And the tech that got NAT 100 on applicability seems to be the same tech that got 100 on tech roll, if I am not incorrect (it's a tank tech №1 in both cases)

Nah, 100 applicability was one of the education techs. You might be getting thrown off by the field rerolls pile, since the row just above it is also tech triplets, rather than tech chances from education and reverse engineering.

Throughout this quest diplomacy seems to have consistently paid of massively and i see no way why it would stop now i think getting an in with the Sallies is going to be massive and something that is needed for the long term health of our species and making sure our nation is not constantly threatened

We couldn't afford them even if we begged for the money, only thing we can theoretically afford is the power armor if we don't come panhandling to Rós and I'd rather not do that because she would probably ask for a favor in exchange and the economy is not recovered enough I feel confident in doing it. Blackstar mentioned it would come right out of welfare spending iirc...
