It is, that is why they used it whenever they could in Yamato 2 even though they changed some thing in Yamato 2 (like the shock cannons becoming blue more often than the yellowish color in the first series and the film....the scene taken from the film still have the older shock cannon effect)

Final Yamato's animation hold up still for the most part.

Yah, I had heard that. I could see why they'd want to keep it, it's so lush, and good looking.
 
I had the thought that, knowing it's Anno, it might be a remake of Arrivederci, Yamato. That seems like his style.
