No, it's not out-of-character. Dudley has no compunction about beating Harry up, and considering his later boxing activities, he's got no problem with his opponents fighting back or being afraid along those lines either.

I'm having a hard time associating the relative spine of later Dudley with our younger character, though. I'll concede that Dudley believes that his parents are going to punish Harry, but--and maybe it's just because I dislike violence in general--it seems odd to me that we'd start a fight when we could just as easily shut down this confrontation by bringing our parents into it right away.

You can vote not to start a fight - that's fine too, provided you can spin it in an IC way, I have no problem with it.

I'm just pointing out that Dudley descending into violence is well within his character. In fact, he does pretty much that in Book 1.

This is Dudley. He's been punching Harry just for fun until today, and now that bastard is actually asking for it.

Torm between this and sarcastically confessing to being the guy who's going to headbutt him in the face.

Honestly having minions is a good thing and Dudley has more intelligence and wisdom than ever, use it. We're talking about getting a minion here if he knows what's going on.... and here's the BIG thing... no one will believe him if he squeals. I mean seriously, take the help you're Dudley, you're golden no matter what happens.
No one will believe him seems like a ridiculous thing to fall back on. Our parents probably won't believe him but once he goes to Hogwarts everybody important will. Snape and Dumbledore can tell if he's lying through mind reading.
 
I'll bring up one practical issue with Dudley headbutting Harry: Dudley probably has no idea how to throw a proper headbutt. There's a pretty good chance he'd end up hurting himself more than Harry.

Gamer's body, remember? Even if we lose HP doing it, it isn't like it makes a difference. I don't think we plan on fighting all day.

To be honest I'm quite surprised that he even cares about the Dursleys. No, of course it is clear that Harry's has some form of Stockholm syndrome, but still surprising.

I do not want to say anything bad about Vindictus, but I'm beginning to fear that everything is going to end so that we will have Ron Death Eater (Here Harry Potter Death Eater.). It is of course of course panic for no reason, while we have only two brief passages. But I've seen how these things start out small.
Can I ask why you fear for Harry the Death Eater? Is it because Harry's initial portrayal has been negative?

Well that's easy to address. Simply think of an 11 year old bully. The bully has the choice between crying for his parents or just straight up smacking his cousin, an act that he does frequently. He'll pick the later.
Calling in his parents isn't how Dudley resolves things, that's how things are resolved when done by things out of his control.
 
I get that a lot of people here want to be buddies with Harry, but this is a terrible moment to do that.

For one, it would be pretty out of character. For two, Harry is currently seeing us as an imposter, and actions that run against normal!Dudley just increase his suspicion.

That was the first thing he found out in the quest, and he decided it didn't bother him as much as it usually did. Besides, if you really don't want to headbutt Harry, you shouldn't come up with more votes that further split the anti-headbutt vote. We all need to actually go under one vote to stand a chance of winning.
