Are you sure? Underwater Construction is a T3 Tech. Great Mother is Willing, but it's a bit uneven in her favor.
Also, Distance only matters for how long the Techs will take to arrive.

Alright, my mistake. Second offer: Of the Sea for Efficiency 1, Specialization 1, and Gatherer Tactics. That's three T1 for a T3 which isn't going to be immediately usable and it gets you a T1 tech you need to use the T3 you already have.
Eeehhh, add 1 Sorcery and 1 Resource to the table and you have a deal.
