earth Philosophies – A field of study focusing on Philosophies from Earth.
  • Earth Languages – A field of study focusing on the specific languages the student wishes to learn from Earth countries.

Aura/Semblance Studies – The Study of Aura and Semblances
  • Aura-Semblance Philosophy and Spiritualism – The Exploration of Aura and Semblances through Philosophy and Spiritual Concepts.
  • The Medical Habits of Aura – The Study of Aura and its effects on the Human/Faunus Condition.
  • Aura Behaviourism – The Study of the Behaviours of Aura.
  • Aura Biological Sciences – The Study of Aura in relation to the field of Biology.
  • Aura Physics Studies – The Study of Physics in regards to Aura.
  • Semblance and Aura Exploration – The Exploration of Semblance and Aura in a Controlled (and Uncontrolled) Environment.
  • Aura Forensics Sciences – The Study of Forensics applied to Aura.
  • Semblance Forensics Sciences – The Study of Forensics applied to Aura

Expansion in the future is expected for the curriculum for the Grand Collegiate once more subjects either from Remnant or Earth resurfaced to be learned and popular enough to be added to the fields of studies to learn from.

hmmmm.... i wonder how many CIA and MSS agents would it take to completely takeover the SCD when jacques takes over, cause controlling a rival nation largest mining company sounds like something we could do

Heck yeah. Once we have the resources to help others we should invest in Vacuo. I don't think we should create a puppet government, mostly because due to all the dust getting mined and earth tech not needing dust they are going to end up relying on us pretty heavily anyways. Going the route of choosing a faction and backing them until they control the area is a pretty attractive one as well.

"It is important to note that a comprehensive exploration of Dust and other fields of industry is the key to the future of Remnant as a whole." - The Kuo Kuana Institute of Dustology and Aura-Semblance Sciences Website.

The Kuo Kuana Institute of Dustology and Aura-Semblance Sciences is the first of its kind on Pact territory. With its origins being a proposed plan by Dust and Aura experts on Menagerie to provide a way to create a concentrated space for education in the reinvested fields of Dustology and Aura-Semblance Sciences without having to go to a Huntsman/Huntress Academy. As required for all institutions for tertiary education, the institute provides courses on skill-related and academic-related subjects.

With its specification towards the study of Dust and Aura-Semblances, the current curriculum to those subjects as of Q1 50 AGW:

  • Dust Sciences

Dust Physics – The Study of Dust in relation to Physics
  • Dust Mechanics – The study of the relationship between Dust, Matter, Force, and Motion of Physical Objects.
  • Dust Thermodynamics – The study of the relationship of Dust and Energy.
  • Dustomic Physics – The Study of Dust on the Atomic Level.
  • Dust Particle Physics – The Study of Dust in relation to subatomic and its connection with radiation and matter.
  • Nucleus Dust Physics – The Study of Dust in relation to Protons, Electrons, and Nucleus in addition to their relationship between one and another as a system of particles.

The issue is that Atlas is not really as viable a nation to have deeper relations due to sheer distance involved not to mention potential Oz meddling.

FOBs and other facilities to deal with the refugees and Criminal Groups... that's why I said we will need to help build up the Menagerie Police Force, because those are the ones to be deployed to these facilities with the Border Guards and Coast Guard, with the Navy for support.

To be honest if Vale does that then we kinda react depending on what Menagerie really wants to do.
Given in our Faunus Councilor selection 2 out of the 4 have open issues with how things go and our chosen advisor having her own beef with the System it might be more aggressive actions in mind.

Remember that the Faunus Rights Revolution was an open conflict and Menagerie might be more interventionist than Taiwan.

Heck yeah. Once we have the resources to help others we should invest in Vacuo. I don't think we should create a puppet government, mostly because due to all the dust getting mined and earth tech not needing dust they are going to end up relying on us pretty heavily anyways. Going the route of choosing a faction and backing them until they control the area is a pretty attractive one as well.

I don't think any form of central government is possible now given the complete assholery of King Oz the dick not even giving them reparations money.

Yeah @Introverted I really hope that's not the case as I am much against having much relationship with Jacque Gele/Schnee. From what rumors from Blake when she tells them about SDC in the beginning of Rwby when ruby was new to beacon. If what she said was true then I am not sure I would want us in any association, with a man who is not only a racist, but also a man that would have workers being in poor working positions. Especially with our relationship with menagerie and the faunus being important to us. If it were true and the faunus of menagerie hear about it they would not be happy about it at all.

I would've also said I don't like Jacques but that would've been biased, so I am mostly against him for work violations and possible racism. Even if SDC will be successful in his hands I would not want to associate someone to be racist to fanus, or having an equivalent of work violations.

Vale is sitting on cross roads, and depends if the Government will fall under pressure of the Anti-Faunus Party, but it is likely they'll be like Atlas on the conflict with a worse possible consideration being a re-activation of the military to fully bolster the coalition.

Mistral may attempt to join the Coalition to distract everyone in the population with war.

Vacuo wouldn't care much, besides their former allies basically dunk them into the sand.

I advice to consider opening diplomatic relations with Vacuo, then propose an investment plan and aid for the central government (or what's left of it) to regain their power in addition to sending Water, Food, and develop a cheaper but fair Dust Trade (exporting to them) to undercut other dust companies and trades with other countries.

If we can plan and propose a future infrastructure investment, we can take inspiration on the City itself by something like Las Vegas, and other Desert-terrain cities on Earth. In addition of aiding the development of their own industries to allow self-sufficiency and a reliable country for an ally for the Pact.

Who knows, we can even propose the creation of a Vacuoan Military in some kind of quiet manner, basically undoing the economic and security harm done to Vacuo and then more.

While expensive on the short side, I think the long term would secure a more valuable ally (as long we and they play nice, cooperative, forgiving but not a pushover) than we can expect.

We can possibly ask them to do some prospecting in lands near us if there would be metals and stuff we need for our industry, and maybe make an agreement with them of mutual trust and trade that benefits both of us.

Vale should be in Ozpin's pockets and the withdrawal of Hunters from Southern Mistral indicates a degree of control over them he still holds.
He is likely to be anti-Tiger Pact because it is not something he has control over.

Atlas is probably on his side given that he's the one who made Atlas and designed it as a flying dick over Mantle.

Plan depends on more details re: Vacuo situation.

Chances are Shade is still under Ozpin's thumb/control it might be smarter to invest non-government actors/ non-Central Government forces in the region. That said given that Canonically the SDC ends up owning a lot of the remaining Dust Mines in Vacuo it would be smart to invest to at least own some key areas for resources/market access.
 
I know its a bit early in the quest, but Im curious what megaprojects we could work on in the long term. Space lab, hydroelectric dams, dust manufacturing complexes, regreening efforts and the like. The other project could be recolonization but thats still unsure.
 
Yeah that works best, besides he'll probably be dealing with his own troubles before he makes any decisions on the Pact.
I highlighted him because he would do actions that are not related to the Nation nor in its best interests.

I stated him as somewhat anti-pact due to the fact that he kinda is a bit of a dick in this AU.

Given that he let his allied nation collapse by deliberately preventing it from receiving reparations (Vacuo) when it came to the aid of his kingdom (Vale) when it got invaded by Mistral and Mantle, then turned around to deliberately reward Mantle by making it the "Winner" of the Great War and giving it so much support that it (a frozen Continent) has equal population to Vale.
 
@VinnyMoneyHo I know the Pact is between Mistral and Vacuo on the development index but what is our Dev exactly? And if we only look at Taiwan's Dev would we still be behind Vale and Atlas?

assuming the Development Index is the Human Development Index, that's... well, VERY low by Earth Standards.

Just between Togo and Pakistan, to be clear, and it would 164th out of 193 countries. (not counting Monaco and North Korea)

The largest Kingdom on Remnant, the Kingdom of Mistral is known for several things: its wide-reaching culture, its fairly bountiful and habitable lands, its grip largest population, its concerningly large criminal underworld, the Haven Academy, its love for nature, and more. While it was on the losing end of the Great War, Mistral somewhat thrived in the end and became a fairly powerful player on the global stage.
...you know, that sounds a LOT like Italy honestly.

That was until the Monsoons hit. You see, Mistral was heading into an economic stagnation but it was preparing to take the hit and expected to as well. However, the Monsoons abruptly appeared and wrecked several of Mistral's trade networks with the other Kingdoms. This caused the collapse of the Mistral Trading Company, a major private entity that was worth around 7% of Mistral's GDP. The collapse of so many company assets, combined with its economic downturn, has sent Mistral into an economic Depression. Not to the levels of Earth's American Great Depression but close.
daaamn. To be compared to THE WORST depression in our history... yeah, they won't be a problem for us for some time.

This is time to take advantage of it, actually! We could use spies and foreign agents to try and sabotage corrupt politicians and criminals, try to influence things so good ones come into power... and of course we can in the meantime overtake them in in importance and relevance.

Maybe we can make favorable trade deals (to us. them too, I suppose, it depends). We'll see how it goes.

humanitarian aid (as long as it's EQUALLY shared between human and faunus. If they try to keep it from the Faunus we WILL be displeased, and act accordingly) might also be something worth considering.

The collapse of the MTC and wider Mistrali Economy, combined with the rise of the Grimm attack (especially in the South) caused major problems for the Kingdoms. Its fairly decentralized nature meant that coordinating a response to handle the crisis. There are reports of many businesses closing, homes being taken, rising prices for foodstuffs (some cases for starvation), rising unemployment, increased hunger and medical issues, and many other plagues (with an actual local pandemic occurring).

So natural in the fact of a slow recovery, many people began to toss blame at each other. Some at corporate entities, others at the council, some at hunters, but a lot of the blame went towards the Faunus because why not just blame nature instead?
yep, CONDITIONAL humanitarian aid with a good share of it going to the faunus.

However, not all is fine even for the humans of Mistral. The economic collapse has exacerbated societal norms and criminal elements are beginning to have a larger say are we kidding, Mistral's always had a criminal problem but the corruption has gotten to the point that the Russian Federation would look squeaky clean. We don't have specifics yet but suffice to say that Mistral's already powerful criminal underworld is getting a bit stronger.
yeah, that's not good. Still it should leave Mystral weaker, which is POTENTIALLY good for us. Maybe. Depending.

Kingdom of Vale
Location: Eastern Continent of Sanus
Capital: City of Vale
Population: 51 Million
Government type: Democratic Oligarchy Council
Defence Status: Modern and decently funded police force, mixed militias, and many hunters.
Development Index: 0.672
Civil Situation: Moderate amounts of unrest with political change

a fair bit better than Mystral on the HDI. Above India, even.

It's between Iraq and Bangladesh, in position 129th out of 192 compared to Earth.

So naturally, Vale was hit slightly less hard than Mistral. Just an economic recession on the level of the American 2008 Financial Crash. Several medium private companies have gone under, the housing market slowed and nearly crashed, food prices have risen, public services have taken a hit, and an incline of unemployment. Terrible but not a hole Vale couldn't dig out of.
ok, that's bad, but still much better than the 1929.

No, what's most concerning is the racial situation. There's also been a rise of Faunusphobia in Vale but unlike Mistral (where the racial discrimination is still technically outside of politics), several political groups have formed to blame, you guessed it, the Faunus.

There's a political party known as the Guardians of Vale, which Intel has classified as a nationalist/right-leaning group. It's in the vein of the more radical elements of the American Republican Party or Italian Brotherhood of Italy Party. There are the usual things like advocating for a Vale-first policy and the myriad of conservative motions but they've also been championing for the deportation of most or all Faunus. Usually, this wouldn't have been much of an issue in the past but they've used the recent monsoon as a way to grow more powerful.

They have two members on the five-member council in Vale, only held back by a pair of more moderate members and the headmaster of Vale, one Headmaster Francis Mortan. However at least two of these members are growing old and may retire soon, so keep that in mind.


I don't think Italian Brotherhood is quite that bad, but I won't go into politics.

still, they should be easier to manage than Mystral. We can probably make some trade deals and get concessions, maybe have them enshrine faunus rights in their constitution through economic pressure so they might NOT deport faunus or (at least in theory) discriminate against them at all, though we need to offer both carrot and stick if we want to get anywhere.

Kingdom of Vacuo
Location: Western Continent of Sanus
Capital: City of Vacuo
Population: 38 Million
Government type: Ceremonial Oligarchial Council
Defence Status: Everyone's got guns.

Civil situation: Just trying to chill

...0.322. that's quite literally worse than the worst ranked country on Earth, Somalia at 0.380.

It might even be in a worse situation than North Korea in some ways, hard to say.

Sure, Vale didn't need them, but Vacuo did!

Frankly, we're not even sure how Vacuo's remained anywhere close to a cohesive culture. On Earth, we would have marked Vacuo as a failed or collapsing nation.

However if there's one thing Vacuo is known for, it's being robust and tough. In many ways, they're like Menagerians being able to survive and even thrive with the necessities. Despite it no longer being a paradise, the city of Vacuo still holds a somewhat thriving population and trade still exists amongst the various towns and settlements.

Even though they've technically been hit the hardest by the monsoons, Vacuo's response to the monsoon issues is a proverbial shrug and try to push on. While there's discontent from trade disruptions, it's nowhere as bad as in Vale and Mistral. Not ideal but they can work around it.
I really REALLY want to work with them. They sounds pretty admirable really.

That being said, making friends here will be….difficult. The Vacuian Council has, at best, ceremonial power and the kingdom is split into hundreds of different factions, settlements, and towns. Diplomacy here will be time-consuming unless a centralized government is restored, one Vacuo hasn't seen since the end of its monarchy.

ok, so we CAN work with this, but it's time consuming as we need to work one village at a time basically.

well, still doable in time. and humanitarian aid could gain us some goodwill.

Though... basically world population is less than 250 millions (still more than I expected), and the Tiger Pact actually has comparable population to the Kingdoms (Vacuo barely counts).

The Kingdom of Atlas, formerly the Kingdom of Mantle. If any kingdom won the Great War besides Vale, it would be the successor to the Empire of Mantle. The most industrialized state and the only one with an actual military (a provision agreed upon in exchange for the CCTS towers), Atlas will most likely be the Pact's rival in terms of military and economics.
oh, so THAT is why Atlas agreed to such a vulnerable system as the CCTS towers.

It's funny. Technically speaking we're violating international law, in that Kingdoms (except Atlas) are not allowed a military, are bound to have an interconnected system to basically ensure internet-MAD... but we're NOT officially acknowledged as a Kingdom, so they can't really make those agreements stick.

I suspect they'll try to diplomatically and politically push us to give up our army. Which is NOT going to happen, so that will raise tension.

Also oddly enough, interracial violence hasn't risen much. Granted, this is Atlas so racism is at fairly high levels and only below Mistral but due to a shockingly reasonable general in command and the whole "weliveinatundralet'ssurvivefirstpolicy" inter-racial violence has been suppressed by the military. Granted, Atlas is still a racist country but still, something. Mantle's still taking it rough but otherwise better than Mistral.

I suspect faunus hate might go up if we end up being seen as enemies or rivals, which is near unavoidable to a point.

We should also note that unlike in Mistral and Vale, where any Faunus rights movements took a major hit during the monsoons, Atlas's is still going strong. Part of this can be attributed to a small but powerful core of donors who head a political and rights group called the Northern Lions. Look into it more.

What's more worrying is their growing military strength. Baseline intelligence places their combined military force of around 450,000 troops (active reserves included) across all branches. Well three branches technically: the Regular Army, the Air Fleet, and their Special Forces which dues include contracted and independent hunters. This isn't horrible, it's above nations like Japan and Mexico and only outdone by larger nations or ones with conscription. Tech and equipment-wise, well ahead in some places (frankly their small arms tech has maybe a decade ahead of us and their walker tech is something we don't have) and lacking in others (concerning lack of dedicated light strike craft and relying on a gunbased airfleet). Unfortunately, we would require a much more in-depth analysis as these are just the basics.

We'd advise trying to befriend Atlas when contact arises. Or at the very least not piss off their military. We can beat them but it's going to cost us a lot of materials and manpower.
ok, so they're the ones we want to avoid making enemies of most of all. and ideally we want to get some of their guns to reverse engineer and improve our small arms.

Maybe we can even somehow end up as allies as the only Countries with a military of political and cultural value.

While Atlas is the most important one to befriend if possible, Vacuo is probably the least worth it, at least for now. Mystral is likely to be the most difficult in general.

We could probably create a minor colony-trade port somewhere currently uninhabited along the cost, to work as an entry point into the continent and a conduit for both trade and humanitarian aid.

As long as we didn't overstep I think it would be received positively.

Alternatively we just begin by establishing positive relationships with an already existing port.

Keep in mind Jacque is probably not yet in power, he might never be if we somehow make contact with Nicholas Schnee and establish a good relationship.

this is nor RWBY Ozpin, but more of JPDE (fan-made visual novel) Ozpin, where from my understanding (I haven't played it yet) he's not evil, but he's VERY controlling. It's his way, or you get MANY inconveniences sent your way.

We're an unknown factor, and he likely hates unknown factors under his control. He'll not be necessarily hostile, but he'll try to limit our influence on Remnant AND try to get influence over us, in any way he can.
