I'd argue even VP shouldn't have clearance everywhere because there are places where only dedicated specialist should decide who goes in, when and where.
Wouldn't it make more sense to create proper hierarchy of clearances and give certain people a flexible set of permissions, that can be revised as needed, based on project and other considerations?
There's also the fact that, even if they aren't pushing that as her 'primary role' (or even one of the ones they're making use of), Panacea is, well. The healer. So this can easily be spun as 'if she wants into an area where she's not meant to be despite have access, she knows she's not going to be thrilled about the results... But also if something happens, having her able to get somewhere and heal people is of critical importance'.The rationale is, that more than likely, Amy would only be coming to her anyways. The security set up is, only board member level people can even access Taylor's lab without additional security measures. Basically, if Taylor is in there, and you do not have Alpha level access, then you cannot get in there without Taylor allowing you in. Not even the janitor is allowed into that room unless Taylor is there and gives them permission.
We probably could have gone in a bit deeper on that. But Amy is smart enough to read between the lines, and having worked in a hospital, there were probably areas off limits to her in the first place anyways. So she understands that if its not part of her thing, she doesnt need to be there. And really, Taylor would be the only reason she would be entering Taylor's lab in the first place.
And as the other personnel. It's pretty much common sense, there really is no point to access any place you really aren't knowledgeable on. Or have a reason to do so. Furthermore, the system actually tracks who enters into rooms and facilities in real time. So, good luck with security breaches.
Even in the case that a follicle/root is needed, which is a big if in the face of the abritratry rules and requirements of powers in general, most professional haircuts in my experience also have 'thinning' and 'shaping' involved in making the 'do, and usually end up with a few pulled hairs coming loose nearer the root anyway, not just clean cuts at the very ends. Dude definitely got the needed bits if clones are the goal here, which is still in question. Could just be going to a Stranger to mimic biometrics to get into Taylor's files and tech vaults (which might not even work, the way Focuses are designed) or go to just a straight up power copier or someone with even shadier ways to use it to attack Taylor (or anyone else who lost some hairs) from a distance. Could be enemy Elite, could be Cauldron, could by anything.Ok, I readily admit that I'm not an expert of any sort, but I thought that a hair root would be required to use hair for cloning purposes (dead vs living?), not just cut off pieces, so I strongly doubt that the hair "Giovanni" smuggled out is going to be used to clone Taylor, but I can't say anything about parahuman abilities with the same. This is going to be interesting.
