Yup. So if she has the strength of a Lieutenent at the very beginning of the series, which I extremely doubt, then she really should have been able to take out that hollow in a second. Even then, she should have been able to do it far quicker than Ichigo managing to break out of the Bakudo and get himself in harms way. Which gives me many doubts.

If all that so called impressive strength is from solely her Shikai, than yeah, Byakuya was right in keeping her from that position. Because she needs to be strong without Shikai if hers is so destructive. That first Hollow was pathetically weak. The fact she didn't finish it off in seconds proves that Rukia is not that strong without her Shikai.I've been noticing a few things, so I'd like to point out that Rukia apparently had been powerful enough to be qualified for a Seated Position, but Byakuya pulled strings to keep her unseated to protect her. To be a Seated Officer, you must be have achieved shikai, certain exceptions not withstanding.
The night that Rukia passed her powers on to Ichigo had several factors all at play:
1) Ichigo's own reiatsu blunted Rukia's senses, therefore the Hollow's arrival was undetected until it was almost too late.
2) Ichigo, again, had been distracting Rukia while she was hunting said Hollow.
3) Ichigo, once again, served to almost fatally distract Rukia by running into a battle he had absolutely no chance of winning at the time, forcing her to take damage she shouldn't have.
4) The scene of the skirmish happened within a family home, Sode no Shirayuki's dances do not do its surroundings any favours, unless one is advocating for a family of mortals (as far as Rukia knew at the time) to killed by a missed strike, which runs counter to Rukia's MO.
5) When Ichigo was made into a shinigami, instead of being given a small percentage of Rukia's own Reiatsu, he ripped all of her power out of her, necessitating the Gigai she wore for the rest of the Karakura Arc, which was actively syphoning her power and turning her into a mortal being.
So, yeah, Rukia's pretty strong and skilled enough with kido to get away with cutting the incantation, and do not forget her shikai reveal during the Arrancar Arc which had her experience with Sode no Shirayuki easily trump a low level Arrancar, a feat that the other Shinigami (all at least VS level) present copied soon after. That kind of experience and skill with a shikai is one that is forged over some time, much much more than the month that followed the end of the Soul Society Arc.

Isn't there a very real chance Aizen was the closest thing Soul Society had to a psycologist?Rukia is easily strong enough to be a high ranking seated officer, possessing both shikai and being an expert kido user, but never really got over the PTSD of the whole Kaien situation. (Because Soul Society doesn't have any psychologists I guess)
And that makes it even worse! That's not why Byakuya blocked her promotion though. Seated officers get sent on more dangerous missions and he wanted her safe. (Because Hisana trauma)
She could have very easily killed it. But she got distracted and careless and took a bad hit. Even if you're strong you can die as easily as anyone if you get sloppy and don't take something as seriously as you should.
It's all well and good to say that, but one problem, she had no idea it was there until it literally attacked the Kurosaki Household, because guess why?And that makes it even worse! She should have taken care of the thing as soon as possible the moment it became clear that lives were in danger!

She really only lost that fight due to the sudden cosmic weight of Main Character Origen Story, and not really any lack of skill. We don't have Plot on our side this time, and that makes her stronger than us.Weak Hollow is still weak. Hell, couldn't she just use Shikai and then used flash step and swing to kill the thing in one hit before Ichigo even had the chance to reach the damn thing?
Not to mention that the mask isn't exactly the smallest weak point in the world.
Someone with enough strength to defeat a low level arranacar but not enough to defeat a weak hollow? It's pathetic.
