It's not yet time for centralisation. Let the people work with the things that work.
Most important is that they survive and remember us, not that they already try to create a mini-empire before the first true cities.

Centralisation is better. We know that rituals are more effective when done in large groups, and we already have the beginnings of agriculture due to the goat herds we've gotten through trade. This option is also the one that promotes establishing a road network.

Let our settlement of the Forest be as a multitude of lesser tributaries which come together to feed the River's which I'm turn merge with and feed the Great Seas.


More honestly, I expect this to backfire to some degree. But it's the hierarchy option and also the roads option whilst our civilisation is just recovering from exiling the Forest People. I want to deal with the Devourer and stabilise our current efforts to acquire the Healing Domain and well as understanding it and the new Death Domain. Afterwards we can push for the splintering of the People.

We can do the first two next turn. We are absolutely getting to 9 power next turn so we can get the new domain and that still leaves us 3 power as back up in case the fight goes wrong.

Bureaucracy while useful isn't why I am voting for this.
Neither for dependency which isn't the best way to force trust anyway.

The reason why I am voting for this is because of food storage.
It is the first building I go for in civ games. It will be needed desperately when winter comes too.
Let's go self-sufficiency later (maybe after the devourer is dealt with).

We should definitely gain the Healing domain next turn to balance things out. And finally kick The Devourer's ass (or equivalent body part).

Keeping them interconnected may help organize the military to deal whit beast.

We'll get a palace economy eventually, but I don't like the strand of superiority-ethos that is driving the current centralization drive.
