Or we take the chance on Uriel and go to him with a proposal to try to bring the Undersiders in.

One of his big concerns is apparently that we're secretive, and this could at least partially allay that.

No one, not even Autobot, knows that it's the Game Over for Everything if Taylor fails. However, Taylor is from a reality where the existence of the multiverse is common knowledge; the term 'world' and 'universe' are more interchangeable in Earth-Bet. As a result, this was meant to be more of an over-dramatic 'save the world' thing, but I've since changed that line to make things more ambiguous for the Soul vote and thus rendered this whole matter moot.

And while Taylor is at two, she handicapped her instead.
By weighing Taylor down and confining her to a small circle, it became more of test/exercise for pure Dodging, rather than Dexterity+Dodging. Also, yes, Bladedancer was going harder on Taylor than the other BB Wards.

Which explains why both Xylophone and Transfusion's issues remain unaddressed.
It says something about the Piggot/MM/Armsmaster management team that while the BB Wards were not as fit physically, they were emotionally more stable than the Philly Wards are looking.
In Worm, there is a close correlation to degree of mental handicap/instability and the strength of one's powers. Worth thinking about.

As far as he knows, they don't have to hang around. He could get credit for bringing them in and then send them off elsewhere where they would be less of a disruption.

Given Who is the sister of one of the members of the gang, it it's pretty likely they're going to turn up anyway, and being proactive about the situation should allow him to exert more control over it, which seems to be something he's fixated on.

If we make contact earlier than that HE would do something unadvisable about the Undersiders and push them over the edge. Sending Aisha out is risky for the opposite reason. Her loyalty to the PRT is at present, fairly limited, but her budding friendship with Missy and Dennis should help on that end.

We won't see the whole thing, but there will be enough references to what you said on camera to get a decent picture of the event.

Still another healer that even Panacea would look at and go man that's fucked up is quite the accomplishment Grom.
It's probably a secret that rather than a heroic sacrifice he only makes at the most critical junctures he cuts himself to allow higher intensity training - I just can't see the public accepting it, and the PRT is still subject to public opinion at this point.

We could try to fast track gaining his approval, I can see a few ways to score points with Uriel even given his restrictions:
1) Get the independent heroes and rogues of Philadelphia more organized so the PRT doesn't need to take an active hand to keep crime down. They have the manpower, but are poorly organized, leaving cracks for villains to cause trouble in(and that's where the precogs are needed to counter, or having poor mutual support. Preferably under the PRT of course, but Uriel seems to be socially Armsmaster with a better Manipulation, so just establishing lines of communication and getting information on them may help. Incidentally this would reap great returns for the S9's arrival.
Presence, Socialize, Investigation, Bureaucracy, War. Powers optional

2) War on crime. Gather solid, actionable data on crime in the city, and figure out a plan of attack to put them out of business. Deliver said plan to Chevalier so he can see about putting the strategy to work, then once it plays out, we'd have his favor, if only for making his job so much easier.
Stealth, Investigation, War, Optical Shroud, SoPA

3) Enact social change. Starve crime from the roots, wield economics like a scalpel, make it more profitable for capes to operate as rogues than as villains, reduce the ordinary criminal number. Good luck getting this done in reasonable amounts of time though.
Bureaucracy, Performance, Presence, Socialize, Investigation.

We're not just charms. We got amazing stats and reputation to use.

Our charms are a big deal though. Anything we can do without them, a Thinker can probably do better. We're very clever, but many of our other skills aren't amazing, particularly without the ability to use IEU and lacking an efficient bug computer interface denying us the ability to abuse SoPA to massively multitask.

They are, but that's no reason to let it get us down. Charms are locked? Cool, we'll work without. Optical Enhancement, and Augmentations still work, used in moderation.

As for SoPA, I imagine the bug computer interface would be up on the crafting shortlist as soon as we finish sorting out our meditation. We can delegate some of the design work to the real Tinkers, if they can be persuaded.

Hence my mention of talking local Tinkers into making the first copy(Chris would probably do it in an instant, Bezalel might be a harder sell given how pissed he sounded at not getting to use iEU). We're good and pretty fast at copying stuff, but designing something new is horribly time consuming for us because we're bullshitting the science with Lore rather than a Tinker shard and generally kitbashing it out of available parts.

So I guess get Kid Win started on a BCI while we make headway against one of the objectives? The sooner we show Uriel some results the sooner he'd unlock some charm use for us.

We don't need a BCI. The firefly trick I proposed before should be plenty good enough, particularly if we can get Dragon to feel sorry for our plight and have her program it.

Well, whatever we do we need to talk a real Tinker into doing it because we have to get permission to make our crafting efficient. So delegate while we see about improving the city, one way or another.

Personally favor a mix of 1 and 3 though. We could scout out the villains under Optical Shroud, but it'd just leave us weaker when the S9 hit. Much better to increase heroic teamwork and coordination, improving the city so it's less vulnerable, let Uriel know we're good for more than just beating up capes
 
Talking of vans, I wonder what it would cost to buy a big one and park it outside school all day. Once we get a decent insect computer interface up and running we can have a mobile workshop placed in one of the containers with drone robots, and have a spider terrarium set up in the other. That should allow us to get back on top of crafting things we can then leverage for greater influence.

I don't see how we can improve the city at a useful speed. We have neither the influence or the skills to do so, and don't have the charms to bypass those limitations. Performance 1, Socialise 2, Bureaucracy 2 just aren't enough for this, and we've opted not to take the more broadly social choices for this arc that would allow us to rapidly improve them.

We can ask Kid Win to do us a favour with designing a computer interface (probably specifying we want a unit that can contain an arbitrary array of communication cells, each using a firefly or similar, to exploit his modularity focus), but that's probably the best we can do on that.

Start with Plan 1, get in good with the heroes and rogues of the city first, that'd be pretty time consuming in it's own right, especially since we can't forget about our friends now that we got them here. Offer help with planning raids on villain power centers maybe. Plan 3 needs connections, Resources and more skills.
