Personally, I'm hoping it's going to be something like in Harry Potter and the Natural 20. We'll accidentally get enrolled in Hogwarts, and we must frantically use our abilities in creative ways to appear like we have normal magic.
But I guess the QM could play it straight: Dudley gets magic and goes to Hogwarts, or doesn't get magic and doesn't go to Hogwarts.
