I recall reading a BT short fic on SV or SB some years ago which has Dr. Buckaroo Banzai reporting to Hanse Davion on his scientific discovery: essential the entire sphere is infected with some sort of Star League bio/nano weapon that affects their brains and is meant to discourage innovation and creativity.

anyone remember this?

I recognize the concept, but I'm not sure if that was a full fic, or just a segment in the story idea thread.
I can't seem to find any specific bit that was written out, but I could find a lot of references to the idea there.
