We've got a whole lot of modernization ahead of us if we want to be ready for the conflict likely to kick off relatively soon, and I really do think Aoife is one of the best picks to tackle it. Fast procurement experience plus willingness to sit down in chats that can just make problems go away quickly should let us churn through programs to incorporate all this new tech at a rapid pace, and she will be putting in that new tech the first chance we get as an Accelerationist.
Maybe she doesn't have the military science degree to narrow things down to the "best" design we can come up with personally, but Aoife is in a very good spot to start throwing out "good enough" designs ASAP so we can start building up numbers, and has the exceptional command skills to make great use of all of them when things start boiling over. The fact that she's still got a degree useful for lasers in the future is icing on the starch cake, because that will be popping up again in the near future between all our infantry laser rifles and possibly our domestic tank too.

I wont copy the character blurbs, although I thought Id give a little OOC information on what I think are the strengths and weaknesses of each of my plans.
Abnormally Normal Man would in many ways be the least qualified at the two main jobs, procurement and politics- not bad at either mind you, but he's young and will take time to find his feet, which will affect the early game a lot. However, if things spiral out of control right now he's an excellent wartime commander and that would make itself known, providing a sense of security while we are still at our weakest.
(Not) A Failgirl meanwhile would hit the ground running, with highly relevant combat experience and an excellent understanding of equipment, doctrine and tactics from an academic and practical level both which will be very good from a procurement perspective. In addition her aggressive politicking and procurement style would allow us to keep up early momentum. However, she also has a lot of things to prove, and while she has an in with the current government she's going to need to secure her position for when a less friendly government gets into power.
Finally, Paperwork Supreme would in many ways be a repeat of Ricky's Strenghts and weaknesses both. Good at procurement, good at politics. Right now she'd be supported more by the opposition then the current government, but it shouldnt be a big problem. Like Ricky her combat capabilities are going to be her weakness, but her ability to maneuver bureaucracy and focus on fast procurement could see us rapidly introduce new equipment which can more than make up for those weaknesses.
I like all of these characters, obv, and I think they'd all be fun to play as. They'd also all play very differently I think, so if one or the other interests you more then hopefully this has helped.
Because what is needed right now is more plans i will just make my plan because i liked it

Basically Eibhlin is a war hero even with the black stain on her record from the orbitals but she got saved from that by her stellar political connections with the BFP. She is surprisingly well adjusted and baseline as even with her record being good from the war it is not necessarily because she is the best commander but because she can work well with everybody and understands how to use people well. This combined with her bunker officer and attentive basically resulted in her realising that if she wanted to defend orbit she should just throw all the worst Seelie up there and let them bleed the XS while she coordinated everything in the background. This of course ended up giving her the black mark but it was a sound strategy by her and she stands by it.

Abnormally Normal Man is probably not a great match for our actual practical needs from the new commander in chief. In fact, he might be the worst. He'll be okay at commanding a war and doing politics, but he's basically relying on just his background to do all the procurement heavy lifting while his drawback actively hurts procurement. Doesn't matter how well he can command if the armed forces are fighting out of shopping carts, lemme tell you.
When procurement competency is Ricky's #1 priority in a successor according to the update. Beware in the process of making the boringest dude that ye not make him bad at the majorityof his actual job and the area where we've got the biggest deficits.

Róisin was very happy fish was becoming more and more common now. While the chalk wasn't as bad as some said, proper meat was lovely to have again. And at a restaurant like this, located close to parliament and which regularly served the political elite of the capital, they know how to cook it well too.

The joke was answered but no more than a roll of the eyes.
"They want to know who will succeed him, I do too if I'm being honest" Laoise asked.
"Well, not that I would claim to have so exceptional insight into the mind of our Defence Minister, but I can make some educated guesses about who are in the running, first-"

"Na Avalon is looking for a successor to lead the armed forces in a vital moment. The international situation is tense and our entire species is going through a crash modernisation of, well, everything. This means he is probably going with someone inoffensive to the current government and with procurement experience, I am neither"
Looking up from her meal she saw Laoise was still giving her her full attention with no hint of wanting to say anything yet, so Róisin continued.
"What I can offer is political experience and connections in parliament and the wider political class. I might be helped a bit by being from the navy, but the main things is that of all the candidates I have the most pure political experience, but that is hampered by the fact I am, both literally and figuratively, in bed with the PPP"
"Yes, I can see how that wouldn't exactly help with the current government" Laoise acknowledged, blushing in a way that made Róisin want to bend her girlfriend over the table right then and there, but through the application of a great deal of willpower and military discipline, she resisted the urge.
"Well, the leadership will be sad to hear it, but if it's not going to be you-"
"It could be me, I'm just saying it's probably not going to be" Róisin interrupted this time.
"Okay, if it's probably not going to be you, then who would you hedge your bets on?" Laoise was getting serious now, having pulled out her phone to write everything down.
"Look into Sadhbh Rath na Neamh and Suarach Brúitíngharrán, though I imagine you already know of Brúitíngharrán"
Her girlfriend nodded in affirmation.
"Well, Brúitíngharrán is as you know the BFPs woman, though not as directly as I might be the PPPs. Of the two she's got the better head for politics, though a bit of a Bunker Baby. She's currently one of the people overseeing the PD Modernisation program and has held a wide variety of other administrative positions before. She runs a tight ship and is competent at what she does, if what I've heard is correct"
"Mhm, and Na Neamh?"
"If Brúitíngharrán is the administrative expert then Na Neamh is the R&D candidate. Another Bunker Baby, her performance during the invasion is not exactly what I would call exceptional, maybe even detrimental to her ambitions"
"She was the one commanding the Orbital Forces, yes?"
"Yes, as I said, not exactly a stellar background. Still, few have as much technical skill as her. She has a degree, process engineering I think but you'll have to double check. Other than that she has been on the forefront of the wider modernisation program, she's done some really impressive shit if my contacts are to be believed. Contacts also say she's gunning for the position, real ambitious that one. Don't know if Na Avalon will see that as a plus or a negative"

"Any dark horse candidates we should be looking at? Even if it becomes of these two it's better to be safe than sorry"
Róisin looked up at the clock. They'd have to leave soon, Róisin for a meeting at the ministry and her girlfriend for the afternoon session at parliament.
"Well, I don't have time for a deep dive into everyone, but look into Searthra Airgead, Sétanta Ua Art and... fuck, there's someone more but I can't remember their name the moment, they're all three from the army Armoured Corp. Airgead is a materials engineer and decorated veteran of the invasion, though otherwise unimpressive. WPer I'm quite sure. Ua Art is a ride or die technocrat and very much the PPMs man in the ministry. Seriously, he's somehow more in bed with them than I am with the PPP. I'll text you when I remember the last one's name, but they're the most decorated veteran of the Armoured Corp, plus I studied with them at Tir Na Nog, which makes forgetting their name somewhat more embarrassing. Big damn hero, look like they belong on a recruitment poster, but also kinda messed up in the head from the war, so I doubt they're going to be out next minister"
Róisin took a deep breath after that rapid summary of candidates, before standing up and collecting her things, preparing to leave.

This isn't really a serious plan, I don't expect people to vote for it. I just wanted to use the opportunity to make a little bit corrupt, very gay, PPP-aligned officer (original character Do Not Steal !!!) and write her reflections on the race for the big chair.

I understand wanting to have a competent commander for dealing with a possible early outbreak of war, but Normal Man is genuinely going to be miserable for procurement in all likelihood, by way of having just the background and a trait that likely makes him worse at it.
I really think folks should think twice about dumpstatting the thing our current minister thinks is the absolute highest priority right now just for the sake of having an extremely ordinary guy in charge.

Id resent the idea that he has procurement as a 'dump stat', he has a single +1 trait that affects it negatively, which would be cancelled out by his engineering degree + his skill at organising and delegation from exceptional commander.
He's not going to be great at procurment, especially early on, and those are completely fair reasons not to want him. But framing procurement as his dump stat doesnt sit right by me.
